The Kouga Local Municipality hereby invites applications from suitably qualified persons for appointment in the following key vacancy:
 
DIRECTOR: CORPORATE AND DIGITAL SERVICES
Permanent Employment Contract
 
SALARY: An all-inclusive package ranging from R 1 070 906, R 1 259 888, to R 1 448 871 per annum is payable in line with Government Gazette No. 47538 dated 18 November 2022, Local Government: Municipal Systems Act (32/2000): Total remuneration packages payable to Municipal Managers and Managers directly accountable to Municipal Managers, subject to the signing of a performance contract, a performance agreement and declaration of financial interests.
 
Minimum Requirements:
  • Relevant NQF level 8 qualification;
  • Minimum of seven (7) years’ relevant experience at senior and middle management, of which at least two(2) years must be at senior management level in a municipal environment;
  • Have proven successful management experience;
  • Excellent facilitation and communication skills in at least two of the three official languages of Kouga Area of jurisdiction;
  • Certificate in Municipal Finance Management or Certificate Program in Municipal Development (CPMD) in line with the Minimum regulations on competency levels of 2007;
  • A Valid Code 8 Driver’s License and own transport;
 
Knowledge:
  • Sound knowledge and understanding of relevant policy and legislations;
  • Good knowledge and understanding of institutional governance systems;
  • Good knowledge of Corporate Support Services, including Administration and Auxiliary services, Digitalization Services, Council Committee Support services, Registry, Building & Maintenance, Human Resources, Information, Communication & Technology and oversight of all specialized support functions;
  • Knowledge of local government environment, excellent communication and negotiating skills at all levels of local government;
  • In depth knowledge of Digitalization Services;
  • Good skills in conflict resolution, problem solving and ability to be decisive.
 
Expertise:
  • The incumbent must have strong strategic management expertise.
  • Candidates will, in addition, be required to demonstrate a practical understanding of the constitutional, legislative and policy frameworks governing the local sphere of government and, in particular, the responsibilities of a senior manager in terms of the Municipal Systems Act (No. 32 of 2000) and Municipal Finance Management Act (No. 56 of 2003).
 
Key responsibilities
  • Manage corporate services projects from conceptualization, design, contract management, quality assurance and compliance and ensure proper integration to the municipality’s IDP, Departmental SDBIP and other strategic objectives;
  • Develop and implement policies, procedures and SOP’s relating to the corporate & digital services functionality;
  • Manage the Departments Capital and Operational budget in terms of the requirements of the MFMA and municipal accounting standards;
  • Procure services of professionals, contractors, goods and services in terms of the municipal Supply Chain Management Policy;
  • Manage all contracts and tenders according to approved SLA’s, terms of reference, letters of appointment and contracted project time lines;
  • Manage the Human Resources of the Directorate in a highly unionized environment, to ensure labour stability and minimise disputes;
  • Manage the integration of the Directorate's functions with those of the other service delivery directorates;
  • Driving the digitalization strategy of the institution.

Director: Planning, Development and Tourism

  • Must demonstrate experience in management of a substantial staff complement and significant budget in a regulated environment, knowledge of MFMA, in pursuing promotion of local economic development.

KEY RESPONSIBILITIES:
  • Management of the entire Planning, Development & Tourism, Department which includes but may not be limited to Town & Regional Planning, Human Settlements, Land & Property Administration, LED & Tourism (including Business Development and Investment Functions), Building Control and IDP.
  • Compile and manage the Directorate’s annual Capital and Operational Budgets.
  • Provision of GIS support and analysis and the undertaking of specific GIS related projects and initiatives.
  • Management, maintenance and implementation of the municipal multi-disciplinary sustainable human settlement policy and framework.
  • Co-ordinate the integration of the multi-sectorial and inter-sphere processes and demands relating to the delivery of sustainable human settlements.
  • Co-ordination of housing functions in line with the Provincial and National policies, on behalf of the Provincial Department of Developmental Local Government and Housing.
  • Developing and implementing strategies to meet investment challenges and ensuring a sustainable Local Economic Development and Tourism.
  • Establishing and managing contractual and other relationships with government departments, service providers, organised business and other stakeholder bodies, to ensure sustainability of projects.

REQUIREMENTS:

SPECIAL CONDITIONS:
SALARY: R712 603.07 – R925 008.01 Per Annum (Excluding vehicle allowance)

DUTIES:
  • Researches and develops strategic and short and medium-term plans for the Human Resources functionality;
  • Formulates immediate and short term result indicators to address critical human resource needs and interventions for key functional areas within the organisation in accordance with statutory legislation (e.g. Employment Equity, Labour Relations, Recruitment & Selection, Organizational Development and Employee Assistance, Organizational Structure, etc).
  • Prepares and submits capital/ operating estimates and controls expenditure against the approved budget allocations;
  • Manages and controls organization change and development through the formulation of specific policies and procedures and forwards/ presents to the Director and/ or Councils Committees;
  • Managing healthy employment relations and duties between the employees, organised labour as well as ensuring that Kouga Local Municipality adheres to the Legal prescripts.
  • Managing and controlling employee disputes and resolution.
  • Manages and controls procedures and processes associated with maintaining employee relations and industrial peace.
  • Attending to and participating in complex conciliation and arbitration proceedings, including briefing the Deputy Municipal Manager or appointed attorney and implementing actions or awards accordingly.
  • Manages key results indicators and outcomes pertaining to recruitment and selection criteria;
  • Participating in the interview process for designated levels (senior and specialist staffing) and/ or providing information to the panel on the requirements and application of specific Human Resources policies and procedures.
  • Planning immediate and short-term result indicators to address progress and recommend interventions in accordance with statutory legislation.
  • Reviewing the Workplace Skills Plan and in conjunction with the Local Government Sector Education and Training Authority (LGSETA), establishes and confirms the status of levies and grants and reports on progress in achieving short to medium term objectives.
  • Directing the procedural and operational dimensions of selecting, coordinating and providing training to employees and monitors impact on organizational efficiency and, progress towards self-development and growth within the organization.
  • Manages sequences associated with establishing the Employee Wellness capacity of the municipality;
  • Oversee the implementation of the occupational health and safety;
  • Monitoring establishment records on the Human Resources database and seeks clarity/ supporting documentation on amendments effected by Human Resources personnel.
  • Manages and controls the Key Performance Indicator’s and outcomes of personnel within the Human Resources Section
  • Implements Human Resources Management & Employee Relations communication strategies aimed at creating awareness and/ or seeking acknowledgement
