Requirements
National Diploma in Architecture or one of the building construction disciplines relevant to the post, Code EB 08 Drivers License. Two (2) years post qualification working experience (which entails the application of the National Building Regulations, and Building Standards Act.)
Duties
- Monitors sequences associated with the implementation of building inspections following the approval of building plans, monitoring progress on construction and demolitions relating to approved plans and enforcement of regulations in accordance with SANS 10400,SANS 204, National Building Standard Acts, Towns Planning Schemes, Local Authority By – laws, NHBRC Standards, Temporary Occupation Certificates, Final Occupation Certificates, Business Licensing, Drainage Installations, Public Health and Safety and Contravention Notice for Building without approval, occupation without certificate, Objectional discharge, unsafe structures and unstable banks, coordinates sequences associated with monitoring compliance with standards, procedures, regulations and specifications, encompassed in regulations with regards to the submission of plans for approval and construction of building, preparing and presenting investigational and qualitative report, processing/approving specific transactional works documentations and issuing compliance notice to align practice.
- Coordinate task/activities associated with implementation of procedure, monitors compliance with standards and specifications with regards to the new building, additions and renovations to existing structures by implementing by-laws for new buildings, existing buildings, demolition of existing buildings and structures, business operation, compliances, safety standards and quality control, conducting site visit to inspect site commencements and establishment, conducting site inspection of site set up, public safety, hoarding, traffic safety and control, installation of basic foundations, floor slaps, superstructure works, plumbing, electrical, roof inspections, suspended slaps, structural elements, drainage (septic tanks), water connection to sites, electrical connection to sites, progress report, business license inspection and public complaints; conducting emergency inspection and assisting with disaster management, informing owner of issues of non - conformity on sites and forwarding details of observations and findings to facilitate problem solving sequences prior to approval, issuing non – compliance notices to, facilitates the regularization of unauthorized constructions and/ or corrective measures necessary to address aesthetics of building and/ or encroachment.
- Performing Peace Officer functions and advice on corrective measures in respect of National Building Regulations, issuing of fines where necessary, after contravention notices, consult with management, legal advisers and law enforcement offices, attending court cases, giving evidence and testimony related to legal cases.
- Check and verifies designed details and construction specifications detailed on building plans conforms with regulation prior to approval by scrutinizing submitted building plans and identifying deviations in specifications, and positioning of processed construction on site taking into account access to services, elevation, etc. and referring to specific building codes, analyzing design and structure details to determine applicability and conformity to specifications.
- Performs specific administrative task/activities associated with the updating and maintaining records/ information of work in progress and completed works, disseminates strategic, functional and operational information on the immediate, short and long term objectives and current developments, problems and constraints, develops the technical know – how and understanding of emerging contractors on specific applications, procedures and sequences applicable to building contracting and maintenance of work, coordinate activities associated with maintenance of the municipality’s built assets.

Requirements
- A relevant tertiary qualification in Town and Regional Planning – Minimum 3 years National Diploma / Degree in Town and Regional Planning. Minimum 2+ years post qualification experience, Code EB 08 drivers license.
- Registered or eligible for registration as a Professional or Technical Planner with the South African Council for Planners (SACPLAN)
Duties
Assist with Management of key performance areas associated with the Spatial Planning functionality, aligning functional requirements against objectives, controlling critical developmental planning phases, monitoring project related outcomes, assessing statutory applications for conformance to the Town Planning Scheme and Ordnance and, providing comments, opinions and/ or explanations on functional outputs and professional principles to support and guide decision making processes. Key performance areas include the following, amongst others:
DEVELOPMENTAL APPLICATIONS:
Processes, assesses, and resolves development applications submitted in terms of relevant legislation, for both private and council owned land (including but not limited to rezoning, land use amendments, consolidations / subdivisions, boundary adjustments, housing estates/ township establishments, need & desirability applications, cancellation of servitudes applications, de-proclamations of public roads,) by checking development applications are complete and correctly submitted, circulating applications to departments for comments, undertaking need and desirability assessments, site inspections and, investigating the development history of development sites, assist in compiling appropriate regulations and conditions of approval for specific applications; preparing reports (items) to Municipal Planning Approval Authority Structures i.e. Municipal Planning tribunal, Municipal Council, Municipal Planning Appeal Committee to decide on development applications, interacting with the SPLUMA Municipal Planning Appeal Authority in respect of specific applications, making available information and guidelines in determining the outcome of the development application appeal, assessing applications from the public or organization which require assistance on development related issues etc. and advising the same on how the matter should/will be handled.
PROJECT MANAGEMENT:
Assist senior management with managing, planning and development of related projects by preparing project briefs and terms of reference for project teams (which may include consultants), identifying, organizing and co-ordinating stakeholder involvement in projects, setting up and supervising project team and setting targets, facilitating development processes and resolving blockages, packaging projects for implementation, facilitating the implementation of special projects, monitoring and reviewing of projects to ensure that planning and development projects deemed necessary by the Section are implemented.
RESEARCH AND POLICY:
Assist senior management with undertaking research and policy formulation with regard to planning and development matters by, amongst others, identifying research problem and establishing terms of reference, Determining research methods, applying research techniques such as interviews, surveys and trend analysis, collating and processing research data, analyzing and interpreting data to generate relevant planning information, preparing and presenting findings in the form of research papers and reports, position statements, discussion documents or policy guidelines to ensure that planning and development objectives and processes are in keeping with international best practice.
INFORMATION MANAGEMENT & DISSEMINATION:
- Disseminates strategic, functional and operational information on the immediate, short- and long-term objectives and, current developments, problems and constraints by responding, through the collection of factual information and/ or conducting the necessary investigation/ research, to enquiries and concerns on service delivery.
- Collaborating with external departments/agencies on issues relating to Spatial Planning principles with a view to aligning internal processes in order to ensure information, advice or opinions on relevant matters is made available and/or communicated through the various mediums and accurately interpreted through the provision of adequate and clear explanations.
- Supports the management of information by maintaining development applications, plans registers and records, capturing and maintaining correct data on the tracking and document management systems, collating, compiling and analyzing research data, assisting with the generation, collection, collation of information, for statistical reporting to ensure that accurate information and records are kept.
- Performs specific administrative tasks/ activities associated with the updating and maintaining records/information of work in progress and completed works.
- Contributes to the departmental, Section and Sub-section (Unit) Performance Management Plan.
