ADMINISTRATOR TRAINING AND DEVELOPMENT

PURPOSE
To provide administrative support to the Training and Development Unit.
 
KEY RESPONSIBILITIES
Ensure that all training requests submitted from Regional HR Managers are aligned with employees’ PDPs. Consolidate and analyse PDPs and develop a training plan. Compile and submit requests for quotations for training courses. Evaluate quotations received and make recommendations for appointment of service providers. Liaise with service providers and attendees to establish suitable dates for courses. Once Supply Chain has released and approved the purchase order, book or schedule attendees with service providers. Prepare any training material as required by training facilitators. Manage the contract cleaner to ensure that the training rooms are cleaned, furniture is arranged, and facilities are available as per course requirements. Arrange catering for training as well as confirm, with the attendees, their respective dietary requirements. Ensuring the completion and the capturing of training attendance registers and evaluation forms on SAP. Analyse and report on training evaluation forms and alert management of any problems identified. Draft the company’s training calendar based on submitted training needs. Ensure the timeous processing of all training and catering accounts. Requisition stationery and training equipment. Book and co-ordinate venues for all training centre events. Ensure the processing of electronic funds transfer and cheque applications. Address financial queries with suppliers. Create Purchase Requisitions for contract and non-contract orders on SAP. Check invoices and capture Good Receipt Notes and send to Finance Department for payment. Ensure that ABET invoices are billed correctly against the monthly attendance reports. Ensure that suppliers send invoices and statements timeously to be processed by finance. Record keeping and the maintenance of: Certificates, Attendance Registers and Purchase orders and all other related documents. Distribute training certificates to Regional HR Management. Create new Business Events (Training Courses) on SAP. Order office equipment. Generate monthly, quarterly and annual reports on SAP for submission to line management and/or Seta. Provide Managers with training reports as and when requested. Collate training evidence for audit purposes as and when requested. Assist in the compilation of WSP, Skills Audit and the BBBEE report. Liaise with internal and external stakeholders. Resolve day-to-day queries with providers, Finance and employees. Follow through on all queries, requests and complaints in a timely manner. Providing support to the OD, PM and T&D Unit. Advise line management on training request processes. Verify course content in relation to the clients’ training needs and advise accordingly. Compile tender specifications as required, make recommendations to Manager and present at bid committees where required e.g. catering tender. Evaluate tenders in terms of specifications as part of the evaluation team. Monitor the adherence to contract specifications by suppliers/providers. Monitor contract timeframes and contract amounts to ensure no contract overruns. Maintain the main training centre as well as the technical training centre including arranging for: Repairs and maintenance, Cleaning Services and Gardening Services. Inspect the buildings on a regular basis to identify maintenance faults and issues. Ensure that the buildings comply with the Health & Safety Act by liaising with the employer representative.

PURPOSE
Organize and control all functions related to the management of water reticulation of the area in order to effectively manage the water infrastructure.
 
KEY RESPONSIBILITIES
Develop and manage operational plans to co-ordinate and optimize the utilization of the area resources for all field work to be undertaken. Ensure that correct materials and resources are available for scheduled operations on a daily basis. Monitor and ensure the quality standard and productivity levels for all field work by doing site inspections and job assessment. Manage all maintenance and construction work under his/her control. Ensure and promote good communication with staff. Manage and monitor the effective utilization, development, and motivation of personnel. Initiate, manage and report on staff training and development needs in consultation with the Depot Manager. Perform on the Job Training to subordinates. Ensure that the productivity levels and costs are kept within estimates and targets by managing and controlling standby, overtime leave and absenteeism. Manage and ensure that all operations are carried out within statutory requirements as laid down in the OHASA. Conduct regular site inspections to ensure compliance to the safety procedures. Keep records of all safety related meetings and inspections. Liaise with contractors, other departments, and utilities. Attend to claims against Johannesburg Water. Ensure that toolbox meetings are held regulary by carrying out inspections.

PURPOSE
To ensure the effective operations and maintenance of the water and sanitation services to customers under the jurisdiction of the depot.
 
KEY RESPONSIBILITIES
Manage the provision of all continues water and sanitation service to the public throughout the allocated depot area. In close consultation with UFW Department ensure that unaccounted for water is kept to an acceptable minimum by managing all leaks and repairs. Ensure that all relevant records are kept for the entire Depot. Manage the installation, replacement, and testing of water meters to ensure compliance with National and Johannesburg Water standards. Direct the development of a preventative maintenance programme for the entire water and sewer reticulation system – including large valves PRV’s and outfall sewers served by the depot area. Responsible for the efficient management of complains received. In conjunction with the Ops managers manage the response times. Interpret, and advise the Regional Manager on public needs, concerns and criticism in relation to the functional responsibility of the region. Plan, propose and implement pro-active measures and response to public needs. Consult stakeholders in respect of functional areas of region. Co-ordinate and advice the Regional Manager on all matters relating to water and sanitation services. Attend Regional service delivery meetings and ensure that decisions taken are being implemented and resolved. Ensure sound labour relations practices and management of discipline. Manage personnel in accordance with Johannesburg Water policies and legislation. Ensure the implantation of performance management as per the policy. Assist with the preparation of the operating budget. Ensure cost efficient use of materials. Ensure compliance with the OHSACT and Johannesburg Water policies and procedures.

PURCHASING OFFICER INVENTORY PURCHASES

PURPOSE
To ensure a cost-effective procurement of goods and services required by Johannesburg Water in terms of Supply Chain Policy and Standard Operating Procedures.
 
KEY RESPONSIBILITIES
Ensure that the provisions of the Procurement Policy, MFMA and relevant Regulations is adhered to. Review repeat purchases and determine the need for framework contracts and advise Purchasing Supervisor-Inventory. Ensure contract circulars are used to buy goods and services that are on contract. Remind End-Users on contract that are due to expire. Receive SAP inventory requisitions from the Users through Material Requirement Planning (MRP). Analyse and consolidate all the family material codes to ensure that there will be no deliberate split. Review the historical consumption rate and cost and advise the End user if the quantity requested will exceed R200 000 threshold. Run Material Requirement Planning(MRP) on SAP for all allocated stores daily. Review the requisitions based on the family commodities required on MRP. Select suitable suppliers from supplier database (Johannesburg Water Database and Central Supplier Database) for purchase requisitions less than R30 000 vat inclusive. Advertise request for quotations on the website and noticeboard for all requirements exceeding a stipulated threshold. Engage Accreditation and Supplier Development (ASD)section for new suppliers to be uploaded on the Database upon approval of the quotes. Consolidate all required supporting documents for each purchase order and ensure compliance. Generate purchase orders for non-contract items in terms of the RFQ process. Ensure purchase orders are distributed timeously to suppliers, user departments and Finance. Monitor due delivery dates of purchase orders and follow up on late deliveries with suppliers. Promote compliance towards BBBEE requirements. Obtain information from End Users regarding non performing suppliers and advise ASD section and Supervisor of non performing suppliers. Continuously liaise with user departments and provide advises and assistance on Supply Chain Management prescripts. Ensure good customer service is maintained to internal and external customers. Adhere to departmental Service Level Agreement and turnaround. Compile, consolidate and submit weekly, monthly, quarterly and adhoc reports to the Purchasing supervisor. Ensure all documentation are filed. Adhere to company’s record management policy.

Ensure that all work orders, check sheets and overtime sheets are filled in correctly submitted before end of shift. Filling in of Vehicle Inspection sheets, Logbooks daily and submit to Foreman on a weekly basis. Submission of all petrol slips once a month as per Johannesburg Water Vehicle Policy. Minimal supervision from Workshop Foreman. Supervise subordinates to achieve sections goals and objectives. Feedback on a daily basis to Foreman of every job completed and progress of planned jobs within allocated time frames. Check welding equipment on a daily basis and report any defects to Workshop Foreman. Manufacture repair and install specials for regions and other user departments. Execute repairs on water and sewer reticulation in all regions as requested. Modification on plant and equipment which include but not limited to fuel tanks , body parts , trailer chassis , battery brackets , jockey wheels , water tanks. Inspect and direct excavations in order to execute repairs as needed on sites. Assist with pre-planning of materials, resources, plant and equipment provided for scheduled operations in workshops , regions and other user departments

• Grade 10 or N1 (NQF 2)+ Welder trade test certificate /Appropriate Learnership NQF 4

Participate fully in the tender process with regard to private security provision, e.g. site inspections to prospective service providers. Identify potential risk areas for the Company based on observation, site visits, investigations and statistical analysis. Conduct formal risk assessments and compile reports. Conduct market research to determine the suitability of available electronic and technical security equipment as well as the upgrading thereof. Ensure the effective installation of security systems e.g. fencing, vehicle control or relevant solutions identified. Conduct all incident investigations, compile report with recommendations and submit report to the manager.

Receive applications for new township developments from the CoJ. Assess the application using GIS, Alchemy and IMQS in terms of existing water and sanitation service, the layout of the water and sewer system and servitudes required. Analyse the design assumptions regarding the capacity of link and bulk infrastructure to accommodate or service the demand for water and sanitation services. Receive construction drawings from consulting engineers and ensure that they conform to requirements. Assess site development plans against JW’s standards to check the availability of services using GIS, Alchemy and IMQS to ensure that JW’ s services are not compromised, before approving. Receive applications for extension over building lines which include the plan, title deeds and schedule of rights.

CONTROL ROOM OPERATOR

To manage the control room and it’s resource systems and to have full control of all sites reporting to the controller and to manage incidents and short comings effectively.
 
KEY RESPONSIBILITIES
Report the number of security officers on duty for the particular site and shift. Report Security Officer’s on leave, short postings, AWOL etc. Ensure all deviations on posting are rectified. Arrange security officers to fill short postings / shortages/ AWOL. Ensure all sites report on an hourly basis, reporting all in order and or report any irregularities as they happen. Issue an OB number to the control room and issue an OB number in return, for reference purposes. Report all incidents on site to the control room and the Operator must make an OB entry pertaining all details and complete an incident report. Report any irregularities. Follow Emergency SOP’s in any incidents. Ensure that Guard monitoring systems gives warnings to the control room. Send out mobile supervisors to problem areas if there is no response from Security Officer’s on site. Report lost and faulty equipment. Keep the working environment clean and tidy at all times, including equipment and resources.

ENVIRONMENTAL OFFICER

PURPOSE
Monitor and ensure compliance with the National Environmental Management Act 107 of 1998 (NEMA), National Water Act 36 of 1998 (NWA) , Environmental Impact Assessment (EIA) Regulations 2017 (as amended) and Johannesburg Water Environmental Management System (EMS) and other applicable legislations and standards.
 
KEY RESPONSIBILITIES
Constant monitoring of compliance Johannesburg Water (JW) construction sites and depots. Ensure that Wastewater treatment works comply with the conditions of Water Use Licenses (WUL) and applicable Environmental Authorizations (EA) and enforce requirements of the waste management strategy and other environmental framework. Ensure effective implementation of EMP, EA and WUL; conduct audit in line with EMPS and EAs during construction, ensure proper rehabilitation is conducted prior to site closure, ensure contractors understand the conditions of EMP and EAs and conduct regular awareness. Conduct site specific risk assessments for all environmental related activities within the company, conduct system’s audit on projects on JW Depots on a quarterly basis as well as to ensure that JW sites meet their objectives and targets. Advice contractors on all environmental requirements in line with specific projects, conduct an environmental awareness’s on new workers appointed by contractors and ensure that contractors adhere to all environmental assessment and management practices during construction. Conduct site inspections, audits and systems audits on all JW construction sites and depots. Compile inspection and audit reports and follow up on audit findings identified. Conduct environmental incident evaluation, investigations, and reporting. Record all incidents, advise on mitigation measures/rehabilitation processes for incidents that occurred as well as providing environmental inputs in the process audits. Attend project (planning, design, progress, site, and handover) meetings and monthly Safety, Health and Environmental meetings in JW depots.
