The position is based at the Legal Aid SA National Office in Braamfontein.
 
KEY OUTPUTS
  • To be responsible for the provision of a proactive health and safety service to Legal Aid SA and other stakeholders of Legal Aid SA, thus enabling Legal Aid SA to discharge its statutory and non-statutory health and safety obligations.
  • To provide an accurate and clear interpretation of health and safety legislation and codes of practice, directives and best practice to the organisation, contractors and other stakeholders.
  • Ensure changes to legislation, codes of practice, regulations, policies and procedures, et cetera, are identified, communicated and implemented in an effective and timely manner.
  • To provide an accurate and clear interpretation of the Compensation for Occupational Injuries and Diseases Act (COIDA) legislation and codes of practice, directives and best practice to the organisation.
  • Ensure accurate and clear interpretation of the Regulations in respect of the measures to combat the spread of COVID-19 as envisaged by the Occupational Health and Safety Act (OHSA) read with the National Disaster Management Act and the regulations related thereto.
  • Identify changes in the law, operations of the organisation and best practice and facilitate the development, amendments and implementation of the relevant policies, procedures, rules and regulations in line with same.
  • Advise all employees on health and safety matters.
  • To undertake audits and workplace inspections of operations to proactively identify where health and safety management practices can be improved and to provide written guidance, where necessary, to assist Legal Aid SA in implementing solutions to enhance its health and safety performance.
  • To carry out investigations and report on accidents/incidences and dangerous occurrences as and when necessary.
  • Ensure that the health and safety requirement as detailed in the Health and Safety Terms of Reference is implemented and functional.
  • Ensure all Health and Safety meetings take place and that minutes of these meetings are accessible.
  • Ensure that all Health and Safety Representatives as well as First Aiders are appointed in terms of the Health and Safety Act and appointment letters are filed appropriately.
  • Review audit templates to ensure they are relevant and in terms of the Act.
  • Ensure accurate MIS and reporting.
  • Develop and implement a recording system for all IODs and manage all IODs accordingly.
  • Facilitate the reporting of all injuries, diseases and other dangerous occurrences at work to the relevant authorities including the Department of Labour.
  • Liaise with the Department of Labour as and when required in order to ensure effective and efficient management of injuries, diseases and other serious incidents as envisaged by the COIDA including the necessary registration and certificate of good standing.
  • Facilitate the training and education of all employees on health and safety, injuries on duty and first aid.
  • Develop a compliance checklist for all local offices together with access to information in terms of the relevant Employment Acts.
  • Health and Safety Committees and Health and Safety Representative inspection and action.
  • To carry out regular fire drills and liaise with emergency services, as necessary, regarding emergency procedures, communications and fire safety.
  • Emergency planning with Health and Safety Representatives, First Aiders and fire teams.
 
COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED
  • National Senior/Matric certificate, plus three (3) year Diploma/National Diploma in Health and Safety/Safety Management or equivalent tertiary qualification (NQF 6).
  • A minimum of one (1) year of relevant administrative experience.
  • Computer literacy in Microsoft Office programmes such as MS Excel, MS Word, MS PowerPoint and MS Outlook.
  • Good report-writing skills.
  • Good communication skills.
  • Ability to work independently and under pressure to meet deadlines.
  • Possession of a valid driver’s licence is an important requirement as the incumbent will be required to travel on their own.
  • Short courses in Occupational Health and Safety and valid First Aid Certificates advantageous.
  • Excellent working knowledge and understanding of the OHSA, the COIDA and regulations.
  • Ensure compliance with company safety regulations and adherence to safety standards, including safety induction and training.
  • Flexibility in the performance of work to meet the operational needs of the organisation.
  • Experience or clear knowledge and understanding of undertaking health and safety audits, inspections or reviews.
  • Experience developing and reviewing safety aspects of safe systems of work and procedures.
 
 
BASIC SALARY: Level 6 (R218,064.00) plus benefits per annum

KEY OUTPUTS
  • Scheduling of all planning logistics for allocated audit projects.
  • To conduct audit reviews and evaluations on internal controls, control self-assessments, risk management, corporate governance practises, adequacy and effectiveness of controls within Legal Aid SA and rendering related advice to Management.
  • Compiling of detailed audit programmes for all activities that form part of an audit under the supervision of the senior Internal Auditor.
  • Co-ordinate the execution of the audit programmes for specific audits.
  • Conducting entry and exit meetings during audits.
  • Drafting audit reports for review by the Internal Audit Supervisor in accordance with all Standard Operating Procedures (SOPs).
  • Reviewing all project working papers on TeamMate.
  • Identifying risks and ensuring that the supporting audit programme is risk-based.
  • Determine the sampling methodology to be used for the audit programme and sample sizes.
  • Ensuring the maximum utilisation of IDEA and TeamMate software and resolving all troubleshooting issues.
  • Overseeing the quality of audit working papers and completion of all audit projects within the stipulated timeframes.
  • Ensuring the supervision of all fieldwork and that delivery challenges are resolved timeously.
  • Perform audit fieldwork for more complicated areas and document the audit evidence on TeamMate.
  • Conducting entry and exit meetings during audits.
  • Discussion of more complex exceptions with the Auditee, involving system and legislative issues, and documentation of both exceptions and findings.
  • Identification of areas that require specialist intervention.
  • Conducting standard and governance audits including ad hoc and special projects.
  • Assisting the Internal Audit Supervisors as and when required, in compiling the Findings Register, Tracking Schedules, Heat Maps and Charts.
  • Conduct performance reviews of all subordinates.
  • Recommend leave and appropriate training for subordinates to the Internal Audit Supervisors.
 
COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED                                                        
  • Three (3) year qualification with courses in Accounting, Auditing, Internal Auditing or Management Accounting.
  • Membership of the Institute of Internal Auditors will be advantageous.
  • Minimum of three (3) years of internal audit work experience.
  • Working knowledge of the Public Finance Management Act (PFMA), National Treasury Regulations, Legal Aid SA Act and other relevant statutes.
  • Working knowledge of the King IV Code of Corporate Governance.
  • Knowledge of TeamMate audit software.
