1. OPERATIONS MANAGER: STRATEGIC ASSETS (REF: 15/2021/85) 
SALARY: R1, 663, 099. 12 – R2, 460, 177. 90 PER ANNUM TCTC (ALL-INCLUSIVE PACKAGE) 
 
KEY RESPONSIBILITIES 
 To manage the portfolio of JRA strategic assets, including the RSD, Asphalt plant, Motorways, Laboratory and Fleet and Plant depots.
 Prepare and develop budget plans including resource plans for the strategic assets.
 Develop annual proactive and reactive maintenance plans for motorways depot.
 Develop a detailed 3-year maintenance plan for the asphalt plant. To design and formulate alternative mix where applicable.
 Provide support to the Head: Regional Operations regarding the planning, budgeting and overseeing of regional delivery operations related to strategic assets.
 To coordinate performance reporting in relation to the company’s business plan and employee appraisals.
 To ensure achievement of the business areas of strategic assets including profitability of the Asphalt plant, quality assurance for the Laboratory, service delivery for the RSD and Motorways depot.
 Prepare and develop annual risk profile for the strategic assets.
 Develop and present quarterly compliance reports including risks and audit findings.
 Ensure that the strategic assets remain operational, relevant and supporting to the core mandate of the company.
 Ensure expected strategy and service delivery objectives are realised.
 Ensure that the strategic asset units are compliant to all applicable to all financial and operational legislations.
 Provide quality assurance to road materials and infrastructure.
 
REQUIREMENTS AND SELECTION CRITERIA
 Bachelor’s degree/B-Tech in Civil/Metallurgical/Mechanical or Electrical Engineering or relevant NQF level 7 equivalent.
 Candidate registration with ECSA.
 10 years’ experience in the discipline, inclusive of 5 years at middle and senior management level of which 1 year must be at senior management level.

2. PLANT MANAGER: ASPHALT PLANT (REF: 15/2021/86) 
SALARY: R935, 937. 78 – R1, 369, 480. 79 PER ANNUM TCTC (ALL-INCLUSIVE PACKAGE) 
 
KEY RESPONSIBILITIES
 Develop the annual operational plan for the depot aligned to the key performance indicators for the regions.
 Monitor progress and incorporate new delivery requirements into operational planning.
 Report on operational progress in terms of the business and operational plans for the unit.
 Direct and oversee the implementation of the operational policies and procedures for depots.
 Review all policies, procedures and processes to ensure compliance to legislation, regulations and best practice standards.
 Ensure that procedures are conducive to meeting the operational as well as the safety and regulatory requirements.
 Make recommendations to the Ops Manager: Strategic Assets on changes that need to be made to policies and procedures.
 Ensure internal stakeholders (staff, managers, union and other maintenance managers and JRA officials) are informed and included in issues relevant to them.
 Ensure communication to external stakeholders (utilities, agencies, contractors, suppliers etc.) is maintained to create an understanding of operational needs and requirements, abilities of the depot and service delivery issues as defined by the JRA operational parameters.
 Manage and work proactively to improve depot staff work ethic and deal quickly and decisively with failure to meet reasonable work targets and other disciplinary matters.
 Constantly evaluate and recommend new techniques, reorganisation of gangs and work methods for better production.
 Manage area inspections to ensure that both proactive and reactive inspections are carried out.
 
REQUIREMENTS AND SELECTION CRITERIA
 Bachelor’s degree/B-Tech in Mechanical Engineering/Industrial Engineering/Electrical Engineering or relevant NQF level 7 equivalent.
 ECSA candidate registration.
 8 years’ experience in the discipline, inclusive of 5 years at middle management level.

3. MANAGER: OPERATIONS ADMINISTRATION (A, C, D & G) (REF: 15/2021/87) 
SALARY: R935, 937. 78 – R1, 369, 480. 79 PER ANNUM TCTC (ALL-INCLUSIVE PACKAGE) 
 
KEY RESPONSIBILITIES 
The main purpose of this position is to ensure that all administration work relating to maintenance (proactive/reactive) plan, risk management, compliance reporting, audit findings resolution and other interdepartmental administrative work. The key deliverables include the following:
 Monthly, quarterly and annual performance reports
 Develop and submit compliance reports (including quarterly progress reports) in relation to risk and audit.
 Prepare and develop monthly performance reports for the HOD
 Liaise with Regional Managers and collate strategic/operational information for Business Planning and budgeting processes
 Submit operational and budget information to relevant stakeholders within timelines
 Collate and submit evidence records to performance unit
 Prepare with both risk and audit managers on issues manage an effective system for integrating the quality development and quality improvement efforts of the Regional Operations function so as to enable production and service at the most economical levels, allowing for optimal customer satisfaction.
 To oversee the functioning and running of management support in order to enable the efficient administration and management of reports within the JRA.
 To manage the implementation of maintenance activities and the maintenance implementation plan.
 
REQUIREMENTS AND SELECTION CRITERIA
 Bachelor’s Degree in Business Administration, or relevant NQF level 7 equivalent.
 8 years’ experience in an environment of senior administration and formulation of strategy and tactical plans, inclusive of 5 years at middle management level.

4. MANAGER: REGIONAL STORMWATER PLANNING (REF: 15/2021/88) 
SALARY: R1, 131, 094. 93 – R1, 662, 216. 62 PER ANNUM TCTC (ALL-INCLUSIVE PACKAGE) 
 
KEY RESPONSIBILITIES 
 Comply with legislation related to the management pf storm-water, viz. NEMA (National Environment Management Act) and the National Water Act to ensure limitations and regulations pertaining to the treatment/handling of the environment as well as water resources are adhered to.
 Inform the Department of Minerals and Energy to take corrective action on any non-compliance to legislation regarding acid rain drainage observed during own department’s operations.
 Ensure the Dam Safety Inspection regulations are adhered to.
 Protect the natural environment of resources, e.g. greenfield-sites, rehabilitation sites and new projects observe the stipulations of the Act.
 Obtain ROD (Record of Decree) from the Department of Agriculture and Rural Development (GDARD) in relation to any projects impacting the environment. Prepare a Storm-water Master Plan for the City of Joburg.
 Prepare a generic master plan which specifies/lays out the required storm-water system for an identified geographic location.
 Prepare a localized master plan to address the flooding of a specified area. Incorporate Weather Intelligence Competency.
 Apply Geotechnical Intelligence. Incorporate Network Storm-water Master Planning. Incorporate SUDS – Rainwater Harvesting - design methodology.
 Ensure Development Control Assistance for each region.
 Prepare a GDS – Urban Water Management Plan.
 Appoint and project-manage professional external service providers in the development of the master plans as required.
 Supervise construction of new roads and storm-water drainage systems carried out by developers, which will be taken over by the JRA.
 
REQUIREMENTS AND SELECTION CRITERIA
 Bachelor’s degree in Civil Engineering or relevant NQF level 7 equivalent.
 Project management as a prerequisite.
 ECSA Registration.
 8 years’ experience in Civil Engineering, inclusive of 5 years’ experience at middle management level.

5. TECHNICAL OFFICER: WAYLEAVES: REGION A,B & D (REF: 15/2021/89) 
SALARY: R304, 717. 34 – R457, 076. 02 BASIC SALARY PER ANNUM 
 
KEY RESPONSIBILITIES 
 Obtain new and unresolved service requests from various sources, e.g. Hansen, Public complaints via call centre, councillors, inspectors etc.
 Deliver against the Level 1 maintenance programme.
 Resolve service requests.
 Record on Hansen relevant details that service requests has been completed.
 Create quotations for jobbing.
 Generate the quotation and submit to the Assistant Manager Wayleaves.
 Plan work schedules for direct staff reports and assist in the planning of all related activities of their reports.
 Conduct on-site visits and physical verifications / inspections of jobs completed on roads and storm-water maintenance requests in terms of required quality and standards.
 Ensure adherence to SLA’s and report deviations to Assistant Manager Wayleaves.
 Ensure appropriate record keeping and administration in accordance to regulations are followed on staff work, e.g. attendance registers etc.
 Investigate concerns raised on the Inspections report. Conduct follow ups to resolve areas of concern, where required.
 
REQUIREMENTS AND SELECTION CRITERIA
 3 years Diploma in Civil Engineering or relevant NQF level 6 equivalent.
 3 years’ experience in the road and storm-water environment.

6. TESTER: SOILS AND CONCRETE (REF: 15/2021/90) 
SALARY: R304, 717. 34 – R457, 076. 02 BASIC SALARY PER ANNUM 
 
KEY RESPONSIBILITIES 
 Perform on-site visits to obtain samples and receive samples from contractors.
 Conduct brick testing by applying oven drying techniques, cooling and wetting to determine whether water absorption rates are within the required standards.
 Obtain soil samples on proposed construction sites through site visits and/or from contractors.
 Make appropriate observations, adjust procedures, and note anomalies in test results. Recommend modifications to design and test procedures, equipment, and standards.
 Contribute to the unit goals by undertaking other duties as required.
 Under direction, select and use appropriate procedures, equipment, and standards to ensure compliance.
 Ensure adherence to correct procedures, policies and health/safety guidelines and standards.
 Monitor and adhere to plans and the quality of work completed and executed by the staff.
 Ensure that record keeping, and administration is in accordance with regulations and is adhered to by staff e.g. attendance registers, timesheets etc.
 Assist entire team in the execution of tasks whenever there are backlogs or whenever the workload is too demanding.
 
REQUIREMENTS AND SELECTION CRITERIA
 3 years Diploma in Civil engineering or relevant NQF level 6 equivalent.
 3 years’ experience in a similar laboratory environment.
 Experience with SANAS 17025 system.
