KEY RESPONSIBILITIES:
Wash laboratory apparatus/glassware according to the standard operating procedure. Dispose off broken glasses to skip bin. Discard waste chemicals in the chemical drum. Clean the laboratories daily including sinks. Mop and polish on a weekly basis. Dust storage cupboards and benches on a weekly basis. Empty the rubbish bins daily. Move and lift furniture and equipment. Check on equipment such as washing machines, and dry ovens daily. Report on any faulty equipment, electrical appliances and spillage of chemicals. Order cleaning material and maintain stock level. Adhere to Occupational Health and Safety rules and procedures as stipulated by the company. Adhere to ISO 17025 requirements in relation to cleanness of the laboratory.

PURPOSE:
Conduct complex analyses, research and development, while keeping abreast with and complying with legislative requirements and standards in the Laboratory in order to ensure the reliability and accuracy of results generated.
 
KEY RESPONSIBILITIES:
Plan and control the daily Laboratory analysis, routine and non-routine, according to rosters to maximise efficiency. Avail yourself for emergency analysis after hours when required. Identify and report on the need for new or replacement items to be added to the CAPEX budget. Obtain quotes and assist with preparation of specification for purchases or tenders. Ensure adequate stock levels by placing orders for Laboratory consumables timeously. Conduct daily complex analytical analyses in the Laboratory, using specialised instrumentation such as ICP-MS, GC-MS, ICP-OES, PCR, FIA and Discrete Analyser on drinking water, wastewater, and sludge samples. Capture, prepare and submit analytical results through the LIMS (Laboratory Information Management System) within the required turnaround times. Evaluate Laboratory data on a daily basis using relevant mathematical and statistical analysis. Undertake research and initiate development work if and when required. Research and develop analytical techniques and supervise their implementation and if permitted, publish in relevant scientific journals. Conduct general and preventative maintenance of laboratory equipment as scheduled. Conduct method development and validation to meet targets and accreditation objectives within specified time frames. Avail yourself during on-going internal and external audits. Participate in Proficiency Testing Schemes. Investigate root cause of non-conformances registered during internal and external audits as well as deviations from the Quality Management System and implement corrective actions. Verify and calibrate Laboratory equipment according to SOP’s. Undergo internal and external assessments and be a Technical Signatory approved by SANAS. Access, interpret, evaluate and authorize Laboratory results and data Supervise daily activities of Laboratory Assistants, Laboratory Aides and Workers to ensure compliance to Quality Management System requirements

Monitoring and report of all late and outstanding CRM, C111 backlog report on a weekly basis. Check and confirm the accuracy and completeness of information in completed works orders on the MIS system. Monitor and report non-compliance and data errors to the relevant Unit. Manager/Supervisor and give suggestions on the ways of dealing with deficiencies. Liaise with customers on feedback quality of jobs done by the Networks on the reported problems. Attend to all daily requests of work orders by customers and billing Department. Monitoring all late and outstanding new connections requests as requested by Supervisor. Compile and present customer feedback survey to Supervisor for Customer Satisfaction Survey Project. Keep the Monitoring and Evaluation unit informed and updated on data related matters.

PURPOSE:
Effectively manage the system administration and development of the Johannesburg Water GIS department in order to ensure a stable technological environment, efficient utilisation of resources, controlled secure access to JW spatial data sets and development of GIS systems and websites. Manage the design, implementation, population and maintenance of GIS application for cadastral, water and sewer data as required by JW service departments and advise and implement interfaces ensuring data availability between Alchemy, SAP and IMQS,
 
KEY RESPONSIBILITIES:
Identify and define objectives associated with data administration and development of GIS systems. Evaluate and comment on applicability of specific key performance indicators and measures against outcomes detailed in the Department’s business and strategic Plans. Implement HR policies and procedures to control/regulate workplace conflict and / or instituting corrective measures and consultation processes to address deviations from standards. Analyse trends, operating requirements and forward plans to establish funding for the period, assessing the accuracy of project estimations referring to specifications. Ensure accurate estimates are prepared in relation to requirements enabling the section to contribute positively towards meeting objectives and sustaining the quality and standards of service delivery. Guide the drafting, adjudicating and reporting processes with regards to tenders and verifying details, terms and conditions, specifications, etc. comply with laid down policies, regulations and procedures. Organise the resolution of problematic and complex data discrepancies in spatial and attribute data by querying, analysing and matching data to other data sets. Ensure optimum database performance and integrity, maximum availability of IMQS website, and secure controlled access to GIS systems and data. Report monthly statistics on the progress of projects and client services delivered for management reports, communicate with users on a regular basis to ensure good customer relations and knowledge of user needs.

To all plant/equipment at the Treatment Works, including Minor Plant/Yellow machines in order to maintain maximum plant availability, manage and ensure that preventative maintenance plans are developed, implemented and monitored according to Best Practices and standards, Manage and monitor the use of spares, materials and equipment through the internal stores and department to ensure effective control and distribution of materials and tools, develop, implement, and maintain SOP’s for Treatment Works maintenance operations. Manage and Control staff in terms of HR Policies, and identify job-specific training and development needs in line with the JW skills development plan, this will be done in consultation with the Regional Maintenance Manager. Transferring of skills to subordinates by mentoring and coaching, requirements in the workplace by carrying out risk assessments and on-job assessments. Ensure that all new employees are informed of and trained to the requirements of OHASA, assist with the preparation of the regional budget (OPEX) by monitoring and ensuring correct usage of cost centres and line items on works orders, creating purchase requisitions and ensure GRN’S (Goods Receive Note) as per procurement policies and Procedures. Liaise with service providers on an ad hoc basis to ensure that all outsourced work is completed within agreed timeframes, Liaise with internal/external auditors for audit purposes. Provide leadership and management in the Treatment Works through proactive Planning, Evaluate and prioritise risks, and assess the options for accommodating the risks.

Manage and oversee the Pressure Management and maintenance activities of the UFW teams in the regions. Manage and ensure that water samples are taken and delivered to the laboratories for water quality analysis to ascertain whether leaks are resulting from the water reticulation system or ground water. Investigate problem areas and, on an annual basis, advise CAPEX of future Water mains upgrade/replacement. Investigate and report on the benefits of installing pressure management equipment, retro-fitting devices and other Water Demand Management strategies. Manage the sections vehicles according to the JW Vehicle Management Policy. Manage and ensure that identified critical spares and equipment are available. Manage, develop and motivate personnel towards the achievement of the section’s goals and objectives. Provide necessary information for internal and external auditors. Implement changes required Provide necessary information for internal and external auditors. Develop, Implement and maintain SOP’s for operations. Manage, monitor and enforce safety requirements in the workplace according to OHASA.. Submit Capital expenditure estimates (CAPEX) to the Investment Delivery department for the planning and execution of infrastructure development. PURPOSE:
To ensure effective and efficient disposal of sludge from the water treatment works according to prescribed national guidelines and budgetary limits.
 
KEY RESPONSIBILITIES:
Onsite inspection of sludge removal by transport contractors both at the works and the delivery sites according to set standards governed by legislation such as national guidelines and works permits. Weekly reporting on availability of trucks and distances to farms and quantities delivered. Recording of receipt of various documents (sludge papers, delivery notes, delivery schedules, invoices) from Johannesburg Water staff and the contractor staff. Liaise with Environmental Health/ Management officials and other stakeholders (neighbours, complainants) regarding concerns, queries, complaints and challenges regarding sludge disposal. Hold weekly feedback meetings with Process Manager. Report on any spills on public roads to management and organize for its removal according to the SOP. Ensure that the section strives to spend within the allocated budget and contract period (which is currently forty million rand over a 2 year period) bearing in mind that weather conditions, operational faults, traffic congestion, distances to the customers and several other factors outside of the Sludge Coordinators control may and do hugely affect and vary the monthly expenditure. Responsible to train the following incumbents in the proper handling and procedures related to the sludge: Contract company staff (truck supervisor/ truck drivers and admin staff) Johannesburg Water staff (Front end loader drivers, operations staff, admin staff), security personnel and admin staff.

Ensure provision of analytical service to Johannesburg Water department and City of Johannesburg’s Departments. Monitor that there is optimum collaboration between the laboratories and ensure the proper distribution of work minimize the turn-around time. Prepare the annual budgets. Compile monthly variance report. Attend bid committee meeting when required. Compile Performance Management contracts. Manage the recruitment and selection of staff. Mentor and coach subordinated in accordance to succession plan. Assist in the management and growth of organizations business. Keep abreast of legislation and latest developments in the analytical field and ensure the implementation of new techniques and methods. Address consumer complaints accordingly to procedure.
 
JOB REQUIREMENTS: ESSENTIAL QUALIFICATIONS AND EXPERIENCE
  • Bachelor of Science Honours in Chemistry/ Applied Chemistry /Microbiology or MTech Analytical Chemistry/Microbiology/Biotechnology (NQF 8).
  • Postgraduate qualification in management.
  • 7 years chemical or microbiological analysis experience in a laboratory in water or environmental analysis of which 5 years must be in management.

KEY RESPONSIBILITIES: Assist in cleaning tanks by manually using spades and rakes to remove debris into solid waste bins. Clean the weirs of tanks with brooms. Assist in removing weeds and debris from the centre boxes and walls of tanks. Assist in cleaning disinfection tanks by removing settled sludge physically. Assist in general operations and maintenance. Clean up sludge spillages and loading it into solid waste bins. Remove dry sludge from sludge drying beds manually for mechanical removal. Routine cleaning of offices, toilets facilities and change rooms. Routine cleaning of pump stations and working areas. Maintain a clean and safe working environment. Clear and clean work area after malfunctions and spillages. Assist in general physical work when needed to ensure Work’s compliance with legislation and standards. Assist from time to time in planned team process controller activities involving projects to rectify non-compliances. Promote safety by immediately rectifying unsafe working conditions or equipment and reporting this to Supervisor. Follow instructions by Supervisor regarding Disaster Management plan. PURPOSE:
To assist the Process Manager with the daily operation of the wastewater treatment works so that all wastewater and associated sludge are treated and disposed of on compliance with the permit conditions (Water Act) and full regard for the safety of employees and other stakeholders.
 
KEY RESPONSIBILITIES:
Visual inspection of plant and machinery condition. Check chemical stock tank levels and report to the process manager. Plan shift staff availability. Record using excel spreadsheet flow and equipment run hours. Report plant and machine breakdowns to maintenance and process manager. Follow-up reported breakdowns to facilitate plant and machine change over. Allocate and monitor operational duties to plant operators, operator drivers and general workers. Emphasize safe working procedures. Clearing blocked pipes and tanks. Assist process manager in sludge digestion problems.

Manage, prioritise and ensure that the monthly leak detection and UFW reduction targets are met for the specific region. Ensure that meter data submitted by field teams is accurate and correct. On more complex issues, conduct site surveys to collect and verify consumer meter data on an Ad hoc basis. Report findings and investigations to the relevant Manager and ensure that remedial action is taken to resolve this. Identify possible problems through the water balance and indicate and report on problematic meters (bulk and consumer). Develop and investigate the status of existing water/networks management areas. Ensure water management areas are operated as per design. Advise the Region with regard to possible zone valve status and bulk supply meters to newly created management areas.

To all plant/equipment at the Treatment Works, including Minor Plant/Yellow machines in order to maintain maximum plant availability, manage and ensure that preventative maintenance plans are developed, implemented and monitored according to Best Practices and standards, Manage and monitor the use of spares, materials and equipment through the internal stores and department to ensure effective control and distribution of materials and tools, develop, implement, and maintain SOP’s for Treatment Works maintenance operations. Manage and Control staff in terms of HR Policies, and identify job-specific training and development needs in line with the JW skills development plan, this will be done in consultation with the Regional Maintenance Manager. Transferring of skills to subordinates by mentoring and coaching, requirements in the workplace by carrying out risk assessments and on-job assessments. Ensure that all new employees are informed of and trained to the requirements of OHASA, assist with the preparation of the regional budget (OPEX) by monitoring and ensuring correct usage of cost centres and line items on works orders, creating purchase requisitions and ensure GRN’S (Goods Receive Note) as per procurement policies and Procedures. Liaise with service providers on an ad hoc basis to ensure that all outsourced work is completed within agreed timeframes, Liaise with internal/external auditors for audit purposes. Provide leadership and management in the Treatment Works through proactive Planning, Evaluate and prioritise risks, and assess the options for accommodating the risks.

To systematically reduce the Physical Loss components of Unaccountable For Water
 
KEY RESPONSIBILITIES:
Manage and oversee the Pressure Management and maintenance activities of the UFW teams in the regions. Identify and quantify risks associated with such activities and inform the relevant Operations department. Manage and ensure that water samples are taken and delivered to the laboratories for water quality analysis to ascertain whether leaks are resulting from the water reticulation system or ground water. Develop sound mechanism for recovering money owed to JW. Co –ordinate efforts of Legal department and Customer Services. Assess condition of hydrants and report findings to relevant region. Investigate problem areas and, on an annual basis, advise CAPEX of future Water mains upgrade/replacement. Investigate and report on the benefits of installing pressure management equipment, retro-fitting devices and other Water Demand Management strategies. Manage the sections vehicles according to the JW Vehicle Management Policy. Manage and ensure that identified critical spares and equipment are available. Manage, develop and motivate personnel towards the achievement of the section’s goals and objectives. Provide necessary information for internal and external auditors. Implement changes required Provide necessary information for internal and external auditors. Develop, Implement and maintain SOP’s for operations. Manage, monitor and enforce safety requirements in the workplace according to OHASA.. Submit Capital expenditure estimates (CAPEX) to the Investment Delivery department for the planning and execution of infrastructure development. Create Purchase requisitions, and GRN’S (Goods Receive Note)as per Procurement Policies and Procedures. Liaise with consultants, external/internal auditors, contractors and suppliers on an ad-hoc basis to ensure that all outsourced work is completed within agreed timeframes and advise JW: Communications Department on developing a strategy for Water Loss Programmes. Develop and review of short and long term operational plans for the department. Participate in strategic management mechanisms of the General Manager: Operations. In conjunction with the various Regional Managers, identify the backlogs of the current Water Network as well as the upgrading/extension requirements in order to meet future demands. Promote inter-departmental co operation and co-ordination on Water Conservation and Water Demand Management initiatives. PURPOSE:
To ensure effective and efficient disposal of sludge from the water treatment works according to prescribed national guidelines and budgetary limits.
 
KEY RESPONSIBILITIES:
Onsite inspection of sludge removal by transport contractors both at the works and the delivery sites according to set standards governed by legislation such as national guidelines and works permits. Weekly reporting on availability of trucks and distances to farms and quantities delivered. Recording of receipt of various documents (sludge papers, delivery notes, delivery schedules, invoices) from Johannesburg Water staff and the contractor staff. Liaise with Environmental Health/ Management officials and other stakeholders (neighbours, complainants) regarding concerns, queries, complaints and challenges regarding sludge disposal. Hold weekly feedback meetings with Process Manager. Report on any spills on public roads to management and organize for its removal according to the SOP. Ensure that the section strives to spend within the allocated budget and contract period (which is currently forty million rand over a 2 year period) bearing in mind that weather conditions, operational faults, traffic congestion, distances to the customers and several other factors outside of the Sludge Coordinators control may and do hugely affect and vary the monthly expenditure. Responsible to train the following incumbents in the proper handling and procedures related to the sludge: Contract company staff (truck supervisor/ truck drivers and admin staff) Johannesburg Water staff (Front end loader drivers, operations staff, admin staff), security personnel and admin staff.

Management of the electrical repair and maintenance of all Wastewater Treatment Works buildings, facilities and workshops according to SANS0142 and Building Regulations.
 
KEY RESPONSIBILITIES:
Manage and ensure the scheduling, installation, repair and maintenance of all electrical equipment, SCADA, PLC’S (Programmable logic controllers), Telemetry and instrumentation located at the various Wastewater Treatment Works in compliance to OHASA and SANS codes of practice. Technical Support and advice to the various maintenance sections Manage and ensure the pro-active pre-planning, monitoring and inspection of all work carried out by the respective teams. Manage and ensure the revision and update of Electrical drawings, operation manuals and SOP’S. Manage and ensure the scheduling, creating and closing (upon job completion) of works orders for all maintenance activities. Investigate and implement new technology to enhance plant and equipment efficiency. Manage and ensure the fumigation and testing of firefighting equipment located at electrical substations as per Framework contracts. Manage staff in terms of Human Resources Policies. Identify job specific training and development needs in line with JW skills development plan. Manage, develop and motivate personnel towards the achievement of the section’s goals and objectives. Transferring of skills to subordinates by Mentoring and Coaching. Carry out responsibilities as outlined in the GMR2.7 appointment and other relevant Safety appointments (Disaster mgt reps and Safety committee reps) Monitor and enforce safety requirements in the workplace by carrying out risk assessments and on job assessments. Advises the Regional Maintenance Manager with the annual capital (CAPEX) and operating estimates (OPEX). Manage and control overtime budget. Control expenditure by ensuring that spending is appropriate and necessary for the achievement of the section’s objectives. Liaise with contractors on an ad hoc basis to ensure that all outsourced work is completed within agreed timeframes.
