1. INSPECTOR ON-SITE SERVICES X3: ONSIPEC – JWEX380/2023
REMUNERATION: R263 772 BASIC SALARY PER ANNUM
 
PURPOSE
Monitor and supervise the activities of onsite contractors to ensure effective service delivery in informal sectors with regard to the supply and maintenance of water tankers and chemical toilets.
 
KEY RESPONSIBILITIES
Monitor and supervise on a daily basis the supply and maintenance of water tankers and chemical toilets by Contractors. Compile lists of broken chemical toilets and forward to contractors for repair. Compile lists of broken taps/ burst pipes and report it to the Depot for action. Replace taps on holding tanks as and when required. Advise the onsite sanitation Co-Ordinator on needs with regard to the placement of water tankers and chemical toilets as well as on service delivery related problems. Check on general hygiene with regard to mobile and stationary water tankers by daily tank inspections- Submit urgent reports for quick action to ensure good quality water to the community.  Resolve queries directly with contractors relating to service delivery as far as possible before escalating to the Onsite Co-Ordinator Co-ordinate the removal and replacement of stationary tanks in consultation with the Onsite Co-Ordinator. Take water meter readings on the JW filler points. Assist the regions with the supply of water to formal areas during emergency shutdowns. Ensure that contractor vehicles comply with JW standards as set out in the contract. Advise on the contractor vehicles conditions. Monitor the dump sites for sewer vacuum tankers. Operate according to policies and procedures. Ensure and promote good communications in the work place. Perform on job training to subordinates. Represent JW at meetings set up by the Onsite Co-Ordinator with communities, community leaders and Councilors. Check the condition of contractor vehicles on a daily basis. Ensure that the activities of contractors are carried out within statutory requirements by conducting onsite inspections. Ensure all operations are carried out within statutory requirements as laid down in the OHASA. Promote safety in the Depot by investigating incidents, attend safety committee meetings and advise on and rectify unsafe working conditions. Reconcile invoices from contractors with trip sheets on a monthly basis and forward to onsite Co-Ordinator. Compile daily worksheets and forward to the Onsite Co-Ordinator. Authorize contractor service sheets on a daily basis and forward to the Onsite Co-Ordinator.

PURPOSE
Operate a store by receiving and issuing stock, checking physical quantities and keeping the store clean and tidy. Control the minor plant store.
 
KEY RESPONSIBILITIES
Check goods delivered against the Delivery Note and purchase order in SAP. Sign Delivery Note. Quarantine new stock. Check quality and quantity of quarantined stock. Pack goods received onto shelves (or pipe yard). Capture into SAP. Check physical quantity against quantity in SAP. Send the Delivery Note and Invoice to Head Office for payment. Accept Pick List from team and check against reservation in SAP. Advise plumbers on pipe sizes and suitable fittings to be used. Count stock quantities, record items that are below the re-order level and report to the RFO. Undertake weekly cycle counts and report discrepancies. Sweep and polish the store floor. Ensure stock is packed correctly.

4. REVENUE ASSUARANCE DATA ADMINISTRATOR X2

PURPOSE 
Interpreting data, analysing data using statistical techniques. Developing and implementing data analyses, data collection systems and other strategies that optimize statistical efficiency and quality. Acquiring data form primary or secondary data sources and maintaining databases. Delivering ad hoc reports, translating stakeholders’ requirements into reporting deliverables, monitor performance and quality control plans to identify improvements. 
 
KEY RESPONSIBILITIES
Effective planning of activities relating to software development, analysing, reporting of information, development and implementation databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality. Plan daily activities to minimize delays in implementing requests, especially where critical information has to be obtained from other sections both within and outside JW departments. Documents developed processes and reports into standard operating procedures. Maintain proper filling system for all source data, reports and documents. Interpret data, analyse results using statistical techniques and provide ongoing reports, work with management to prioritize business and information needs, acquire data from primary and secondary data source and maintain databases/data systems. Identify, analyse, and interpret trends or patterns in complex data sets. Filter and “clean” data by reviewing computer reports, printouts, and performance indicators to locate and correct code problems. Ensure that the relevant complete supporting documentation is filled and readily available to substantiate any reporting, audit requirements or findings, update and supply data timeously, ensure adherence to legislation & relevant By-Laws, schedules of tariffs, ordinance and acts of parliament. Prepare daily, weekly monthly, quarterly and yearly reports for the Metering and Revenue Department including strategic, management and operational reports. Required to perform desktop Completeness of Revenue analysis whereby every stand within the City of Johannesburg is accounted for a water and sewer service. Reporting on accuracy of the Revenue by ensuring that customers are billed regularly on the correct tariffs, living units and meter factors, other contributing factors like continuous billing of combination meters will also be included, monitoring of irregular billing on the SAP ISU system.

Management of the central Minor Plant/Yellow Machines Workshop
 
KEY RESPONSIBILITIES
Responsible for the participative development of strategy for the various Treatment Works in conjunction with the Divisional Manager: Bulk wastewater, for technically and environmentally sound operations. Participate in the development of overall strategy for the Bulk Wastewater division in the context of the policy framework set by Johannesburg Water. Assist the Divisional Manager: Bulk wastewater, to define in consultation with the Capital Investment Department (CAPEX), the required infrastructure development and rehabilitation programmes of JW facilities in accordance to CAPEX programmes. Manage and ensure that all electrical and mechanical equipment located at Treatment Works are maintained in a good state and standby equipment is functional at all times to ensure the provision of continuous sanitation services in compliance with statutory requirements and other agreements. Ensure the general facilities maintenance to buildings and grounds in order to improve and maintain the aesthetics of the sites. Implement and maintain preventative measures to contain and minimize overflows originating from Containment Dams in order to comply with Permit conditions as set by the Department of Water Affairs. Ensure that the minor plant/yellow machines equipment is kept in a good state of operation in order to achieve availability to end users. Manage the relevant SAP asset database inputs so that all maintenance interventions/repairs are accurately compiled and recorded

KEY RESPONSIBILITIES
Ensure that account queries are resolved speedily with the least aggravation to members of the public in order that any corrective measure be reflected on the following monthly statement. Evaluate and interpret the nature of complaints, queries, and applications in order to implement (corrective) actions within the specific guidelines determined by management, and furthermore see to the prompt implementation of such contemplated action. Manage maintain and monitor the Meter Reading Handheld system and interfaces. Effectively apply operational controls: ensure that the relevant documentation is filed and readily available to substantiate any claim regarding meter readings obtained, submitted, and billed on. Ensure that meter readings obtained by field staff are updated correctly and speedily. Implement system to identify irregularities and discrepancies between systems and where data is not aligned. PURPOSE
To effectively deal with reported illegal connections (water and sewer) and thus minimize the loss of unaccounted for water that affects the income of Johannesburg Water and the City of Johannesburg. 
 
KEY RESPONSIBILITIES 
Attend supervision sessions with Team Leader to discuss previous day’s work and new work daily. Discuss and do basic route planning, i.e, order of townships to be visited, in conjunction with Team Leader. Capture newly reported illegal connections to the Management Information System (MIS). Daily extract of vital information needed for the investigation, such as property and meter information, from various MIS to decide whether field investigation is necessary. Update MIS with on-site information daily. Utilize company vehicle in accordance with the organizational policies and within the ambit of traffic regulations. If a meter is located after the survey: Clean and mark the meter box, check that the meter is in working order and report meter faults and complete a survey document and supply all data as per the survey document. Take samples from boreholes where only a borehole is in use and deliver sample to Cydna Laboratory for testing. Fill in and issue a Compliance Notice to the person on the property/ owner/ who is a user if an illegal connection. With the assistance of JMPD, confiscate tankers filling up illegally and issue fines for illegal water use. Liaise with the customers the effect of the Compliance Notice and the steps to be taken to legalise the meter and water connection. 
 
JOB REQUIREMENTS 
Essential qualifications and experience
  • Grade 12 or equivalent (NQF 4) 
  • 3 years meter reading / metering experience including: 1 year customer liaison experience linked to meters / billing and 1 year data capturing experience. 
  • Must have a very good knowledge of the various Management Information Systems such as SAP PM, ISU, CRM, MRQC, GIS and data cleansing. 
  • Proficient in Microsoft Office packages • Experience in using GIS • Sound knowledge of municipal By-Laws related to water services.

PURPOSE
To develop, maintain and continuously improve laboratory information management system (LIMS) and to give support to internal (Cydna and Satellite LABS) and external clients.
 
KEY RESPONSIBILITIES 
Plan for laboratory server, establish the system capacity needs for the laboratory server and report findings to the Manager Laboratory Support. Develop, implement and maintain a backup system for laboratory server, ensure system availability. Plan for new systems and upgrades, investigate and assess the requirements and prepare the specifications and ensure their effective implementation. Ensure that JW policies and procedures are adhere to, plan and communicate shut downs to laboratory staff, liaise with IT department regarding server platform and network issue resolution. Adhere to JW’s and legislative policies, keep abreast of IT developments with regards to LIMS. Adhere to the Accreditation System (ISO 17025:2017), create new laboratory methods within the LIMS including programming where necessary, develop and modify reports using report writing tools supplied by LIMS and link those to LIMS. Ensuring the following: the receipt, logging and distribution of samples, issuing analytical reports. Perform system health checks. Develop, test and implement group policies for the laboratory server. Manage application of user permissions for the LIMS, monitor licenses usage and recommend the acquisition of additional licenses if necessary.

Conduct follow-ups to ensure that the exceptions have been resolved. Reconcile disconnection, reconnection, statistics weekly. Liaise with the contractor on files submitted for disconnection. Compile, consolidate and submit daily, monthly statistics to the Team Leader/ Manager. Prepare summary reports as and when required by management. Prepare presentations as required for different meetings. Attend to general admin work within Credit Management Disconnections Department’s scope. Attend to disconnections / reconnections audit queries, investigate and provide feedback timeously. Monitor, prioritize and respond to queries from internal stakeholders. Filing is kept in an organized manner and all documents are easily accessible. Filing is performed accurately and controlled professionally. Safekeeping of information is ensured. Administration is completed accurately and within agreed timeframes.
 
JOB REQUIREMENTS 
Essential qualifications and experience
  • Grade 12 (NQF 4). 
  •  Certificate in Administration / Business Administration / Business Management (NQF 5). 
  •  Computer Literacy (Ms Packages). 
  • 1-year administration and data management experience.
  •  Credit Management / Customer Service experience will be an added advantage.
