EXECUTIVE MANAGER: CORPORATE SERVICES 
EMPLOYMENT STATUS: 5 YEAR FIXED TERM CONTRACT 
DEPARTMENT: CORPORATE SERVICES 
 
Purpose of the Job: To ensure the development, implementation and evaluation of corporate services strategies for the provision of service and support that is responsive to client needs and sufficiently dynamic to changes in government direction and legislative change. 
 
RESPONSIBILITIES (BUT NOT LIMITED TO THE FOLLOWING): 
Development of an Effective Strategy Framework for Corporate Support 
• Develop and embed a culture of customer focus and performance management to ensure high quality and continuous improvement in service delivery. 
• Ensure corporate support governance processes are in place and review processes where necessary. 
• Collaborate with the Legal Advisor to ensure compliance with all legislative requirements 
• Maintain and monitor JOSHCO’s Code of Conduct 
 
Financial Management 
• Ensure that budget is spent cost-effectively 
• Submit monthly budget status 
• Develop and adhere to correct financial Service Level matrixes 
• Ensure adherence to budgets and corrective action where required 
• Continuously align budget and expenditure with strategic outlook of business unit 
• Provide guidance, direction and support to management and staff on HR budget allocations and usage 
• Monitor and manage the talent management budget. 
• Ensure cost effective management of the Corporate Services function 
 
Implement an Effective Framework for Human Resources 
• Align the Human Resource Plan with the JOSHCO’s strategic goals 
• Establish objectives for the Human Resource Division within the organisation 
• Ensure the development and implementation of a Talent Management Framework for JOSHCO 
• Ensures HRD initiatives with JOSHCO contribute to the attainment of overall objectives and goals of the organisation 
• Ensure the development and review of organisational structures that meet changing service needs 
• Ensure a comprehensive and efficient document management framework for JOSHCO Human Resources requirements 
• Ensure relevant and ‘fit for purpose’ employee benefit and remuneration policies and programmes are maintained 
• Ensure that progressive Employee Relations are maintained within the organisation 
• Direct and organisation-wide wellness framework 
 
Implementation of an Effective Strategy Framework for Communication and Marketing 
• Set policy and strategy for external Communication and Marketing 
• Set policy and strategy for internal Communication and Marketing 
• Define the JOSHCO brand image 
• Ensure regular and effective communication between JOSHCO and the CoJ on key corporate support matters 
• Ensure strategic direction to identify key stakeholders and media channels and partners 
• Promote the JOSHCO brand amongst stakeholders 
• Promotion of JOSHCO and its processes and systems to stakeholders 
• Ensure that events such as launches, sod-turning and political events are properly managed 
• Ensure that staff is trained on protocol and how to handle dignitaries 
• Serve as a communication medium to the whole organisation and executive sponsors of the transformation 
 
Office Management 
• Ensure the provision of a centralised facilities services 
• Ensure the planning of facilities for future requirements 
• Management of service levels with facilities providers 
• To oversee contractual arrangements for all buildings and facilities, ensuring that facilities are fit for purpose, provide value for money and are in compliance with local law. 
• To keep a central record and oversight of all contracts. 
• To ensure all contracts meet legal and financial requirements. 
• To provide regular financial and HR reports as required 
 
People Management 
• Ensure the development of a high-performing team through embedding formal performance development and informally coaching management team on how to conduct the process effectively. 
• Determine and analyse training and development needs for managers and ensure they do the same for their teams. 
• Establish and maintain a succession plan for the management team in the area using the formal Talent Management process for identified talent and an information process for remaining roles. 
• Ensure that managers create effective workforce plans and recruitment demands plans for their areas. 
• Address poor performance of any team member through the formal Performance Improvement process. 
• Pursue own development to increase personal effectiveness, acknowledging strengths and areas of development. 
 
MINIMUM EDUCATIONAL QUALIFICATIONS 
• A Bachelor’s Degree in Social Sciences, Human Resources, Communications or Law with a postgraduate qualification in Management or Business 
• An MBA, MBL or Masters will be an added advantage 
• A Certificate in MFMA or the ability to acquire it within the first 18 months of employment 
 
SKILLS, KNOWLEDGE AND EXPERIENCE REQUIRED 
• Minimum 5-10 years' proven senior management experience 
• Experience in a large organisation 
• Detailed knowledge and understanding of corporate services methodologies, analysis, principles and techniques. 
• Demonstrable ability to handle and manage diverse stakeholder interests

Purpose of the Job: Provide direction and leadership to ensure that the standards of corporate governance are met and that the board and directors fulfil their statutory requirements 
 
RESPONSIBILITIES (BUT NOT LIMITED TO THE FOLLOWING): 
1. Drives the Department’s Corporate Governance Strategy 
• Define the strategic role of Corporate Governance in the overall strategy of the organisation 
• Manage the effective execution of the Board Resolution matrix 
• Ensure timeous dispatch of Board Packs 
• Provide consultative support to managers and board on all governance matters 
• Ensures that cohesive governance and risk management policies are in place to clearly define responsibilities, processes, delegations and decision-making powers; and to fully comply with organisational, business, tax and regulatory requirements 
• Works with peers to improve operational systems, processes and policies to support management reporting, information flow and management, business processes and organisational planning 
• Leads the Department and oversees its functions, resources and outputs including business and financial management, human resource management, facilities, information and communications technology (ICT), and office administration 
 
2. Provides Effective Support and Guidance to the Board of Directors and EXCO 
• Ensure the schedule of board, board committee and management committee meetings for the year are prepared 
• Ensure the agendas for all meetings in conjunction with the chairperson and key executives are formulated 
• Ensure board packs and information are distributed to all relevant parties before the meeting as stipulated in the various Committee TOR and Board Chatter
• Ensure accuracy of minutes of meetings and timeous distribution as stipulated 
• Advise and assist directors with respect to their duties and responsibilities 
• Continuously review all legislative, regulatory and corporate governance developments that might affect the company’s operations and ensure the board and management committee is fully briefed.

3. Ensures Compliance for all Statutory and Regulatory bodies 
• Ensure that statutory deadlines are met, and that the statutory and regulatory disclosures are validated. 
• Ensure compliance with good practices outlined in King II Code of Corporate Governance 
• Comply with all the statutory provisions of the Companies Act, including the lodgment of all documents with the Companies and Intellectual Property Registration Office 
• Maintain and update company register of members 
• Ensure compliance with the company’s Memorandum and Articles of Association and effecting any changes to meet the needs of the company. 
• Collate information from relevant departments and prepare quarterly, mid-year and annual report for distribution to all stakeholders 
• Co-ordinate the publication and distribution of the company’s annual report and accounts in consultation with directors 
• Certify in the annual financial statements of the company that JOSHCO has lodged all returns required of a public company and that all these returns are true, correct and up to date. 
• Ensure that all letterheads, notices and other official stationery and publications of the company display the correct name of the company, registration number, registered office and names of the directors and company secretary. 
• Ensure a compliant culture within organisation 
• Statutory registers and books are maintained 
• All statutory returns are timeously lodged as per legislation 
• All company performance reports are timeously prepared and submitted 
 
4. Provide Legal and Contractual Support to the organization 
• Draw up all contracts and agreements for the company 
• Monitor implementation of agreements e.g. Service Level Agreements with JOSHCO 
• Liaise and follow up with service providers (legal) 
• Ensure legal actions are instituted where appropriate 
• Advise management on legal matters 
• Perform any other functions as might be required 
• Contracts and agreements meet legal requirements

5. Efficient Records Administration 
• Ensure all contracts and agreements are kept in safe custody

6. Effective Risk Management

• A Certificate in MFMA or the ability to acquire it within the first 18 months of employment 
 
SKILLS, KNOWLEDGE AND EXPERIENCE REQUIRED 
• Minimum of 8 years of experience in a Corporate Secretariat or legal environment with Minimum of 3 years in a managerial/ senior role 
• Experience COSEC role, with Board support and interface is important 
• Acquired skills in document management, the latest approaches overall Board management 
• Completed the IDoSA or CISA courses will be an advantage

CHIEF OPERATING OFFICER 
EMPLOYMENT STATUS: 5 YEAR FIXED TERM CONTRACT 
DEPARTMENT: OFFICE OF THE CHIEF EXECUTIVE OFFICER 
 
Purpose of the Job: Reporting to the Chief Executive Officer (CEO), the Chief Operating Officer will be responsible for providing internal leadership to support management, provide a platform for internal collaboration, alignment and organizational capacity-building for housing development, housing management, information, and communication technology (ICT) and stakeholder management functions. 
 
Furthermore, the role will provide leadership for the design, development, and implementation of the next generation of innovative, flexible, strategic, and values-aligned operational systems to position social housing before the challenges and opportunities of a rapidly evolving social housing rental landscape whilst ensuring that the company complies with all MFMA, Company’s act, Public Accounts Audit Act, SHRA requirements and any other legislative provisions that governs the function of a municipality entity. 
 
RESPONSIBILITIES (BUT NOT LIMITED TO THE FOLLOWING): 
1. Strategic Management: 
• Develop the Housing Development, Housing Management, ICT and Stakeholder Management Strategies. 
• Provide input to advance the organization from a strategic perspective. 
• Develop and translate the strategic plan into the Housing Development, Housing Management, ICT and Stakeholder operational plan 
 
2 Budgeting 
• Develop Housing Development budget in line with Capex and Operational plan 
• Monitoring and Report on financial performance Housing Development expenditure against the budget 
• Prepare financial feasibility assessment and financial modelling for viability purposes 
• Oversee the application for funding for grants 
 
3 Property Development & Construction Management 
• Develop an Annual Construction and Property/ Project’s Management Plan 
• Provide technical oversight of the construction of the projects in terms of time, budget and quality 
• Review reports and provide troubleshooting to projects with challenges 
• Oversee the handover and maintenance liability period of the project/s 
 
4 Housing Management 
• Ensure stock identification and selection include: Tenant audits, stock condition audits, asset status e.g. legal and feasibility studies are conducted
• Ensure all projects are appropriately packaged including project implementation plans and project budgets for approval by the board 
• Ensure contractual closure for take on of stock by means of Service Level Agreement with e.g. CoJ 
• Oversee tender / bid / proposal process for suppliers 
• Oversee Supplier / Services contract management 
 
5 Rental Management and Lease Administration 
• Manage the rental of stock including: 
- Setting and implementing of appropriate rentals in consultation with finance and the office of the CEO 
- Management of vacancies 
- Management of arrears in the buildings 
- Implementation of appropriate arrears management procedures 
- Supporting staff to implement the required operational actions to facilitate all activities around rental management 
• Supervise the application of the company’s standard operating procedure (sop) applicable to new tenants. 
• Manage implementation of standards for selecting and recruiting tenants 
• Supervise the maintenance of the tenant database with regard to the number and details of tenant and occupation certificates. 
• Manage the rental subsidy application process 
• Plan and implement marketing actions to ensure that tenancy of units meets budgeted targets 
• Ensure correct take on of new projects/buildings onto the property management database 
 
6 Building Management 
• Manage the overall financial sustainability of buildings including: - Achievement of building ROI 
- Achievement of targeted occupancy rates 
- Achievement of targeted arrears rates 
- Ensuring targeted budgets for buildings achieved and the HSVs are able to manage against budget 
- Monitoring and reporting on building variances against budget 
• Manage the appointment of service providers for the provision of non-core services in the buildings 
• Facilitate the development and implementation of service level agreements for contract service providers 
• Monitor the performance of service providers in line with the service level agreements and implement the contracts as agreed 
• Manage building maintenance 
• Ensure safety and security measures are in place in all buildings 
• Monitor usage of utilities against budgets 
• Compile monthly report from the reports of various service providers, HSVs, finance etc. 
• Manage social climates in all buildings 
 
7 ICT Management 
• Define the direction the ICT Division will take to deliver business value to JOSHCO. 
• Take a Strategic Objective to use Information and Communications Technology to enable and support JOSHCO key strategic initiatives and to delivery of a ICT Platform for JOSHCO 
• Provide a statement of strategic direction for ICT within JOSHCO, to obtain agreement from Executive Management to the strategy and acquire the stamp of approval from the Board of Directors for the strategic imperatives 
 
8 Project Management 
• Monitor delivery of projects to ensure that they achieve original objectives and also tracking and auditing of contract terms such as: 
- pricing and discounts; 
- timeliness of payments and or receipts; 
- Performance in delivering agreed service level or specification of goods and services; and amendments. 
• Manage accurate and comprehensive documentation including funder, consultant and contractor agreements 
• Create and lead implementation of systems and policies for quality assurance. 
• Development of project finance management tool. 
• Development of a project tracking tool. 
• Conduct ongoing contract management training 
 
9 People Management 
• Qualified and Competent people are appointed to all vacant positions in the operations department 
• KPA’s of team members are understood and achieved 
• The values of JOSHCO are understood and lived

10 Stakeholder Management 
• Maintain excellent relations with all stakeholders including funders/financiers, contractors and regulators

• Identifies and manages projects risk including escalating high risks to Senior Manager: Business Planning and Risk and CEO. 
• Conduct regular risk assessment and develop risk management plans to mitigate against high-risk events. 
• Create, contribute, and manages implementation of quality assurance systems and processes. 
• Analyze, develop, and implement appropriate risk management strategies. 
• Monitor, manage and ensure compliance with the Construction Safety requirements on sites 
• Report on risk management 
• Oversee the construction progress, productivity and compliance with building and safety codes. 
 
MINIMUM EDUCATIONAL QUALIFICATIONS 
• Minimum Honours degree equivalent in the built environment, Operations, Law or Commerce. 
• A Master’s degree in the Built Environment, or Legal (Commercial/Property Law) or Operations Management will be an added advantage. 
• A Certificate in Municipal Finance or Public finance certification with the ability to acquire it within the first 18 months of employment. 
 
SKILLS, KNOWLEDGE, AND EXPERIENCE REQUIRED 
• 5 to 10 years management experience in operations or general management in a government entity, government department or private sector organization. 
• Experience in implementing digitization and information technology programmes is an advantage 
• Extensive knowledge of local management leadership and management at a metropolitan level. 
• Knowledge of the MFMA Treasury Regulations, SHRA, Integrated Development Plan (IDP), KING IV and the Companies Act. 
• Knowledge of all relevant legislation, policies and procedures relating to local government, human settlements, affordable housing and social housing development. 
• Knowledge and understanding of communications and stakeholder management requirements and processes; and must be able to: monitor & evaluate the organizational performance level, ensure compliance with all statutory & regulatory requirements, use performance information to plan, and give effect to the organization’s strategy.
