OPERATIONS MANAGER: CORPORATE FINANCE (REF: 08/2022/45)
SALARY: R 1,803 091.16 – R 2,668 524.12 PER ANNUM TCTC (ALL-INCLUSIVE PACKAGE)
KEY RESPONSIBILITIES
Manage the unit and ensure effective and productive operations.
Obtain CoJ guidelines on budget preparation.
Submit prepared guidelines to EMT for feedback.
Consolidate annual and adjustment budgetary inputs from departments and ensure adherence to JRA and COJ guidelines.
Prepare annual budget presentations to the committees set up in terms of the MFMA.
Ensure the timely closing of books to allow enough time to prepare the AFS.
Obtain financial inputs from other departments.
Submit the AFS and Audit Working File to the Auditor General by the 31st of August each year.
Develop, implement and monitor internal financial controls.
Attain clean audit for the Corporate Finance unit.
Proactively address adverse audit findings, ensuring no repeats.
Maintain a risk register.
Forecast cash requirements on a daily, annual, monthly and quarterly basis.
Submit the monthly and quarterly financial reports for each JRA department as well as finance sub departments.
Ensure that all capital expenditure is correctly accounted for per capital project.
Confirm that all the correct documentation has been processed for each payment to the service provider.
Ensure that the Costing of maintenance for JRA as well as Revenue generating activities are costed and the works order closed.
REQUIREMENTS AND SELECTION CRITERIA
B. Com Accounting or relevant NQF level 7 equivalent.
10 years’ experience in a finance environment, inclusive of 5 years’ experience at middle and senior management level, of which 1 year must be at senior management level.
Public sector experience.

MANAGER: LEGAL (REF: 06/2022/46)
SALARY: R 1,225 518.80 – R 1,802 165.58 PER ANNUM TCTC (ALL-INCLUSIVE PACKAGE)
KEY RESPONSIBILITIES
Ensure that the contracts entered into by the business are legal, commercially sound and mitigate risk.
Direct and oversee that the JRA is represented as and when required before statutory bodies (e.g. Office of Public Protector).
Direct and oversee that instruction to attorneys acting on JRA’s behalf are given timeously.
Drafting legal opinions to the business on multi-disciplinary areas of the law.
Direct and oversee the provision of a legal advisory service to the business on multidisciplinary areas of law.
Direct and oversee the legal compliance on all items in the departmental business plan which will contribute towards IDP achievements.
Advise on by-law monitoring, contract management monitoring, supply chain management legal issues compliance, legal advisory services on special projects, on legal compliance, and on litigation risk management.
Oversee and manage all public liability claims.
Submit quarterly report on public liability claims to BPM & TQM unit
Provide report to the Audit & Finance Committee on litigation matters for the annual financial report
Public Liability Claims Management of public liability claims instituted against the JRA with a view of mitigating financial and reputational risk.
REQUIREMENTS AND SELECTION CRITERIA
LLB degree or relevant NQF level 7 equivalent.
8 years’ experience in the legal environment, inclusive of 5 years in a middle management position and inclusive of 3 years post article.
Admission as an attorney/advocate will be an added advantage.

PLANT MANAGER: ASPHALT PLANT (REF: 08/2022/47)
SALARY: R 1,013 633.68 – R 1,484 337.90 PER ANNUM TCTC (ALL-INCLUSIVE PACKAGE)
KEY RESPONSIBILITIES
Develop the annual operational plan for the depot aligned to the key performance indicators for the regions.
Report on operational progress in terms of the business and operational plans for the unit.
Direct and oversee the implementation of the operational policies and procedures for depots.
Review all policies, procedures and processes to ensure compliance to legislation, regulations and best practice standards.
Make recommendations to the Ops Manager: Strategic Assets on changes that need to be made to policies and procedures.
Ensure effective mechanisms for immediate incorporation of changes or new standards and regulations to ensure compliance.
Direct efficient measures to ensure compliance by contractors
Ensure communication to external stakeholders (utilities, agencies, contractors, suppliers etc.) is maintained to create an understanding of operational needs and requirements, abilities of the depot and service delivery issues as defined by the JRA operational parameters.
Direct and ensure adequate measures for the management and monitoring of contractors to ensure compliance to contractual agreements as defined in the JRA operational parameters.
Control the implementation of the SLA within the designated area to ensure an effective roads and stormwater network.
Ensure quality of work and that standards are communicated and met.
Manage area inspections to ensure that both proactive and reactive inspections are carried out.
Productivity and quality on Asphalt products and services.
REQUIREMENTS AND SELECTION CRITERIA
Bachelor’s degree / B-Tech in Mechanical Engineering / Industrial Engineering / Electrical Engineering or relevant NQF level 7 equivalent.
ECSA candidate registration
8 years’ experience in the discipline, inclusive of 5 years at middle management level

ASSISTANT MANAGER: TRAFFIC SIGNALS MAINTENANCE (REF: 08/2022/48)
SALARY: R 699 495.26 – R 1,013,130.26 PER ANNUM TCTC (ALL-INCLUSIVE PACKAGE)
KEY RESPONSIBILITIES
To manage the day to day activities and routine maintenance programmes of the Traffic Signal Maintenance division including contractors, so that the objectives of the JRA are met.
To insure that the service delivery requirements are achieved within the approved budget and to ensure that work is done according to JRA standards and SARTSM.
Implement the development of the infrastructure maintenance management system.
Manage all public complaints via standby phone on a 24-hour basis.
Ensure that the contractors comply with contractual agreements.
Monitor compliance with Service Level Agreements and introduce the corrective steps.
Ensure that the correct financial and costing information is provided to the manager.
Perform an annual competency assessment prior to the compilation of IDPs for each individual on an annual basis.
Resolve all grievances within the specified number of days. Ensure that all fault log records are kept up to date at all times.
Track milestone achievement against the sub-unit’s operational activities.
Monitor compliance with the sub-unit’s budget. Identify and manage the operational risks of the sub-unit and make inputs to the operational Risk Register.
Contribute to the coordination of assurance activities to ensure the effectiveness of controls, for the sub-unit.
Oversee talent management for the sub-unit in terms of recruitment, retention and individual skills development.
Report on compliance with the Municipal Finance Management Act (MFMA) and highlight instances of non-compliance.
Contribute to the stakeholder identification process from a sub-unit perspective.
REQUIREMENTS AND SELECTION CRITERIA
Bachelor’s Degree/B Tech in Electrical Engineering or relevant NQF Equivalent.
ECSA registration as a Professional Engineering Technician (Pr Techni Eng) or higher Pr registration.
Driver’s license.
5 years’ relevant experience in traffic signal maintenance, inclusive of 3 years in a supervisory role.
