MANAGER SYSTEMS DEVELOPMENT – REF: JW04EX/202526
REMUNERATION: R1 119 660 TOTAL COST TO COMPANY
 
PURPOSE: To lead the design, implementation and optimisation of supervisory control and data acquisition (SCADA) and Telemetry systems. This pivotal role ensures the reliability of real-time data flow and operational efficiency across the JW infrastructure. The successful candidate will also oversee the 24/7/365 Control Room operations, ensuring timely communication and coordination during incidents affecting the water and sanitation network. A key responsibility is to keep internal and external stakeholders informed of any water and sanitation network disruptions and the status of resolution efforts. This role demands a strategic thinker with strong technical expertise, leadership capabilities and a commitment to continuous improvement in system performance and service delivery
 
KEY RESPONSIBILITIES: Leading the maintenance and repair of Telemetry and SCADA systems to ensure reliable data communication and optimal system uptime. Manage the technical operations and personnel of the 24/7/365 Telemetry-SCADA Control Rooms, ensuring continuous monitoring and rapid resolution of issues. Maintaining real-time data accuracy and system integrity to support operational decision-making and effective incident management. Identify risks and implement corrective actions using data analytics to prevent water spillages and or service disruptions across the city’s water and sanitation infrastructure. Coordination with internal teams and external stakeholders to ensure timely and effective communication of incidents and their resolution. Designing and implementing SCADA and Telemetry systems for water, sewer, pressure management, corrosion protection and bulk metering facilities, as well as overseeing the installation and commissioning of new plants in line with company standards. Manage RF signal integrity to mitigate third-party interference and conduct site inspections, investigations, audits, and system failure diagnostics. Providing technical support and training to internal users along with liaising with water boards, water service authorities, consultants and regulatory bodies such as SABS and ICASA. Ensure strict compliance with the OHS Act, General Machinery Regulations and relevant SABS codes. Additionally, you will manage budgets, contracts and inventory related to Telemetry and SCADA systems, while accepting and fulfilling safety responsibilities in accordance with the OHS Act.
 
JOB REQUIREMENTS: ESSENTIAL QUALIFICATIONS AND EXPERIENCE
  • National Diploma/Degree in Electrical / Electronic / Instrumentation / Mechanician / Sciences or related field.
  • Minimum 5 years’ experience in SCADA and Instrumentation systems.
  • Strong understanding of RF communications, instrumentation and control systems.
  • Experience managing technical teams and contractors.
  • Knowledge of OHS Act, General Machinery Regulations and safety protocols.
  • Project management experience in capital and operational projects.

PURCHASING OFFICER (INVENTORY PURCHASES) – REF: JW04EX/202526
REMUNERATION: R361 440 BASIC SALARY PER ANNUM
 
PURPOSE: To ensure a cost-effective procurement of goods and services required by Johannesburg Water in terms of Supply Chain Policy and Standard Operating Procedures.
 
KEY RESPONSIBILITIES:  Ensure that the provisions of the Procurement Policy, MFMA and relevant Regulations is adhered to. Review repeat purchases and determine the need for framework contracts and advise Purchasing Supervisor-Inventory. Ensure contract circulars are used to buy goods and services that are on contract. Remind End-Users on contract that are due to expire. Receive SAP inventory requisitions from the Users through Material Requirement Planning (MRP). Analyse and consolidate all the family material codes to ensure that there will be no deliberate split. Review the historical consumption rate and cost and advise the End user if the quantity requested will exceed R200 000 threshold. Run Material Requirement Planning (MRP) on SAP for all allocated stores daily. Review the requisitions based on the family commodities required on MRP. Select suitable suppliers from supplier database (Johannesburg Water Database and Central Supplier Database) for purchase requisitions less than R30 000 vat inclusive. Advertise request for quotations on the JW website, E Tender portal and noticeboard for all requirements exceeding a stipulated threshold. Engage Accreditation and Supplier Development (ASD) section for new suppliers to be uploaded on the Database upon approval of the quotes. Consolidate all required supporting documents for each purchase order and ensure compliance. Generate purchase orders for non-contract items in terms of the RFQ process. Ensure purchase orders are distributed timeously to suppliers, user departments and Finance. Monitor due delivery dates of purchase orders and follow up on late deliveries with suppliers. Promote compliance towards BBBEE requirements. Obtain information from End Users regarding nonperforming suppliers and advise ASD section and Supervisor of non-performing suppliers. Continuously liaise with user departments and provide advises and assistance on Supply Chain Management prescripts. Ensure good customer service is maintained to internal and external customers. Adhere to departmental Service Level Agreement and turnaround. Compile, consolidate and submit weekly, monthly, quarterly and adhoc reports to the Purchasing supervisor. Ensure all documentation are filed. Adhere to company’s record management policy.

KEY RESPONSIBILITIES: Provide 1st and basic 2nd level application specific support on the SAP PM to end-users. Liaise and consult with ERP Support consultants for the quick and effective resolution of SAP PM end-user and application system related problems. Apply and use the SDLC methodology for the development of new Crystal Reports. Develop documentation (logic, database design, etc) for each Crystal Report. Provide support to end-users on the access and running of SAP PM Reports (Crystal Reports). Maintain existing Crystal Reports and meet business requirements. Advise the SAP PM Specialist on any Crystal Report software license requirements (client and server). Assist the SAP PM Specialist in scheduling the SAP PM end-user group meetings. PURPOSE: Manage the functioning of the flammable liquid and chemical stores to meet the requirements of the ISO/IEC 17025
 
KEY RESPONSIBILITIES: Plan the efficient use of space in the flammable and general stores. Ensure adequate stock level by placing orders for laboratory consumables timeously. Create a schedule for stock taking and Cardex system audits. Control access to the flammable and general stores. Control the issuing and receiving of stock. Control the delivery of gases. Receive goods /supplies into the stores and check delivery against the purchase order and the delivery note. Acknowledge receipt supplies by signing the delivery note and stamping for chemicals received. Accept internal order from staff and check against physical stock. Count stock quantities and record items that are below the re-order level. Capture stock movements into CARDEX system. Request quotations through Supply chain processes. Create a reservation on SAP and arrange for the collection of stock. Update system on daily basis when issuing and receiving stock. Ensure cleanliness in the flammable and general stores. Ensure stock is packed correctly. Undertake quality audits according to the quality audit schedule. Investigate root causes of non-conformances and implement corrective action within stipulated timelines. Compliance to OHS Act.
