OPERATIONS MANAGER: ASPHALT PLANT (REF: 04/2021/25) 
SALARY: R 1, 370 176.67 – R 2, 020 839.22 PER ANNUM TCTC (ALL- INCLUSIVE PACKAGE) (12 MONTHS FIXED TERM CONTRACT) 
 
KEY RESPONSIBILITIES 
 Develop the strategy for the Asphalt Plant ensuring the plant is operated efficiently and in line with international best practice standards.
 Develop clear and detailed commercial, operations and maintenance plans for the Plant and ensure and efficient integration of workflow across the three functions.
 Develop and oversee the implementation of an annual Operational plan for the Plant ensuring efficient quality of the products mix within required budget and schedule.
 Provide input in the Commercial business development plan to assist the Head of Regional Operations to create and maintain a viable Asphalt sales business.
 Develop detailed plans to ensure the development of capacity and capability to ensure that the Plant fully utilised.
 Explore and introduce the latest technology and Asphalt designs ensuring designs are environmentally sensitive and appropriate for use within South Africa.
 Develop training guides for the Commercial, Operations and Maintenance teams ensuring all resources are adequately skilled and enabled to deliver on the strategy and operational plan.
 Design and implement Plant safety procedures incorporating these procedures into the employee training guides and monitoring compliance.
 Contribute to the development of the JRA business strategy and Service Delivery Budget Implementation Plan (SDBIP) to ensure alignment with the City of Johannesburg’s Growth and Development Strategy (GDS) and strategic priorities.
 Identify, update and manage the strategic and operational risks of the business unit and make inputs to the Operational Risk Register.
 Enforce legislative compliance from a business unit perspective.
 Provide management reports so that internal and external stakeholders are informed of performance progress and relevant issues of the business unit.
 Monitor and report on risk and mitigation within the business unit.
 
REQUIREMENTS AND SELECTION CRITERIA
 B-Tech/ BSc Degree in Electrical or Mechanical or Civil Engineering.
 ECSA Candidate registration.
 10 years’ experience in Operating an Asphalt Plant or Major Plant electrical maintenance environment, inclusive of 3 years’ supervisory experience.

ASSISTANT MANAGER: ELECTRICAL MAINTENANCE (REF: 04/2021/26 ) 
SALARY: R 646 599.88 – R 935 474.04 PER ANNUM TCTC (ALL- INCLUSIVE PACKAGE) (12 MONTHS FIXED TERM CONTRACT) 
 
KEY RESPONSIBILITIES 
 Ensure the electrical maintenance of the Asphalt plant and transfer skills on all electrical related maintenance activities to the maintenance team.
 Identify areas that can be optimized that will lead to improved quality of the health & safety status and plant performance requirements.
 Develop and implement maintenance methods and procedures in liaison with the Asphalt plant management to improve quality of output, health & safety and plant performance.
 Develop and implement maintenance methods and procedures of electrical equipment.
 Develop standard procedures for regular maintenance requirements, planned maintenance and preventative maintenance using proven methods.
 Develop an electrical m.56aintenance plan.
 Diagnose all electrical problems.
 Ensure adherence to procedures and systems for all maintenance works.
 Develop procedures to timeously procure quality and relevant electrical component is for the Asphalt plant and maintain an inventory of components on hand.
 Develop a procedure to assess the quality of electrical components.
 Recommend the new technology in electrical maintenance field and update all relevant procedures and plans after approval.
 Develop integrated work schedules to ensure effective skills transfer and on-the-job exposure.
 
REQUIREMENTS AND SELECTION CRITERIA
 B-Tech/ BSc Degree in Electrical Engineering.
 ECSA Candidate registration.
 5 years’ experience in Asphalt plant or major plant electrical maintenance environment, inclusive of 3 years’ supervisory experience.

KEY RESPONSIBILITIES 
 Ensure the mechanical maintenance of the Asphalt plant and transfer skills on all mechanical related maintenance activities to the maintenance team.
 Identify areas that can be optimized that will lead to improved quality of the health & safety status and plant performance requirements.
 Compile investigation reports and share expertise with the team.
 Develop and implement maintenance methods and procedures in liaison with the Asphalt plant management to improve quality of output, health & safety and plant performance.
 Mechanical Maintenance of the Asphalt Plant and mechanical equipment.
 Develop a mechanical maintenance plan.
 Diagnose all mechanical problems.
 Ensure adherence to procedures and systems for all maintenance works.
 Develop procedures to timeously procure quality and relevant mechanical components for the Asphalt plant and maintain an inventory of components on hand.
 Keep abreast with latest technology on mechanical engineering and maintenance.
 Recommend the new technology in mechanical maintenance field and update all relevant procedures and plans after approval.
 
REQUIREMENTS AND SELECTION CRITERIA
 B-Tech/BSc Degree in Mechanical Engineering.
 Government certificate of competency (GCC).
 ECSA Candidate registration.
 5 years’ experience in Asphalt plant or major plant mechanical maintenance environment, inclusive of 3 years’ supervisory experience
