JPC is an entity of the City of Johannesburg, responsible for the enhancement of the CoJ’s property portfolio by leveraging the properties and its employees to maximise the social, economic, and technological advancements to achieve CoJ’s strategic priorities and service delivery objectives. ASSISTANT MANAGER: CLEANING SERVICES X2

Minimum Requirements 
  • Matric/Grade12 plus a National Diploma in Property Management/Facilities Management/Business Management. 
  • Training in cleaning techniques, safety regulations and management or related field will be an added advantage.

Experience
  • 4-5 years’ experience in property/facilities/cleaning management 
  • 5-6 years’ experience supervising a cleaning team. 
  • Experience in cleaning operations and commitment to providing high quality service.

Primary Function: 
The Assistant Manager cleaning is responsible for coordinating the activities of Public Conveniences and provides operational and management functions that expedite and streamline cleaning services, maintenance, repairs, work orders and support public convenience staff to ensure that Public Conveniences are efficiently and effectively operated. 
 
Key Performance Areas 
Cleaning Services Operations Management 
  • Ensure that PC’s are clean and hygienic at all operational time 
  • Ensure compliance with all Company policies and statutory regulations relating to Healh & Safety, safe working practices hygiene, cleanliness and fire in relation to PC’s. 
  • Develop and Implement daily/weekly/monthly cleaning schedules and daily/weekly/ maintenance schedule . 
  • Ensure that all materials e.g. toilet papers and chemicals are ordered timeously for Cleaning staff to perform their duties effectively. 
  • Ensure timeous delivery of cleaning materials. 
 
Maintenance Management 
  • Ensure that day to day facilities maintenance is carried out timeously, efficiently and effectively. 
  • Develop and Implement daily/weekly/monthly cleaning schedules and daily/weekly/ maintenance schedule. 
  • Ensures that all outsourced maintenance management activities are aligned with the maintenance management plan. 
  • Report immediately any incidents of accident, fire, theft, loss, damage or other irregularities and take such action as may be appropriate. 
  • Ensures that high-priority maintenance work is accomplished within required timelines. 
  • Keep accurate records of maintenance issues or concerns related to the cleaning process. 
 
Health & Safety Compliance Management 
  • Ensure compliance with all Company policies and statutory regulations relating to Health & Safety, safe working practices hygiene, cleanliness and fire in relation to PC’s. 
  • Overseeing cleaning practices and ensuring that the team follows safety guidelines to prevent accidents or exposure to harmful substances. 
  • Ensures that the cleaning staff uses the proper cleaning materials, handles chemicals correctly and wears personal protective equipment (PPE) where necessary.

  • Responds to stakeholder needs in a generic way, irrespective of varying stakeholder needs.

CHIEF FINANCIAL OFFICER 
Reporting to : Chief Executive Officer

Remuneration : Minimum of R2 148 405.00 (All- inclusive package per annum) 
 
As the Chief Financial Officer you will be required to develop and implement the financial sustainability strategy, policies and guidelines of the Joburg Property Company (JPC) and the City. Ensure overall optimisation of JPC Financial Services management value chain, through effective strategic planning, directing, alignment of functional management frameworks and operational delivery of the JPC Departments. Provide sound, complete and accurate financial management in accordance with relevant prescripts and finance the strategic plans, objectives of the JPC to achieve sustainable financial health, accelerated capital investment and service delivery. 
 
MINIMUM REQUIREMENTS 
  • Bachelors Degree in Finance or Accounting or Economics, or equivalent qualification – with 360 credits as recognised by SAQA at (NQF Level 7). 
  • Professional Certification as a Chartered Accountant with the South African Institute of Chartered Accountants or 
  • Professional Registration with Auditing Professional Institute. 
  • Property Development Programme certificate and experience in Property Management will be an added advantage. 
  • A Municipal Executive Financial Management certificate , National Treasury minimum levels. 
 
EXPERIENCE
  • At least ten (10) years’ relevant finance experience, of which a minimum of five (5) years must be at senior management level within a finance department, including exposure to internal and external audit planning, and prior direct reporting to a Chief Financial Officer or equivalent; 
  • Knowledge and experience in Public Sector Audit processes. 
  • Knowledge and experience of Public Private Partnership (PPP) and Public Sector Supply Chain processes will be an added advantage. 
 
KEY PERFORMANCE AREAS

BUDGET MANAGEMENT 
  • Lead and manage the budget preparation, adjustment and implementation process. 
  • Support the lines of business in ensuring that the budget is aligned to the relevant policies and the and Service Delivery, and JPC Budget Implementation Plan. 
  • Oversee capital and operational budget expenditure. 
  • Monitor and manage irregular, unauthorized and/or wasteful expenditure. 
 
FINANCIAL MANAGEMENT 
  • Ensure that budget is spent cost-effectively. 
  • Ensure effective corporate governance within the MFMA as a basis. 
  • Design and implement financial model and measures for the division. 
  • Continuously align budget and expenditure with strategic outlook of business unit 
  • Provide guidance, direction and support to management and staff on HR budget allocations and usage. 
 
REVENUE MANAGEMENT 
  • Develop and manage JPC’s system for managing revenue, including billing, collection and debt recovery in line with legislative requirements and relevant standards. 
  • Develop and implement appropriate strategies for enhancing the revenue collection capacity of JPC. 
 
REPORTING
  • Ensure JPC financial records are kept in line with applicable norms and standards. 
  • Ensure reporting on a quarterly basis for Chairman, stakeholder assessment and Group Audit (CoJ). 
  • Report into Company Audit Committee for the Group and JPC. 
 
SUPPLY CHAIN MANAGEMENT 
  • Develop and implement a supply chain management strategy for the JPC 
  • Develop / review JPC’s supply chain management policies and procedures 
  • Monitor, evaluate and report on level of compliance to the supply chain management policy and procedures. 
  • Develop and manage the implementation of a procurement plan and strategy for JPC 
  • Oversee the maintenance of registers to support the supply chain management process. 
  • Implement and monitor the implementation of measures aimed at combating the abuse of the supply chain system, e.g. fraud, favouritism, corruption, unfair and irregular practices. 
  • Implement and monitor delegations for supply chain management powers and duties in accordance with Supply Chain Management Regulations 
  • In line with the delegations framework, resolve relevant supply chain management related disputes, objections, complaints and queries. 
 
AUDIT AND ASSURANCE 
  • Ensure 100% clean audit on an annual basis, for investor confidence 
  • Prepare the relevant reports and documents necessary for the carrying out of an effective and efficient audit process. 
  • Analyse the reports and advice of the relevant audit authorities and provide appropriate management responses. 
  • Manage /Coordinate the implementation of specific actions within/related to areas of responsibility as part of the process of responding to audit queries and/or findings. 
  • Managing relevant communications with the Auditor General. 
 
TRANSFORMATION MANAGEMENT 
  • Direct and manage transformation initiatives across own department, providing a governance structure that sustains long-term organizational transformation. 
  • Ensure that the approved projects fully achieve the anticipated business benefit. 
  • Ensure deliverables meet schedule, budget and quality goals by working with individual teams. 
  • Develop a plan/approach for the support and promotion of small business in own area. 
  • Assesses the initiatives for their risk and return, reporting on the status of the initiatives. 
  • Serve as a communication medium to the whole organisation and executive sponsors of the transformation. 
 
QUALITY MANAGEMENT 
  • Develop an operational quality management plan for own department is support of JPC’s QMS framework. 
  • Ensure that the performance of the quality management plan is reviewed at planned intervals to ensure its continuing suitability, adequacy and effectiveness. 
  • Ensure assessment of the quality processes focusing on opportunities for improvement and the need for changes to the quality management plan. 
  • Ensure that all new staff are inducted into the requirements of the quality management plan related to their own roles and responsibilities. 
 
PEOPLE MANAGEMENT 
  • Ensure the development of a high-performing team through embedding formal Performance Development and informally coaching management team on how to conduct the process effectively. 
  • Ensure that identified training is budgeted for, and executed. 
  • Establish and maintain a succession plan for the management team in the area using the formal Talent Management process for identified talent and an information process for remaining roles. 
  • Ensure that managers create effective workforce plans and recruitment demands plans for their areas. 
  • Address poor performance of any team member through the formal Performance Improvement process.

Primary Job Function: 
The incumbent will be responsible for identifying, evaluates and onboard suppliers to ensure an organization gets the best goods and services at the best terms. The incumbent will play a crucial role in procurement by finding reliable vendors, maintaining relationships and negotiating contracts to optimize costs, quality and availability. 
 
Sourcing and Acquisition of Goods 
  • Conduct sourcing of quotations and bids as per SCM thresholds 
  • Obtain and evaluate quotations from registered suppliers on the Central Supplier Database (CSD). 
  • Ensure compliance with the Preferential Procurement Regulations, MFMA, Municipal SCM Regulations, PPPFA, CIDB Regulations (where applicable), and the entity’s SCM policies. 
  • Prepare and issue Requests for Quotations and bid documents. 
  • Evaluate processes, including assessments of financial stability and corporate responsibility, help identify and mitigate potential risks associated with suppliers. 
  • Prepare bidding documentation, including specifications (with User Departments) and advertisements. 
 
Supplier Management and Verification 
  • Identifies and mitigates risks within the supply chain. 
  • Verify suppliers compliance on CSD on the following: Tax status, BBBEE status, Director’s information, Bank verification, Municipal rates accounts including Non-award status 
  • Manage supplier communication and correspondence during procurement processes. 
  • Address supplier queries and complains, escalating issues when necessary. 
 
Contracting and Awarding 
  • Prepare letters of award, and regret letters (where required). 
  • Ensure that award information is captured properly in the contract register and/or SCM registers. 
  • Facilitate supplier debriefs on procurement outcomes when required. 
  • Prepare purchase orders once approvals are in place. 
 
Bid Evaluation and Support 
  • Provide administrative support to Bid Specification, Evaluation, and Adjudication Committees. 
  • Compile bid opening registers and ensure proper recording of submissions. 
  • Assist in the drafting of bid evaluation reports based on SCM policies and committee recommendations. 
  • Check bids for responsiveness, completeness, and compliance with mandatory requirements. 
  • In order to ensure that all products and services supplied are awarded in a fair and transparent manner. 
 
Compliance and Governance 
  • Ensure all sourcing activities comply with MFMA, SCM Regulations, PPPFA, Preferential Procurement Regulations, Treasury Instruction Notes and SCM Policies and procedures. 
  • Identify irregular procurement risks and report non-compliance to the SCM Senior Manager/Manager. 
  • Ensure proper segregation of duties between sourcing, evaluation, and contract award. 
  • Ensure ethical behaviour throughout the procurement process, including fair treatment of suppliers and avoidance of conflicts of interests. 
 
Records and Reporting 
  • Maintain complete and audit-ready procurement files. 
  • Prepare monthly SCM sourcing reports for submission to the SCM Senior Manager and CFO. 
  • Ensure proper filing of bid notices, opening registers, evaluation documents, and award notices.

Minimum requirements:

Primary function: 
To oversee and control the strategic management of the Finance Department and to attain the required or set goals of the finance division. Line management of all staff within the department, with an exception of procurement, Senior Manager and General Manager: Finance.

  • Compile & verify financial statements on a monthly & annual basis for JPC &COJ (Portfolio), provided to National Treasury, the Board/Exco (JPC). 
  • Approving manual invoices/credit notes/purchase orders/payments to creditors and bank transfers & allocation of income & expenditure items to correct GL codes. 
  • Compiling and reviewing VAT and Capex reports& returns to SARS. 
  • Ensure month end payable invoices are correctly prepared & processed and statements and billing runs are correct & produced. 
  • Reviewing/compiling monthly and rolling cash flow for financial year.

Primary Function 
The incumbent will be responsible for overseeing all aspects of contract management, including administration, governance and compliance, ensuring contracts are accurately recorded, updated and managed effectively. Contract Administration and Compliance 
  • Facilitate contract handover meetings with user departments, service providers, and SCM officials. 
  • Ensure that all contracts are managed according to their terms, conditions, and applicable legislation.

Record Keeping and Reporting

Contract Performance Monitoring 
  • Monitor contractor performance against delivery schedules, and SLAs or applicable agreement. 
  • Conduct regular contract performance review meetings with User Departments and suppliers. 
  • In consultation with Legal Services Department, issue non-performance notices, penalties, or breach notifications when required. 
  • Ensure timeous renewal or termination of contracts. 
 
Financial and Legal Compliance 
  • Ensure compliance with the MFMA, Treasury Regulations, SCM Regulations, PPPFA, Preferential Procurement Regulations, and CIDB Regulations. 
  • Verify price adjustments, escalation clauses, contract variations, and amendments in line with MFMA Circular 62. 
  • Ensure that expenditure is linked to approved budget votes and reflected in the contract register. 
  • Monitor contract spend against award value and prevent overspending. 
  • Investigate irregular expenditure arising from contract management and make recommendations. 
 
Contract Risk Management 
  • Identify contract-related risks and assist in developing mitigation measures.

  • In consultation with the User Department and Legal Services Department vet contracts, draft amendments, and review dispute matters.

Primary function:
