SCM CONTRACT ADMINISTRATOR
(R20 633.74 - R27 157.85) Basic Salary excluding benefits
 
JOB PURPOSE
Under direct supervision of the Senior Manager SCM; Implement the Supply Chain Policy plus oversee the SCMcontracts administration function through ensuring that all service providers enter into contracts with clear servicestandards, effectively monitor the compliance by service providers to the SLA terms and managing the contract termsin line with the provisions of applicable laws and SCM regulations.
 
 
DUTIES AND RESPONSIBILITIES
Facilitate procurement of goods and services in terms of MFMA Act, PPPFA, BBBEE Act and approved contract.Review contracts for SCM compliance. Advices on best method of procurement in line with regulations. Implement the operational requirements of the SCM Policy through processes. procedures and systems. Participate in thepreparation of RFPs and tender specifications. Monitor and report on irregular, fruitless and wasteful expenditure oncontracts. Implementation of contract management policy and business processes. Maintain an effective and accurate contracts register. Analyse and reconcile contractual payments and obligations. Effective filing and record keeping of supply chain documents. Guide and support user departments on supply chain contract management procedures and processes. Monitor supplier performance. Manage contract variations and amendments. Review all contracts on monthly basis. Maintain SLA's and contractual agreements. Perform miscellaneous job-related duties as assigned.
 
 
QUALIFICATION AND EXPERIENCE
• Matric / Grade 12
• Bachelor's Degree in Supply Chain, Finance, Commerce or Legal.
• +3 years relevant experience in supply chain contracts administration and / or legal services.
 
TECHNICAL SKILLS
• Strong practical knowledge of government and municipal purchasing practices and procedures
• Application of National Treasury Municipal SCM regulations and other related legislation
• Strong knowledge of contract law
• Skill in preparing and analyzing complex technical specifications and tenders.
