CHIEF FINANCIAL OFFICER
FIVE YEAR FIXED TERM CONTRACT
SALARY PACKAGE: R1 957 185 per annum (Total Cost to Company)
JOB PURPOSE
To manage and provide strategic direction and leadership in the financial accounting and management accounting activities and also assist with business planning to ensure a healthy and sustainable financial results and position.
DUTIES AND RESPONSIBILITIES
• Plan, direct, evaluate and control overall financial plans and policies and accounting for the Joburg Market.
• Take full accountability of Financial Reporting, in-year reporting and annual reporting, specifically applications of IFRS, IAS and GRAP, and also as required by law and by company policy.
• Review and approve requests for financial statements and any other proprietary, confidential, and/or sensitive financial information, the Risk Management Plan, and all reconciliations.
• Direct functions such as; budgeting, forecasting, demand management planning and taxation for JM. Coordinate appropriate accounting and statistical data and procedures for the maintenance of accounting records and the preparation of financial reports, which includes distribution and discussion with internal staff.
• Appraise operating results in terms of costs, budgets, operating policies, trends and increased profit opportunities, and costs minimizing.
• Develop and maintain effective controls over the JM working capital to achieve sound liquidity and solvency of the entity.
• Control ongoing mentoring and on the job training of all financial staff.
• Offer financial advice and guidance to the Chief Executive Officer and the Board of Directors.
• Establish effective working relationship with EXCO, Board of Directors and City of Johannesburg (COJ).
• Facilitate effective interface with the JM Audit Committee, JM Board of Directors and Audit
Committee structures of the City of Johannesburg.
• Implement sound internal control systems as per MFMA and industry best practices and also as recommended by the AGSA and the Internal Auditors.
REQUIREMENTS: QUALIFICATION AND EXPERIENCE
• B Degree in Finance or Accounting
• CA (SA).
• Minimum of Eight (8) to Ten (10) years post qualification experience in a Financial Management role, five (5) of which should be at a Senior Management level.
ADDED ADVANTANGE REQUIREMENTS
• Minimum Competencies for CFO as prescribed in the MFMA-will be an advantage.
• Knowledge of the local government sector.
TECHNICAL SKILLS
• Extensive experience in leading a financial reporting, specifically of IFRS, IAS, and GRAP.
• Experience in leading a financial division / branch and team.
• Knowledge of Local Government processes and reporting cycle.
• Demonstrable understanding of Supply Chain requirements.
• Knowledge of accounting systems and practices.
• Minimum eight years in Financial Management environment.
• Strong business planning, analytical and communication skills.
• Excellent interpersonal skills.
• Extensive experience in application of the Municipal Finance Management Act, and Public Finance Management Act.
• Computerised accounting software skills.
• Up to date knowledge of IFRS, IAS and GRAP.
• Provide executive leadership in the Finance Division / Branch of the Joburg Market, covering: Asset
Management, Revenue Management, Expenditure Management, Planning and Budgeting and Supply Chain Management.
• Provide executive direction to the Supply Chain Management department.
• Coordinate regulatory audit process of JM and be the key liaison with External Auditors.
