MANAGER: METER READING

PURPOSE
Plan, Co-ordinate, Control and Manage the meter readings and validate it for billing, water disconnection / reconnection activities for credit control purposes.
 
KEY RESPONSIBILITIES
Ensure that the key function of meter reading is fulfilled within agreed turnaround time. Coordinate the scheduling of the annual meter reading programme, taking into account the probable availability of resources. Plan and co-ordinate compilation of meter readings. Ensure that the reading cycles are planned and allocated to contractors. Control and co-ordinate daily the timeous and efficient receipt of information relating to, e.g., instructions for final readings, check readings, meter investigations etc. from City of Johannesburg. Monitor and enhance existing control measures with the view to increasing the effectiveness thereof in the instance of said measures becoming inefficient and outmoded. Manage the timeous, efficient, and accurate obtaining of meter readings daily on the date advised in advance to consumers, in order that the billing of statements can proceed with the least possible disruption and the revenue due to JW therefore is collected as targeted in cash flow forecasts. Identify problem areas timeously and implement corrective measures in consultation with senior management where necessary. Manage and monitor the validation of Meter Reading and No Read Codes (MRQC). Manage and quality controls the Co-ordinate of File Transfers. Manage all instructions from City of Johannesburg via the CCMS system. Manage all contract and contractors relevant to for the Unit as per the Supply chain policies. Ensure that all operations are carried out within statuary requirements according to the OHASA. Carry out delegations as outline in 16.2 appointments. Manage the human and finance in Of the Unit.

PROJECT PORTFOLIO MANAGER
– REF: PORTFOLIO-JW380/2023
REMUNERATION: R1 291 344.00 TOTAL COST TO COMPANY PER ANNUM
 
PURPOSE
Management and control of capital projects portfolio and programs implementation ensuring successful delivery of projects on time and within budget including the overseeing the planning, organization, implementation, monitoring and evaluation of capital project portfolios and programs. Ensuring that the project, purpose, scope, objectives, constraints and risks are developed and managed to ensure effective and efficient implementation of projects in line with company strategic objectives and are in compliance with relevant policies and legislations.
 
KEY RESPONSIBILITIES
Track projects from planning stages that are in the pipeline, governance, approval of stage gates and readiness for implementation. Allocate projects to programme managers for implementation. Manage the governance and optimization of project portfolios utilizing project management system (SAP IPPM) standards and best practices and in line with treasury guidelines and regulations (FIPDM and related others). Develop and or mentor program and project managers to a level where project management skills are integrated with best practices to achieve a high performing organization and to improve project management maturity level. Assist sub-ordinates to register with professional bodies within built environment. Review or assess existing internal controls and processes to enhance compliance to standards and processes to ensure reduction on non-compliance and audit findings. Conduct and attend department, projects and other internal or external stakeholder meetings and participate meaningfully in different forums outlining the company objectives and projects delivery for attainment of set goals. Ensure compliance to standards, policies, procedures, act and regulations. Develop bid documents and conduct peer review on bid documents to ensure the right and qualifying service providers are sourced to capacitate internal resources. Responsible for management of sub-ordinates (Program and Project Managers) in line with company policies and conditions of service. Ensure full utilization and management of Project Management Systems (SAP IPPM) to improve efficiency and improved turnaround time in data processing, analysis, management, reporting in line with defined business process and compliance to applicable standards, policies, and regulations. Plan, develop, implement and manage water and sanitation portfolio, projects and programs in line with company strategic objectives and business plans. Manage prioritization and ensure alignment of projects in line with business strategy, appropriated budget and program execution for at least 3 year horizon pipeline.
 
JOB REQUIREMENTS
Essential qualifications and experience:
• BSc Eng/ Btech Eng/ BQS (NQF 7) + registration as Pr. CPM > 15 years relevant experience in Project Management is mandatory of which 5 years must be at managerial level
• Experience in development, management, and utilization Project Management Systems
• Must have experience in local government environment and knowledge of business processes in managing and executing capital projects
• Understanding of SCM and related experience in MFMA/PFMA
• Ability to plan and maintain project portfolio, implement, and oversee project management methodologies, tools, and governance processes for large, complex and cross functional projects
• Skilled in the use of project management systems especially project portfolio management (PPM) and maintaining of project portfolio PPM
• Strong communication and leadership skills, ability to navigate and manage diverse political environments

SENIOR MANAGER (CONTRACTS MANAGEMENT UNIT)

PURPOSE
Leadership, management, and control of Contracts Management Unit, ensuring that all contracts purpose, scope, objectives, constraints, and risks are developed, managed to ensure effective and efficient implementation of projects in line with company strategic objectives and comply with relevant policies and legislations.
 
KEY RESPONSIBILITIES
Manage all Commercial and Contract matters for Infrastructure Projects including Contracts register. Develop and implement policies, procedures, and guidelines in line with latest MFMA, PFMA and Johannesburg Water Supply Chain Management policies. Develop and implement strategies and business plans in line with SDBIP/ Infrastructure planning/ PMU and ESU standards. Trouble shoot and problem solving (escalated from Chief Contracts Manager and Chief Quantity Surveyor). Manage procurement process for all CAPEX Contracts. Develop and present the Contracts Management Unit annual operations plan and budget for incorporation into the CAPEX departmental budget. Provide leadership and management in the Contracts Management Unit through proactive planning. Develop appropriate procedures (SOPs) to provide sustainable Contracts Management Services. Develop and implement control systems and processes necessary for the Contracts Management Unit success. Develop and manage CAPEX budget Control expenditure by ensuing spending is appropriate and necessary for achievement of objectives. Compile reports and statistics. Administer the CAPEX Contracts Management Dashboard. Understand and utilize in-house MIS system relevant to the discipline. Manage contractors and project implementation KPI’s and KPA. Be responsible for CAPEX/OPERATIONS Procurement Documents from review of procurement documents to Bid advert to Tender Award.
 
JOB REQUIREMENTS
Essential qualifications and experience:
• Degree in Quantity Surveying + registration as professional QS with minimum 18 years’ experience of which 8 must be at managerial level
OR
• LLB Degree + registration as Arbitrator with Arbitration SA in Construction Contracts, 18 years relevant experience in Contract Management for Infrastructure Projects.
• Knowledge of Supply Chain Management and related experience in MFMA/PPFA and construction and contract law knowledge and experience in NEC/JBCC/FIDIC/GCC forms of contract would be compulsory

SENIOR MANAGER: BULK WASTEWATER

PURPOSE
Overall responsible for the operation and maintenance of JW’s 6 Wastewater Treatment Works. To ensure that the final effluent of each of the Treatment Works is compliant with the DWA license conditions and that the sludge that is produced complies with the National Guidelines for the Utilisation and Disposal of Sewage Sludge/License conditions in a cost effective and safe way.
 
KEY RESPONSIBILITIES
Participate from time to time (on a rotating basis with the Networks Divisional Manager of the Operations Department) to the Executive Committee (EXCO) of Johannesburg Water. Ensure that the final effluent of each Wastewater Treatment Works is compliant with the standards specified in the corresponding Works license. Promote the testing of new equipment and material in the operation Wastewater Treatment Works. Ensure that sufficient stock levels are kept for essential and critical spares. Identify timeously any shortcomings and need for capacity increases in the treatment capacities of the various Treatment Works as well as the upgrading/extension requirements in order to meet required treatment capacities due to increased flows. Interact with CoJ representatives and Councillors in particular through the various committees in the CoJ. Generate reports if required by the City of Joburg. Ensure compliance of the Works with the financial regulations and standards set up by JW, in particular pertaining to processes such as stores management, procurement procedures, vehicles management, etc., Ensure that the JW HR policies and procedures are implemented on a sound basis at the Works. Ensure that activities on the operation and maintenance of the Works are completed according to the health and safety requirements included in the OHAS Act. Manage, operate, and maintain special projects.

PURPOSE
To analyse, control and evaluate the quality of information on the integrated management of information systems within Johannesburg Water Operations Department. To understand the intent of statistically based quality control specifications (consistency, variability, data interpretations and random sampling), in respect of developing a Johannesburg Water Operations MIS Quality Management Plan which reflects the organisations commitment to quality management principles and practices.
 
KEY RESPONSIBILITIES
Develop Network MIS Quality Management Plan. Analysis of Data Integrity, Compliance and Quality Inspections and Monitoring on Status of Completed Service Delivered by Networks Operations Aspects of Planning. Effective Recommendations / Decision Making. Management Functions. Suggest relevant quality-related, procedural, and standard training needs. Communications and Liaison, Fulfil the role of the MOE Service Order Manager by Ensuring urgent escalations / communication with CoJ Customer Service Management on deficiencies of data quality and non-compliance to agreed SLA’s. Policies and Procedures. Excellent knowledge of existing JWater Standard Operating Procedures, Internal JWater processes, systems, and Service Level Agreements. Maintenance of Filing / Record Keeping. Inspections and Monitoring on Status of Completed Service Delivered by Operations Department. Manage projects on an Ad hoc basis. Manage personnel in terms of Conditions of Service and IR policies. Effectively manage, develop, and motivate personnel towards the achievement of the section’s goals and objectives. Identify job specific training and development t needs in line with JWater skills development plan. Ensure effective and efficient management of the filing and record keeping system within the Monitoring and Evaluation section. Establish a culture of excellence through. Monitor and enforce safety requirements in the workplace. Manage all resources of the department in a responsible and cost-effective manner. Escalate and communicate with CoJ Customer Relations and Revenue Management on deficiencies of data quality and non-compliance to agreed SLA’s. Prepare the departmental contributions to the JWater 3-year Strategic Plan and the Annual Business Plans. Develop and review long term operational plans for the department.

BEST PRACTICE MANAGER: BWW

PURPOSE
To advise the Business on wastewater treatment processes that are cost effective and sustainable so that effluents and sludge produced comply with our Water Use licences.
 
KEY RESPONSIBILITIES
Identify and investigate best practices and implement at all works. Identify and investigate suitability of specialised mechanical equipment. Identify and investigate alternative products (chemicals) for reducing treatment costs. Identify operations that have major impact on compliance / costs and implement check systems to prevent non-compliance. Adapt processes / operations to comply with changes in DWS policies e.g., sludge disposal, effluent quality, etc. Set attainable targets for high-cost areas in order to reduce / control operational costs. Identify and produce SOPs for high risk / costly operations. Advise on treatment capacity, problem areas of non-compliance, plant / machinery replacement plan, changes to DWS policy. Train Works and Process Managers in new operations / processes. Develop strategic objectives to align with JW business plan. Monitor and check Consultants’ design work for extensions/upgrades to Works etc. Develop with Consultants the Standards Document for process design. Represent JW on DWS, WRC, SALGA committees. Present technical papers at local and national conferences / seminars. Assist with drafting of technical solutions for national consideration. Assist with the development of the annual Capex and Opex budgets.
 
JOB REQUIREMENTS
Essential qualifications and experience:
• Minimum NDiploma in Chemical Engineering, Chemistry or Wastewater Treatment ideally a BSc Degree in Chemistry/Bio Chemistry.
• At least 10 years managerial experience in Biological Nutrient Removal Wastewater Treatment.
• Class V Operator.
