PURPOSE
To ensure the stability, integrity and performance of Johannesburg Water Operational Technology (OT) database systems, including MS-SQL and SCADA platforms, enabling effective telemetry, supervisory control, data analytics and business reporting. The role integrates database administration, data integrity assurance, system architecture support, and operational reporting, aligned with best practices and emerging industry trends such as cybersecurity for OT systems, data analytics and cloud-based SCADA solutions.
 
KEY RESPONSIBILITIES:
Perform daily monitoring, backups, and restoration to ensure business continuity. Maintain and upgrade MS-SQL and SCADA databases for scalability and performance, implementing automated health check scripts and applying security patches in line with cybersecurity protocols. Document system configurations and changes to support audit readiness and enforce database standards and governance frameworks. Monitor performance metrics, fine-tune queries, and conduct periodic stress and recovery tests. Validate and reconcile data across SCADA, Telemetry, and Operational Technology systems, proactively addressing anomalies from error logs. Support GIS and Telemetry integration to enhance data accuracy and conduct quarterly audits on data integrity. Collaborate with field teams to validate surveyed data, maintaining a master record of verified repositories. Build predictive analytics dashboards for anomaly detection and integrate databases with BI reporting tools. Research emerging OT database technologies and consult with the business unit manager before piloting new solutions. Recommend process improvements to enhance efficiency. Extract and compile high-level SCADA and operational reports, develop dashboards for real-time insights, and ensure data visualisation aligns with executive reporting needs. Monitor database access controls and maintain audit trails of all changes. Align with COBIT frameworks in collaboration with IT Governance. Identify risks related to system downtime, propose mitigations, and develop contingency plans for recovery. Conduct bi-annual compliance reviews and prepare reports for internal and external audits. Support business continuity planning and ensure risk registers are up to date. Provide staff training on new processes and database developments and create user manuals and reference materials. Engage external consultants for complex issues and promote a culture of data-driven decision-making.

KEY RESPONSIBILITIES:
Monitor and maintain quality control of all aspects of site work. Maintain strict monitoring over all aspects of site safety during course of contracts to ensure compliance with the Occupational Health and Safety Act. Compile and submit reports to the Project Manager. Conducting random materials quality inspection. Ensure that the Contractor adheres to the Management Plan. Ensure that Close-Out Reports are consistent with actual work done, and with Johannesburg Water’s Standard requirements. Undertake construction management to ensure that the projects are completed on time, within budget, safely and in compliance with environmental concerns. Assists with compilation of Tender documents and Tender Committee adjudication reports.

PURPOSE:
To ensure compliance by Johannesburg Water and its appointed contractors in line with the Occupational Health and Safety Act (Act 85 of 1993) and its associated regulations and more specifically the Constructions Regulations.
 
KEY RESPONSIBILITIES:
Implement, maintain and audit the ISO 45001 system. Lead the risk assessment process at allocated operational sites. Identify procedures and documents required by the system. Lead incident investigations at all allocated sites for all first aid, medical and disabling injuries, including section 24 incidents. Compile investigation reports with all necessary documents and submit report to Safety Specialist and Occupational Health Nurse. Develop baseline risk assessments for CAPEX and Operations projects and ensure that this document and the specification are issued to all bidding contractors. Induct all newly appointed contractors on JW OHS requirements and provide them with the requirements for submitting the safety file. Evaluate and recommend for approval / non-approval all safety files allocated to you and submit report to Safety Specialist. Conduct monthly audits on all allocated projects and submit report to Safety Specialist. Conduct weekly inspections at all allocated sites and submit report to Safety Specialist.

PURPOSE:
To Manage the Control Room and its Resource Systems and to Have full control of all sites reporting to the controller and to manage incidents and short comings effectively
 
KEY RESPONSIBILITIES:
Report the number of security officers on duty for the particular site and shift Report on an hourly basis, if not the controller must follow up on reasons why Report S/o’s on leave , short postings , AWOL etc. and the controller must record and report this in accordance with Control room documentation .Ensure all deviations on posting are rectified by Supervisory staff / mobile supervisors .Ensure all deviations are reported to relevant managers .Arrange security officers to fill short postings / shortages/ AWOL. Ensure all sites report back on an hourly basis, reporting all in order and or report any irregularities as they happen. Issue an OB number to the control room and issue an OB number in return, for reference purposes. Report all incidents on site to the control room and the Operator must make an OB entry pertaining all details and complete an incident report. Report any irregularities to the Controller which they might incur on their visits. Follow Emergency SOPs in any incidents. Ensure that Guard monitoring systems gives warnings to the control room and the controller follows up if no patrols are done or points are skipped on patrols. Send out mobile supervisors to problem areas if there is no response from S/o’s on site. Report and handover all incidents /violations and posting sheets to the Control Room manager. Communicate with guards and controllers via electronic resources e.g. Radio, WhatsApp and SMS. Report lost & faulty equipment. Use the landline only for emergency calls and ensure they are recorded in a register. Keep the working environment clean and tidy at all times, including equipment and resources Communicate with team members on radios and all communication channels in English.

KEY RESPONSIBILITIES:
Participate and assist in the development of policies, procedures, regulations, and rules in the Labour Relations environment. Support management by providing specialist Labour Relations advisory service on all labour relations related matters. Represent the Company at Bargaining Council/CCMA, LLF and any other forum as and when required. Provide secretarial support to the negotiation team. Prepare LR training specifications in conjunction with the LR Manager. Conduct briefing sessions upon request on disciplinary code and grievance procedure and any other related labour relations related issues. Gather and analyze information on disputes. Liaise with company lawyers on disputes referred to labour court. Compile and submit monthly, quarterly, annual and any ad-hoc Labour Relations reports as and when requested.
