LABORATORY ASSISTANT

PURPOSE
To conduct routine elementary analysis in the laboratory, assist the analyst with the simple analyses when necessary and keep the workplace clean and tidy.
 
KEY RESPONSIBILITIES
Plan daily laboratory activities. Arrange the received samples on the benches according to the type of sample and worksheet. Receive and sign for samples from different stakeholders as per SOP. Undertake elementary analysis such as COD, Total solids and chlorides according to SOP. Operate the elementary instrumentations such as Conductivity meter as directed. Capture data using the necessary computer equipment. Report the outcome of the analysis to the manager. Adhere to Occupational Health and Safety rules and procedures as stipulated by the company. Check eye wash bottle & Sodium bicarbonate in the lab. Keep the working place clean & tidy. Assists analyst with the preparation of reagents, standards, and sample preparation on a daily basis. Participate in proficiency testing schemes. Participate in accreditation audits. Verify pH meter daily using the buffers. Verify mass balances using mass pieces. Verify auto dispensers by weighing the required volume of water. Verify the heating blocks by checking the temperature daily. Attend toolbox talk. Inform the Lab manager of any anomaly of results

SAFETY SPECIALIST 
– REF: SASP- JWEX367/2022
REMUNERATION: R872 136 TOTAL COST TO COMPANY PER ANNUM
 
PURPOSE
To provide support and advisory services to ensure that the organization and its appointed contractors comply with Occupational Health and Safety Legislation and its associated Regulations and standards, and that it manages safety related risks.
 
KEY RESPONSIBILITIES
Allocate projects to subordinates to ensure they audit them monthly and inspected weekly. Review subordinates monthly audit and inspection reports conducted on allocated contractors and send out to project team and contractor. Attend design meetings and give inputs on project designs. Develop appropriate procedures for the implementation and maintenance of the contractor management system. Ensure that safety close outs inspections and audits are done on completed project safety files and close out report submitted to the Engineer. Ensure that subordinates meet all set personal and departmental targets within specified timeframes. Contribute to the safety annual budget with the Safety Manager and identify items to be included or reviewed. Provide mentoring and advise to subordinates on health and safety matters. Ensure subordinates together with site management manage identified risks and deviations on Johannesburg Water sites. Ensure that all administrative requirements of relevant legislation are complied with. Identify and bring to the attention of Johannesburg Water site management new risks that need to be controlled and advise on measures to control identified risks. Conduct regular workshops as determined by the needs analysis to entrench a safety culture among contractors and the Johannesburg Water workforce. Advise internal and external stakeholders on the requirements of the OHS Act, its regulations and other applicable legislation. Advise on the implementation, maintenance and auditing of Safety management system. Develop corporate procedures and cascade the same to the Safety Practitioners for developing site specific procedures. Initiate and facilitate incident investigations for all section 24 incidents. Develop and monitor the implementation of system audit plans by subordinates on Johannesburg Water sites. Ensure that all allocated sites are visited as required by Safety Practitioners and safety reports are submitted.
 
JOB REQUIREMENTS
Essential qualifications and experience:
• B. Tech/BSc Honours Degree in Safety Management or Environmental Health/ Management/ Sciences
• 4 years’ experience in SHE Management Systems development, implementation and auditing, as well as construction health and safety as a client agent, of which 2 years should have been at supervisory level
• Registration with South African Council for Project and Construction Management Professionals (SACPCMP) as Pr CHSA (Professional Construction Health and Safety Agent) or candidate CHSA
• Code B driver’s license

METER READER

PURPOSE
Ensure that all meters are read accurately and consistently with a high level of integrity.
 
KEY RESPONSIBILITIES
Accurately read water meters as per meter reading route. Accurately locate the relevant water meter using the meter number to verify its validity. Capture the water meter information, i.e. meter number, readings and dials onto the handheld device on site, as well as manually on spread sheets. Assess the meter / faults and bring the appropriate code back to line management. Identify new meters and / or change meters. Read meters that are not on the meter reading route. Plan route from start to finish. Ensure that all meters on the assigned route are read. Refer customer to correct centre / department, e.g. City of Johannesburg. Read meters in presence of customer. Communicate with customer about the read meter and the queries thereof.
 
JOB REQUIREMENTS
Essential qualifications and experience:
• Grade 12 (NQF 4)
• 2 years’ experience in meter reading in the municipal billing environment.
• Must have sound knowledge of the meter reading processes.
• Must have worked in the meter reading environment on an electronic mobile meter reading device and system.

MOBILE PLANT OPERATOR

PURPOSE
Drive heavy-duty vehicles, deliver and collect and clean holding tanks
 
KEY RESPONSIBILITIES
Maintain viable industrial relations and maintain good/acceptable communication patterns that comply with the companies policies and procedures. Monitor the effective utilisation development and motivation of personnel. Liaise with external and internal stakeholders. Adherence by incumbent to all relevant safety procedures as stipulated by the company, as well as relevant legislation. Drive, clean and carry out routine checks on heavy duty vehicles. Repair free holding tanks using a plastic welding machine. Collect/Deliver free holding tanks from various informal settlements. Clean holding tanks as per standard operating procedure (SOP). Any other work related to onsite services that maybe required by the supervisor.
 
JOB REQUIREMENTS
Essential qualifications and experience:
• Grade 10 or NQF2,
• Drivers licence Code 14+ PrDP
• Appropriate training on associated equipment.
• Relevant OHASA training.
• Knowledge of plumbing work.

ASSISTANT PROCESS CONTROLLER

PURPOSE
Assist the Supervisor with the daily operation of all wastewater treatment works in all physical activities. To maintain good housekeeping and safe working environment and to ensure compliance with the water use license conditions, National Water Act and the Occupational Health and Safety Act.
 
KEY RESPONSIBILITIES
Assist in cleaning tanks by manually using spades and rakes to remove debris into solid waste bins. Clean the weirs of tanks with brooms. Assist in removing weeds and debris from the center boxes and walls of tanks. Assist in cleaning disinfection tanks by removing. Settled sludge physically. Assist in general operations and maintenance. Assist in routine operational requirements. Report malfunction of equipment. Clean up sludge spillages by sweeping with brooms and loading it into solid waste bins. Assist with general operations and maintenance. Assist in routine operational requirements. Remove dry sludge from sludge drying beds manually for mechanical removal. Routine cleaning of offices, toilets facilities and change rooms. Routine cleaning of pump stations and working areas. Maintain a clean and safe working environment. Clear and clean work area after malfunctions and spillages. Assist in general physical work when needed to ensure Work’s compliance with legislation and standards. Assist from time to time in planned team process controller activities involving projects to rectify noncompliances. Promote safety by immediately rectifying unsafe working conditions or equipment and reporting this to Supervisor. Follow instructions by Supervisors regarding Disaster Management plan. Operate and carry out all work within the statutory requirements as laid out in the OHASA as per instructions from Supervisor. Wear and ensure proper use of PPE.

DEVELOPMENT CO-ORDINATION MANAGER 
– REF: DECO- JWEX367/2022
REMUNERATION: R1 084 236 TOTAL COST TO COMPANY PER ANNUM
 
PURPOSE
Manage a section of technical staff to ensure the provision of a development control function that evaluates and assesses township and land applications, encroachments, outline scheme reports, site development plans, construction drawings and building line relaxations in respect to technical and legal suitability in terms of Johannesburg Water’s standard guidelines to ensure the protection of the Company’s infrastructure, interests and legal obligations.
 
KEY RESPONSIBILITIES
Supervise the development control staff in terms of the conditions of service and provide mentorship. Oversee the building plan application and wayleave process. Oversee the approval of town planning applications received by the Development Engineering Officers for amendment schemes, removal of restrictions, subdivisions, consolidations, sales, leases, encroachments and miscellaneous applications (e.g. notarial tie agreements). Assess the impact the proposal would have on Johannesburg Water’s services and evaluate and approve designs and layouts in terms of Johannesburg Water’s standards. Provide pre-planning technical input at technical coordination meetings at the City of Johannesburg for all provincial and government housing schemes. Present reasons for rejecting development applications and defend Johannesburg Water’s development control function at tribunal hearings at the City of Johannesburg. Oversee the approval of site development plans received by the Development Engineering Officers with respect to the anticipated water demand and effluent discharge and impact on engineering services. Check on Alchemy and IMQS to confirm the positioning and requirements of metered water and municipal sewer connections. Receive detailed construction drawings and evaluate the conditions of the proposed establishment in terms of Johannesburg Water’s standards by checking the types of materials used, slope and grade of sewer and water network, velocity, flow and lengths and depths of water and sewer pipes etc. Receive “As built” drawings from the regions and make a recommendation to the City of Johannesburg to issue a clearance and provide a value of construction for the purposes of generating a defects liability guarantee. Object to applications in writing and meet with consulting engineers to explain reasons for non-approval. Request outline scheme reports with more detail indicating bulk provision and internal network requirements of the township. Receive applications for new township development from the City of Johannesburg.
 
JOB REQUIREMENTS
Essential qualifications and experience:
• National Diploma (Civil) or BSc (Civil) (NQF 6 or 7)
• 5 years working experience in municipal engineering (including water and sewer systems) of which 3 years must be at supervisory level.
• Thorough experience in the development control field.
• Knowledge and application of Acts, Ordinances and schemes governing development.
• Valid Driver’s License
