The Johannesburg Social Housing Company SOC Limited (JOSHCO) mandate is to develop and manage affordable rental housing for the lower market as an integral part of efforts to eradicate the housing backlog of the City of Johannesburg. JOSHCO is a registered Social Housing Institution and is accredited by the Social Housing Regulatory Authority (SHRA).

EXECUTIVE MANAGER: HOUSING DEVELOPMENT
5-YEAR FIXED TERM CONTRACT
Purpose of the Job:To ensure the successful delivery, through acquisition or new building of social housing units in accordance with the growth strategy of JOSHCO. In addition, be responsible for the provision of strategic direction and leadership in the implementation of the housing development strategy to ensure successful delivery of social housing units.

 
Responsibilities include (but are not limited to the following): Strategic Management and Leadership. Property development and construction management Oversee and manage a team of project managers. Oversee and manage the packaging of projects for potential funding. Oversee the implementation and completion of projects. Budget preparation and cash-flow management. Development Department:  Programme management, contract management and performance management. Stakeholder management. Maintain excellent relations with all stakeholders including funders/financiers, contractors and regulators. Risk and compliance management Policies, procedures and systems. Monitoring and reporting. Staff Management and Development.
 
Minimum Requirements:  Interested applicants must be in possession: A valid Matric Certificate. A National diploma/degree in Building Science, Quantity Surveying, Civil Engineering, Project Management and/or Construction Management. An Honours degree or B.Tech in Building Science, Quantity Surveying, Civil Engineering, Project Management and/or Construction Management is highly desirable. A minimum of 6 years construction project management and construction contracts experience of which 3 years must be at senior technical /strategic management level. Experience in the Municipal or Social Housing sectors or managing multiple/large construction projects is required. A Certificate in Municipal Finance Management or Certificate Programme in Municipal Development (CPMD) in line with the Minimum Regulations on Competency Levels of 2007, and a Certificate in Finance for Non-Finance Managers, Property Development Programme or Project Finance will be an added advantage.

Purpose of the Job: To ensure that the multiple projects managed by JOSHCO successfully meet the expectations of customers whilst being properly maintained and operating within the framework of agreed budgets.
 
Responsibilities include (but are not limited to the following):  Strategic Management and Leadership. Housing Management. Rental Management and tease Administration. Building Management. Minimum Requirements: Interested applicants must be in possession of: A valid Metric Certificate. A National diploma/degree in Business Administration, Arts, Commerce and/or Property Management. An Honours degree or B.Tech in Business Administration, Arts, Commerce and/or Property Management is highly desirable. A minimum of b years management experience preferably in a Property Management environment is required of which 3 years must be at senior technical / strategic management level. Experience in the Municipal or Social Housing sectors and managing multiple and large rental estate projects is required. A Certificate in Municipal Finance Management or Certificate Programme in Municipal Development (CPMD) in line with the Minimum Regulations on Competency Levels of 2007.A Certificate in Finance for Non-Finance Managers, Operations Management or Property / Estate Management Programme will be an added advantage.

HOUSING SUPERVISOR (ESTATE OFFICER) 4 POSTS 
PERMANENT
Purpose of the Job: To maintain, protect and manage the company's assets/buildings including the management of vacancies and service providers and to ensure customer/tenant satisfaction.
 
Responsibilities include (but are not limited to the following):Building management includes the management of vacancies. Assist in rental collection, inspecting the building, review security or maintenance of daily incidents. Monitoring cleanliness of the building and enforcing house rules. Customer Service. Enforce house rules. Manage service providers. Address maintenance requirements. Tenant liaison.
 
Minimum Requirements: interested applicants must be in possession of:  A valid Matric Certificate. A qualification in Property Management, Administration or other suitable qualification. A minimum of 3 years experience in Property Management, preferably in an Estate or Building Management environment. Experience in the Municipal or Social Housing Sector and estate projects will be advantageous. Excellent time management, be efficient and productive and have the ability to multi-task. Basic report writing skills. Basic computer skills is highly desirable and knowledge of MDA or Property/Tenant management portals will be an advantage.

SENIOR SUPPLY CHAIN OFFICER
PERMANENT
Purpose of the Job:  To facilitate strategic sourcing, and supervise day to day procurement activities with emphasis on supplier relationship management and contract management while maintaining high standards of integrity and accountability. In addition, partner with stakeholders to plan, develop, source and manage procurement arrangements to effectively meet organisational and business objectives.
 
Responsibilities include (but are not limited to the following):Supply Chain Management. Manage Supplier Agreements. Procurement of Goods and Services. Supplier/Vendor Management. Service Provider Database. Contract Management Administration. Audits. Tender Administration. Staff Management and Development.
 
Minimum Requirements:  Interested applicants must be in possession of: A valid Matric Certificate. A National diploma/degree in Finance/Procurement Management Supply Chain Management, Public Administration or equivalent. A postgraduate diploma in Finance/Procurement Management/Supply Chain Management/Public Administration is desirable. CIPS membership or other professional accreditation will some as an advantage. Certificate in Municipal Finance Management or Certificate Programme in Municipal Development (CPMD) in line with the Minimum Regulations on Competency Levels of 2007, will some as an advantage. 3-5 years experience in a similar position as well as strong experience in implementation of the PPPFA and PFMA as well as general understanding of the B-BBEE Act requirements in line with Procurement compliance. Ability to resolve conflict within own department as well as among other departments. Management as well as understanding and interpretation of contracts, and drafting thereof. The ideal candidate is expected to display profound knowledge of contract management / the supply chain management environment.

Purpose of the Job: Responsible for the management of HR operational and service matters including payroll, development and implementation of remuneration strategy, benefit administration management, recruitment and selection, and development of HR policies. In addition, ensure sound labour relations, management reporting and statutory compliance.
 
Responsibilities include (but are not limited to the following): HR Administration. Operations Management. Industrial and Employee Relations. Recruitment and Selection. Remuneration and Benefits. Minimum Requirements:  Interested applicants must be in possession of:  A valid Metric Certificate. A postgraduate degree in Human Resource Management or an equivalent related field. 3-6 years experience within a Human Resource environment or a related field, of which 3 years should be in a management position. In-depth understanding of the application of employment related legislation and various policies and procedures regulating employment conditions, workplace conflict and resolution. In-depth knowledge of South African Labour legislation, a strong employee relations focus and exposure to CCMA or Bargaining Council proceedings. Excellent knowledge regarding the relevant legislation: Labour Relations Act, Basic Conditions of Employment Act, Equity Employment Act and Codes of Good Practices. A valid driver's license. Sound understanding of change and diversity management. Ability to formulate HR and LR policies and procedures. Good verbal and written communication skills. Purpose of the Job:  To render sound labour relations to minimise conflict, increase productivity and efficiency and to establish and maintain good and fair labour relation practices within JOSHCO. In addition, the Human Resource Officer will primarily be responsible for ensuring employee compliance with JOSHCO HR Policies and Procedures.
 
Responsibilities include (but are not limited to the following): Employee Relations. Employment Equity and Worker Forums (EE) and HR Policy and Procedures. 
 
Minimum Requirements: Interested applicants must be in possession of A valid Metric Certificate. A National diploma/degree in Industrial/Labour Relations or Human Resource Management or equivalent. At least 3 years relevant experience as a Labour Relations Officer or working in the Labour Relations environment. Knowledge of Labour legislation and the Codes of Good Practice. Knowledge of Mediation, CCMA, Bargaining Council and Trade union meeting proceedings. Excellent knowledge regarding the relevant legislation: Labour Relations Act, Basic Conditions of Employment Act, Employment Equity Act, Codes of Good Practice. A valid driver's licence. Purpose of the Job:To monitor and maintain the computer systems and networks of JOSHCO. In addition, be responsible for the security and integrity of data and provide general IT support to end-users.
 
Responsibilities include (but are not limited to the following): Technology Innovation. Needs Assessments. IT Support. Document Management and Monitoring.
 
Minimum Requirements: Interested applicants must be in possession of: A valid Metric Certificate. A National diploma in Information Technology or a related field. 2-5 years experience in a relevant. IT Environment. MCSE Microsoft Certified Systems Engineer will be advantageous. Experience in servers, networks and operating systems. Technical background in computer basics. Knowledge of servers, networks, operating systems, hardware and software. Skills in assessing, diagnosing and repairing information technology problems. Promote information sharing within the IT department. Oral Expression: The ability to communicate spoken information and ideas so that others will understand. Excellent written and numerical comprehension - understanding written sentences, paragraphs and numerical data in work related documents.  Systems Analysis: Determining how a system should work and how changes in conditions, operations, and the environment will affect outcomes.
