CHIEF FINANCIAL OFFICER
Employment Status : Permanent
Department : Office of the CEO
Purpose of the Job: This position is responsible to provide strategic and oversight support to the CEO, as Accounting Officer of JOSHCO in the key areas of financial and budgetary management, supply chain and asset management in relation to development of financial management strategies, policies, and systems to ensure a sound and financial stable company.
Key Responsibilities:
Strategic Management
Assess organisational performance against both the annual budget and company’s long term strategy.
Determine the strategic direction of the financial management function, including revenue, in the overall strategy of the organization
Support the Accounting Officer of the organization and the Board in terms of the Municipal Finance Management Act in fulfilling their financial responsibility.
Engage the board finance, audit and investment committees around issues, trends and changes in the operating model(s) and operational delivery.
Assist in establishing yearly objectives and meeting agendas, and selecting and engaging outside consultants (auditors, investment advisors).
Oversee long-term budgetary planning and costs management in alignment with JOSHCO’s strategic plan.
Conduct and coordinate Medium-term Expenditure Framework (MTEF) processes well as corporate governance.
Financial Planning and Analysis
Prepare and maintain regular financial planning reports; monthly profit and loss forecast by division (vs. budget).
Complete analysis of financial results; Develop recommendations (strategic and tactical).
Develop and maintain capital budget (with key inputs from Strategy & Programmes).
Assist in development of financial planning and analysis exercises/reports.
Risk Management
Identify financial risks and implement appropriate risk management strategies for the business.
Ensure that the JOSHCO is adequately insured and report on risk management.
Implement appropriate risk management strategies in the finance department.
Report on risk management.
Budgeting and Forecasting
Development of the medium-term budget that meets the financial strategy of the organisation.
Ensure that the budgetary process meets legislative requirements.
Present budget for board approval.
Coordinate and oversee the development and monitoring of overall organisational capital and operating budgets.
Revenue Management & Enhancement
Identify possible sources of funding;
Provide an integrated billing system;
Ensuring effective revenue collection and management.
Financial Management
Oversee the management of internal and external audits, inclusive of stakeholder engagement and resolution of audit findings.
Monitor financial performance through tracking performance of agreed financial indicators.
Oversee the management of internal and external audits, inclusive of stakeholder engagement and resolution of audit findings.
Reconcile rent roll schedule from service provider, capture on the system. Ensure legislative compliance for payment of government duties.
Ensure that all audit queries are resolved.
Ensure proper preparation for annual audit.
Oversee the approval and processing of revenue, department budgets, maintenance of accounts and ledgers, ensuring compliance with relevant legislation.
Oversee the preparation of standard and ad hoc financial reports required for responsible fiscal management, including budget analysis, cash flows and forecasts.
Develop and ensure implementation of initiatives to increase revenue collection.
Ensure appropriate Supply Chain Management Systems which are fair, equitable, transparent, competitive, and cost effective.
Minimum job Requirements, interested applicants must be in possession of:
A Valid Grade 12 certificate.
Minimum B Compt (Hons)/B Com Accounting (Hons) or equivalent.
Professional certification as a Chartered Accountant with the South African Institute of Chartered Accountants.
Minimum 7- 10 years in financial accounting or a related field, of which 5 years is in management.
Master’s in business administration or leadership (MBA or MBL) will be advantageous.
Certificate in Municipal Finance Management or Certificate Program in Municipal Development (CPMD) in line with Minimum regulations on competency level of 2007 will be advantageous and ability to obtain in 18 months.
Previous experience in managing a Finance Department is essential.

Responsibilities (but not limited to the following):
- Assist the development and execution of Public and Stakeholder Relations strategy
- Drives the Department’s Corporate Governance Strategy
- Define the strategic role of Corporate Governance in the overall strategy of the organisation.
- Manage the effective execution of the Board Resolution matrix.
- Ensure timeous dispatch of Board Packs.
- Provide consultative support to managers and board on all governance matters.
- Ensure cohesive governance and risk management policies are in place to clearly define responsibilities, processes, delegations, and decision-making powers; and to fully comply with organisational, business, tax and regulatory requirements.
- Works with peers to improve operational systems, processes, and policies to support management reporting, information flow and management, business processes and organisational planning.
- Lead the Department and oversees its functions, resources and outputs including business and financial management, human resource management, facilities, information, and communications technology (ICT), and office administration.
Provide effective support to the Board of Directors and EXCO
- Ensure the schedule of board, board committee and management committee meetings for the year are prepared.
- Ensure the agendas for all meetings in conjunction with the chairperson and key executives are formulated.
- Ensure board packs and information are distributed to all relevant parties before the meeting as stipulated in the various Committee TOR and Board Chatter.
- Ensure accuracy of minutes of meetings and timeous distribution as stipulated.
- Advise and assist directors with respect to their duties and responsibilities.
- Continuously review all legislative, regulatory, and corporate governance developments that might affect the company’s operations and ensure the board and management committee is fully briefed.
- Ensure that board resolutions are communicated to management and issues from management are referred back to the board where appropriate.
- Induct new Directors and arrange for skills development for inexperienced directors.
- Monitor the performance and effectiveness of the board.
- Effective secretarial support provided, arrange, and manage Board training.
- Ensure that minutes of board meetings are kept and filed according to legislation.
- Ensure effective communication between the board and management.
- Coordinate Annual performance appraisals.
Ensure Compliance for all Statutory and Regulatory Bodies
- Ensure that statutory deadlines are met, and that the statutory and regulatory disclosures are validated.
- Interact with key stakeholders including amongst others: Shareholder, Board, and Executive Committee as prescribed by the King IV Report on Corporate Governance.
- Comply with all the statutory provisions of the Companies Act, including the lodgment of all documents with the Companies and Intellectual Property Registration Office
- Maintain and update company register of members.
- Ensure compliance with the company’s Memorandum and Articles of Association and effecting any changes to meet the needs of the company.
- Collate information from relevant departments and prepare quarterly, mid-year and annual report for distribution to all stakeholders.
- Co-ordinate the publication and distribution of the company’s annual report and accounts in consultation with directors.
- Certify the annual financial statements of the company by ensuring that JOSHCO has lodged all returns required of a public company and that all these returns are true, correct and up to date.
- Ensure that all letterheads, notices and other official stationery and publications of the company display the correct name of the company, registration number, registered office and names of the directors and company secretary.
- Ensure a compliant culture within organisation.
- Statutory registers, books are maintained, statutory returns timeously lodged per legislation.
- All company performance reports are timeously prepared and submitted.
Provide Legal and Contractual Support to Organization
- Draw up all contracts and agreements for the company.
- Monitor implementation of agreements e.g., Service Level Agreements with JOSHCO.
- Liaise and follow up with service providers (legal).
- Ensure legal actions are instituted where appropriate.
- Advise management on legal matters.
- Perform any other functions as might be required.
- Contracts and agreements meet legal requirements.
- Ensure parties adhere to agreements.
- Prompt legal action taken e.g., defaulters, illegal occupancy etc.
Efficient Record Administration
- Ensure all contracts and agreements are kept in safe custody.
- Ensure that duplicate copies of critical documents are held offsite as part of a disaster recovery programme.
- Oversee development and implementation of records administration system.
- Maintain the Company’s record repository in terms of the National Archives Act 43 of 1996 and other policies of Johannesburg Social Housing Company.

Effective Risk Management

EXECUTIVE MANAGER : CORPORATE SERVICES

Purpose of the Job: The Executive Corporate Services ensures that the divisions and people of JOSHCO are supported with the highest standard of services they require to meet strategic objectives with respect to Human Resources, Communication, Facilities and organisational performance against strategy is effectively monitored.
RESPONSIBILITIES (BUT NOT LIMITED TO THE FOLLOWING):
Development of an Effective Strategy Framework for Corporate Support
- Develop and embed a culture of customer focus and performance management to ensure high quality and continuous improvement in service delivery.
- Ensure corporate support governance processes are in place and review processes where necessary.
- Collaborate with the Legal Advisor to ensure compliance with all legislative requirements.
- Maintain and monitor JOSHCO’s Code of Conduct.
Financial Management
- Ensure that budget is spent cost-effectively.
- Submit monthly budget status.
- Develop and adhere to correct financial Service Level matrixes.
- Ensure adherence to budgets and corrective action where required.
- Continuously align budget and expenditure with strategic outlook of business unit.
- Provide guidance, direction and support to management and staff on HR budget allocations and usage.
- Monitor and manage the talent management budget.
- Ensure cost effective management of the Corporate Services function.
Implement an Effective Framework for Human Resources
- Align the Human Resource Plan with JOSHCO’s strategic goals.
- Establish objectives for the Human Resource Division within the organisation.
- Ensure the development and implementation of a Talent Management Framework for JOSHCO
- Ensures HRD initiatives with JOSHCO contribute to the attainment of overall objectives and goals of the organisation.
- Ensure the development and review of organisational structures that meet changing service needs.
- Ensure a comprehensive and efficient document management framework for JOSHCO Human Resources requirements.
- Ensure relevant and ‘fit for purpose’ employee benefit and remuneration policies and programmes are maintained.

Implementation of an Effective Strategy Framework for Communication and Marketing
- Set policy and strategy for external Communication and Marketing.

- Define the JOSHCO brand image.
- Ensure regular and effective communication between JOSHCO and the CoJ on key corporate support matters.
- Ensure strategic direction to identify key stakeholders and media channels and partners.

- Promotion of JOSHCO and its processes and systems to stakeholders.
- Ensure that events such as launches, sod-turning and political events are properly managed.
- Ensure that staff is trained on protocol and how to handle dignitaries.
- Serve as a communication medium to the whole organisation and executive sponsors of the transformation.
Office Management
- Ensure the provision of a centralised facilities services.
- Ensure the planning of facilities for future requirements.
- Management of service levels with facilities providers.
- To oversee contractual arrangements for all buildings and facilities, ensuring that facilities are fit for purpose, provide value for money and are in compliance with local law.
- To keep a central record and oversight of all contracts.
- To ensure all contracts meet legal and financial requirements.
- To provide regular financial and HR reports as required.
Health and Safety Management
- Determine strategic direction and work priorities (in conjunction with line management) for the continuous improvement of SHEQ management programme and systems.
- Advise line management and assist with the implementation of new or existing SHEQ-related legislation, rules and Company standards to include fire prevention, health and safety awareness training, site inspections of Company and contractors on JOSHCO’s sites.
- Complete prevention inspections annual audits and Quality Assurance.
- Develop SHEQ Communication Strategy for all sites and levels of staff, to include written information, toolbox talks and management briefs.
- Manage retention of all current quality accreditations and work towards the attainment of new quality accreditations.
- Provide support and expertise to line management in incident investigation and reporting (including dangerous occurrences and occupational diseases.
People Management
- Ensure the development of a high-performing team through embedding formal performance development and informally coaching the management team on how to conduct the process effectively.
- Determine and analyse training and development needs for managers and ensure they do the same for their teams.
- Establish and maintain a succession plan for the management team in the area using the formal Talent Management process for identified talent and an information process for remaining roles.
- Ensure that managers create effective workforce plans and recruitment demands plans for their areas.
- Address the poor performance of any team member through the formal Performance Improvement process.
- Pursue own development to increase personal effectiveness, acknowledging strengths and areas of development.
MINIMUM EDUCATIONAL QUALIFICATIONS
