CHIEF CONTRACTS MANAGER – REF: JW392EX/2024

PURPOSE: Assist Senior Manager (CMU) in management and control of all contractual aspects of projects, ensuring that all contracts purpose, scope, objectives, constraints and risks are developed, managed to ensure effective and efficient implementation of projects in line with the company strategic objectives and are in compliance with relevant policies and legislations.
 
KEY RESPONSIBILITIES: Manage a team of Contracts Managers and all Contractual matters for infrastructure Projects, including Contracts Registers. Assist Senior Manager in drafting standard Contract Documents for different Contracts (JBCC/NEC/FIDIC/GCC). Apply General Business Practices (Business Acumen). Manage all other resources of the CMU in a responsible and cost-effective manner. Establish a culture of excellence. Providing opportunities for divisional staff members to develop their competencies. Manage contractors and project implementation liaison with Senior Manager PMU. Support procurement process for all CAPEX Contracts. Manage the quality of Tender/Bid Documents prepared by PMU/ESU and Outsourced Service Providers. Assist Senior Manager in developing operations plan and budget for incorporation into the CAPEX departmental budget. Ensure staff have the capability to effectively provide and deliver services according to identified needs and planned programmes. Review the budget to ensure achievement of objectives within budget targets. Monitor the consistent implementation of polices by all CAPEX Units. Develop and implement control systems and processes necessary for the Contracts Management Unit success. Compile reports and statistics on Legal compliance. Manage and utilise in-house MIS system relevant to the discipline. Manage and utilise the relevant software to meet contractual MFMA and PFMA requirements. Assist PMU in procurement process of Capital and Operation projects within the CAPEX environment. Be directly responsible for CAPEX/OPERATIONS Procurement Documents from Bid documents reviews to Tender Award. Assist Senior Manager to operate and maintain a dashboard of all CAPEX/Operations Bids/Tenders.
 
JOB REQUIREMENTS
Essential qualifications and experience:
• LLB / MSc in Construction Law or equivalent and registered as an Arbitrator with Arbitration SA
• Minimum 15 years’ experience in infrastructure projects contract management
• Understanding of Supply Chain Management & related experience in MFMA and Contract Law
• Knowledge and experience in NEC / JBCC /FIDIC/ GCC
• Valid Drivers’ License + own transport

KEY RESPONSIBILITIES: Monitor and maintain quality control of all aspects of site work. Compile and submit reports to the Project Manager. Conducting random materials quality inspection. Ensure that the Contractor adheres to the Management Plan. Monitor system log files and performs cleanups as per the DMS Administrators Guide. Assist the DMS Specialist in performing Capacity Management on the DMS landscape, i.e. CPU thresholds, hard disk capacity and space availability, memory utilization, network connectivity and quarterly checks. Assist the DMS Specialist with the download and implementation of patches for the DMS landscape and ancillary systems. Ensure the DMS system user account and security management adheres to the IT Information Security policy. Assist the IT Infrastructure team with the integration of the DMS system with Microsoft’s Active Directory. Assist the DMS Specialist in developing a DMS training programme in Johannesburg Water. Keep abreast of the latest technological advances and best practices in the DMS landscape. Adhere to IT’s Information Security policy and ensure DMS security meets the policies minimum requirements.

Conduct a market analysis for low-value low-risk commodities which the BSC will use to determine the specific goals of the project. Confirm that the allocated responsible managers’ and or experts’ and secondees’ names per tender are on the updated list of Managers and Experts. Ensure timeous availability of tender documents, minutes of briefing and addendums to the public. Ensure tenders are advertised timeously on all relevant platforms. Draft BSC resolution for BSC Chairpersons and Accounting Officer’s approval. Ensure that all outstanding BSC resolutions are approved by the Accounting Officer and his/her delegate. Verify that all Tender documents for low to medium-risk goods and services are in compliance with all legislative and policy requirements. Safeguard the confidential information of tenders. SAFETY PRACTITIONER X2 – REF: JW392EX/2024

PURPOSE: To ensure compliance by Johannesburg Water and its appointed contractors in line with the Occupational Health and Safety Act (Act 85 of 1993) and its associated regulations and more specifically the Constructions Regulations.
 
KEY RESPONSIBILITIES: Implement, maintain and audit the ISO 45001 system. Lead the risk assessment process at allocated operational sites. Identify procedures and documents required by the system. Lead incident investigations at all allocated sites for all first aid, medical and disabling injuries, including section 24 incidents. Compile investigation reports with all necessary documents and submit a report to the Safety Specialist and Occupational Health Nurse. Develop baseline risk assessments for CAPEX and Operations projects and ensure that this document and the specification are issued to all bidding contractors. KEY RESPONSIBILITIES: Assist the IT Business Support team with desktop configuration and information for the correct and proper installation of the DMS and scanning software applications. Ensure assigned calls are resolved within the defined Service Level Agreement. Provide clear and descriptive answers to user logged problems or queries in the IT Helpdesk Management System. Provide JW users with support in the interoperability of the scanner(s), the DMS and Input Accel client (desktop) applications and software (e.g. Windows drivers). Monitor system log files and performs cleanups as per the DMS Administrators Guide. Assist the DMS Specialist in performing Capacity Management on the DMS landscape, i.e. CPU thresholds, hard disk capacity and space availability, memory utilization, network connectivity and quarterly checks. Assist the DMS Specialist with the download and implementation of patches for the DMS landscape and ancillary systems. Ensure the DMS system user account and security management adheres to the IT Information Security policy. Assist the IT Infrastructure team with the integration of the DMS system with Microsoft’s Active Directory. Assist the DMS Specialist in developing a DMS training programme in Johannesburg Water. Keep abreast of the latest technological advances and best practices in the DMS landscape. Adhere to IT’s Information Security policy and ensure DMS security meets the policies minimum requirements.

Assists with compilation of Tender documents and Tender Committee adjudication reports.

Compile a report on a monthly basis reflecting expenditure on Movable Assets to the Divisional Manager and relevant departments. Manage and control sub-ordinates performance. Assist the Divisional Manager with all administrative duties on a daily basis. Compile reports required by the Divisional Manager as and when required relating to project payments and information.
