RE-ADVERTISEMENT INFRASTRUCTURE SERVICES
DIRECTOR: INFRASTRUCTURE SERVICES
 
This is a five (5) year fixed term contract of employment. The successful candidate will be expected to sign an employment contract and performance agreement, complete a disclosure of financial interest form and vetting.
 
Level: Manager directly reporting to the Municipal Manager
 
Remuneration package: MINIMUM- R 781,460; MIDPOINT - R 868,290; MAXIMUM - R 955,118 per annum (all-inclusive package).
 
Job Requirements: The applicant must be in possession of a Bachelor of Science
Degree/ Bachelor of Technology in Engineering-civil. Registration with a recognised relevant engineering professional body will be an added advantage.

Competency certificate, if a newly appointed person is not in possession of this Competency, he/ she must complete it within (12) months from the date of employment. Five (5) years' middle management experience or as Project Manager with 3-4 years at professional/management level or engineering management experience. Exposure in infrastructure project management, reporting on the Expanded Public Works Program (EPWP) and Municipal Infrastructure Grant (MIG) funded projects will be an added advantage.
 
Knowledge, skills and competencies: The municipality is seeking a strategic thinker for this role who can demonstrate executive disposition and, conceptual, judgmental and interpretative abilities. There is a high demand at this level for attention and prompt response to community related queries and specific priorities and mandates of council. The incumbent must be able to plan and organize, control resources, communicate, negotiate and, place emphasis on time and service level standards. The ability to formulate engineering master planning, project management and implementation.
 
Key performance areas: Development of the Directorate's long and short term programs to support the service delivery priorities of the municipality's Integrated Development Plan. To oversee the capital and operational budgeting requirements for projects and to enable effective functioning of the Department. To initiate and lead research into policy provisions and regulations in accordance with legislative prescripts. To provide an advisory service to the municipality on complex issues relating to civil infrastructure project design and maintenance, housing infrastructure project management and the implementation of the Expanded Public Works Program and Municipal Infrastructure Grant Funded Program. To provide guidance and support to the municipality on matters of legislative compliance, good governance, legal and procedural matters pertaining to the area of function of the Department. To maintain oversight and accountability for the development of tender specifications, contract management and project management of complex civil engineering infrastructure projects. Establish reporting systems and processes to manage the administrative and financial reporting requirements for infrastructure projects. Manage specific financial, legislative and governance compliance requirements in relation to the implementation of the infrastructure projects and Municipal Infrastructure Grant Funded Projects

VACANCY: DIRECTOR PLANNING AND DEVELOPMENT

Job requirements: Relevant B Degree in town and' regional planning or development
studies, architecture, or equivalent. Registration as a Professional lanner with the South African Council for Planners will be an added advantage. Five years' experience in middle management level. Exposure to planning and development and integrated development planning and/ or related disciplines such as local economic development and tourism, town Planning and Land Use Management and Geographic Information Systems.

To maintain oversight and accountability for all Land Use Management and, programs and activities of the functions located within the directorate. Define the architecture and manage the Geographic Information System platform as an intellectual tool to support decision making with regards to spatial planning, land use management and other developmental planning related information Manage the policy directives, systems, procedures and timelines associated with the preparation, consultation, implementation and review of the Integrated Development plan.
