Key Tasks include:
The Shark Spotter duties will include but not limited to:
- Continuously monitor and scan the ocean for sharks and other marine activity.
- Compile data on marine activity and shark sightings in the designated area.
- Following stipulated procedures relating to detection of marine or shark activity in the water, reporting and hoisting of relevant signal flags.
- Completing incident reports relating to shark attacks.
- Upholding the professional image of the Municipality including involvement in assisting with the retention of Blue Flag standards and status.
Salary: R400.00 per day

- Shortlisted candidates will be informed via SMS or telephonically when to report to the identified Testing Centre to complete the compulsory tests. Shortlisted candidates are advised to bring their own swimwear, equipment, towel, food, and refreshments to the Testing Centre.

Job Purpose:

- Actively patrol the beach, monitor activities and report back to the Senior Lifeguard on a regular basis.
- Conducting and assisting with rescues

- Completing incident report sheets
- Assist in the development of Beach Risk Assessments and Operational Plans.
- Conduct and assist with the implementation of environmental education/water awareness programmes.
- Conducting and promoting water safety awareness.
- Assisting with the beach management operations.
- Communicating and educating the general public about drowning prevention.
- Maintaining beach safety.
- Performing various operational duties that include, testing and setting up appropriate bathing/swimming area, updating information board, cleaning and maintenance of lifeguard equipment, power craft, lifeguard station and tower etc.

NOTE:
- The Blue Flag Lifeguards will be reporting directly to the relevant Senior Beach Lifeguards.
- Incumbents will be required to undertake and pass regular skills and fitness tests as per the set standards.
- Incumbents will be required to keep essential qualifications valid at all times.
- Incumbents must be willing to work irregular hours including weekends and public holidays, and overtime as needed.
- Incumbents must be prepared to work in various geographical areas within Kouga.
- Incumbents are subject to a random fitness and alcohol test for the duration of their contract with Kouga Municipality.

DUTIES:
- Promoting, developing, monitoring, directing and controlling all aspects of Supply Chain Management in the Municipality to ensure compliance with the Procurement Policy and Municipality’s Administrative Framework;

- Managing on an ongoing basis the optimum allocation, utilization and management of all resources of the Department to ensure the effective and efficient delivery of the Procurement Services to departments;
- Designing, implementing and maintaining systems, policies, procedures and practices to manage supply chain processes;

- Managing Supplier Relationships through defining resource requirements appropriate to the type of relationship; establishing regular communication and engagement with suppliers to develop the relationship; identifying areas where supplier expertise or creativity can be used for mutual advantage; modifying the relationship at different stages of the contracting process as appropriate; adhering to and communicate the Municipality’s guidelines with regards ethical aspects of supplier relations; coordinating supplier contacts and ensure responsibilities for technical and commercial contacts are defined; applying risk sharing or incentives to attain aligned and common objectives where appropriate; identifying and agreeing performance and incentive targets and measure progress and performance improvements, and recognizing vendor excellence where appropriate;
- Developing (New) Suppliers through establishing business case for supplier development and communicate development strategies for selected suppliers/markets; setting-up development programmes for specific suppliers in order to maximize value from the relationship (e.g. contractor value workshops, training programmes, involvement in design and specifications, development of technological innovative products; establishing market development programmes when the current potential supplier is considered inadequate or to fulfill government / society expectations (e.g. local/ minority/ disadvantaged supplier market development);
- Evaluating and assessing supply chain performance, compiling and interpreting management reports and managing risks and corruption prevention;
- Reviewing on a monthly basis the performance of the department to ensure, on time service delivery to departments, compliance with the service level agreements, between the Supply Chain Management Department and other departments;
- Keeping abreast of relevant Legislation and National Initiatives, suggests amendments to the Procurement Policy and/ or Procurement Mechanisms/ Models;
- Defining/ adjusting the key performance indicators, job design and role boundaries of personnel against service delivery requirements;
- Monitoring and reviewing performance within the Department by evaluating against targets and standards set, through conducting appraisals to measure performance and objective accomplishments against agreed targets and, reviewing goals and setting new objectives;
- Analyzing statistical information pertaining to staff attendance/ absenteeism, overtime, lost time due to accidents and/ or incidents and downtime and proposing specific remedial measures aimed at improving productivity and reducing personnel related costs;
- Formulating capital and operating budgets for the department taking into account performance requirements and resources allocations/constraints to ensure, optimal utilization of available funds, departmental costs are controlled, including prior approval of all proposed capital expenditure and ongoing monitoring of actual expenditure, and adequate monitoring of the budget, including monthly reviews of comparative statements of expenditure against estimates;
- Analyzing supply chain trends, operating requirements and forward plans to establish/ determine funding/ expenditure for the period;
- Evaluating the Departments performance against budget and addressing deviations/ variances with appropriate personnel.
- Monitoring and implementing corrective measures to rectify deviations/ acts contrary to financial regulations, audit requirements and departmental procedure;
- Communicating with the Council’s Internal Audit Section on audit findings and recommendations and institutes the necessary investigational or corrective measures with regards to contractual and payment related matters.

DUTIES:
- Liaising with the public, building contractors, consulting engineers, land surveyors, draughtsmen, and architects, providing guidance and assistance with the application of National Building regulations, and matters relating to new and unconventional building methods;
- Conducting a Preliminary examination of building plans and relevant required documentation required for building plan approval;
- Scrutinizing building plans in terms of the National Building Regulations and that NBR Regulations have been met;
- Assessing building plans and calculates submission fees in accordance with approved tariffs;
- Signing of paper copies, jacket and certificate to approve plans;
- Consulting with the Fire Department, Health, Drainage, Cleansing, Roads and Town Planning on matters relating to the approval of building plans;
- Referring non-compliant building plans to the customer with explanatory notes as to why building plan is regarded as being non-compliant;
- Conducting inspections on outdoor advertisements and ensuring proper procedures are followed for compliance;
- Perusing through the submitted plan and identifying with deviations in specifications, estimation, calculations and positioning of proposed construction on site taking into account access to services, elevation, etc, referring to specific building codes, and consulting with fire department, health department, drainage, town planning, etc;
- Analysing design and structural details to determine applicability and conformity to specifications and national building regulations;
- Maintaining and controlling the filing system for approved and outstanding building plans using laid down procedures to facilitate access and retrieval;
- Completing details on statutory forms and notices, verifies and approves content and submitting for verification prior to circulation;
- Collating information from field reports, inspections and contractual documentation for inclusion into management reports;
- Approving building plans and forwarding to relevant departments for further comments and processing;
- Completing investigative reports, recording details of findings from inspections/ observations and forwards to the Superior for perusal and guidance on unresolved/ pending outcomes;
