PURPOSE OF JOB
In addition, serves as a liaison to the INSETA Board of Directors and Senior Management and coordinates external relations. This position is part of the core organisational support function, specifically support to the CEO and will work closely with the Management (executive) Team by providing administration and an organized way of delivering service from the CEO’s office. Provision of secretarial support to ensure organized and smooth running of the CEO’s office while maintaining the most efficient use of time. The incumbent must also handle sensitive and confidential issues with the utmost discretion. The incumbent should be highly skilled and professional with impeccable attention to detail and the ability to handle all executive support tasks such as managing schedules, travel arrangements, coordinating diaries, minute taking and timeous distribution of documents.
 
KEY PERFORMANCE AREAS - OUTPUTS
 
Administrative Support and Coordination to CEO Office 50%
Diary Management
  • Plan and schedule the CEO’s annual, quarterly, monthly, weekly and daily plans and tasks as required
  • Schedule and coordinate meetings in the CEO’s diaries as required
  • Identify meetings that the CEO cannot attend and recommend alternative attendee as required
  • Manage that meetings are well coordinated and organised including all meeting logistics as required
  • Develop and update the departmental and organisational annual calendar with all key engagements and deliverable deadlines, implement reminders and coordinate that all calendar deliverables are received on time and to standard by the agreed dates
  • Plan and schedule the Executive or Management’s annual, quarterly, monthly, weekly and daily plans and tasks as required
  • Acts as the CEO office gatekeeper and provides alternative options to direct access to the CEO
  • Draft meeting documentation including minutes, agenda’s, matters arising, resolutions and meeting invitations, submit for approval and distribute within agreed turnaround time
  • Ensure the quality of all documentation being submitted to the CEO is as required
  • Coordinate leave applications for relevant staff members and submit to CEO for approval.
  • Ensure smooth daily functioning and operations of the CEO’s office
Secretarial
  • Researches, prioritises and follows up on matters confidential and sensitive as required by the CEO
  • Assist the CEO on administrative requirements within deadlines
  • Attend Board Committee meetings to record proceedings and take minutes for distribution as required
  • Edits and quality assure all external written communications via the CEO Office
 
Coordinate Reporting Activities 15%
  • Coordinate collation and compilation of reports as required
  • Review information provided for reports and check accuracy and completeness
  • Address inaccuracy or missing information with team members as and when required and escalate when necessary
  • Facilitate that reports are submitted on time and to standard
  • Support the CEO in drafting presentations on reports as and when required
 
Stakeholder Management 15%
  • Engage and communicate directly with Board Members, Senior Management and related stakeholders, on behalf of the CEO as required related to CEO Programmatic Initiatives
  • Represent CEO on first contact including responding to communication professionally and building professional and supportive relationships with stakeholders that engage with the CEO on a regular basis as required
  • Build influential relationships with stakeholders to support effective and efficient processing of INSETA requirements as required
  • Resolve stakeholder queries and complaints in a manner that maintains the stakeholder relationships.
 
Travel Coordination 10%
  • Coordinate travel, accommodation and car hire for the CEO as well as Board Members required and as per policy
  • Coordinate that international travel is conducted successfully
  • Coordinate the capture and maintenance of the CEO’s travel logbook
  • Reconcile travel spend with allocated budget monthly.
 
General Administration 10%
  • Provide any other administrative support as and when required
  • Ensure that all documentation is drafted accurately within turnaround time, filed securely and confidentiality is maintained on an ongoing basis
 
REQUIRED QUALIFICATIONS AND EXPERIENCE
Qualifications
  • Minimum Requirement: Grade 12 or equivalent and an NQF 6 qualification in Administration Management or any relevant qualification equivalent to an NQF 6.
  • Preferred Requirement: NQF 7/8 qualification in Business Management or Public Sector Management
 
Experience
  • Minimum Requirement: A minimum of 5 to 10 years relevant experience in supporting Executives in a PFMA environment
  • Minimum 5 years as an Executive Assistant/PA at senior management level. CEO level preferred
  • The candidate much be Well-Groomed and Presentable
  • Preferred Requirement: Relevant experience in a Public Sector/Seta environment
 
REQUIRED KNOWLEDGE AND SKILLS

PURPOSE OF THE JOB
The purpose of the role of the M&E Senior Specialist is to ensure that programs, projects, or interventions are effectively implemented and achieving their intended goals. The responsible candidate will play a critical role in assessing the progress, impact, and outcomes of these activities to provide evidence that helps improve decision-making, accountability, and the overall success of initiatives.  The responsible candidate will be responsible for overseeing all daily work and routine data collection related to monitoring, evaluation, and reporting activities of the various projects, as well as overseeing the formative research, impact assessments, and ongoing learning activities.
 
KEY PERFORMANCE AREAS - OUTPUTS          
  • Provide leadership and mentorship to M&E staff and teams, building their capacity in monitoring, evaluation, and data management.
  • Collaborate with the Finance and Operations, to develop a system to track and report cost-related data for each program element to reinforce financial and budgetary strategies and allocations during planning periods
  • Provide training and development by Organizing training sessions to ensure the development of M&E skills within the team and throughout the organization in line with INSETA’s performance management framework
  • Oversee the stakeholder engagement by working closely with internal and external stakeholders, divisional managers, and employers, to ensure alignment and collaboration on M&E strategies.
  • Quality assurance the development and implementation of systems for accurate data collection, tracking, and reporting.
  • Oversee the performance monitoring of project implementation, ensuring that key milestones and indicators are met.
  • Design systems for collecting reliable data, analyse the data to measure performance, and use the findings to inform stakeholders on the program's success or areas for improvement.
  • Ensure the validity, reliability, and accuracy of collected data.
  • Identify and mitigate risks related to M&E data, methods, and reporting.
  • Prepare detailed reports and presentations based on monitoring and evaluation findings, making sure stakeholders are kept informed about the progress and results of the project.
  • Participate in audits and coordinate with internal stakeholder, the members of the M&E unit, senior management and auditors to ensure that audit relevant information is package timeously and to a professional standard
  • Ensure that M&E activities are compliant with policies and conducted in line with organizational policies.
  • Oversee database management development and maintenance of M&E databases to track program performance and ensure data integrity.
  • Identify and incorporate innovative M&E tools, technology, and methodologies to enhance data collection, monitoring, and reporting processes.
  • Ensure continuous improvement by fostering a culture of continuous learning and improvement, confirming that feedback and lessons learned from monitoring and evaluation are integrated into the program cycle.
  • Oversee the resource allocation of M&E resources (budget, tools, and staff) across programs to ensure efficient and effective implementation
  • Prepare monthly and quarterly performance reports and ensure that they are submitted on time to the relevant organizational submission point
  • Collaborate closely with other technical units to analyze M&E findings, determine any needed adjustments, and identify and disseminate key learning messages/finding to internal and external audiences
  • Ensure continuous M&E and side visits on the first-time applicants and on all other projects of the respective managers
  • Ensure that all expenditure for the unit is accounted for and that all PFMA regulations are adhered to
  • Prepare high-level evaluation reports, progress reports, and impact assessments for executive management.
  • Ensure the effective dissemination of M&E findings to various stakeholders, including key decision-makers and partners.
 
REQUIRED QUALIFICATIONS AND EXPERIENCE
Qualifications
  • Minimum Requirement: Matric (Grade 12) plus NQF Level 7 Degree or Advanced Diploma qualification in Monitoring and Evaluation or equivalent
 
Experience
  • Minimum Requirement: Minimum of 5 years’ experience in a supervisory position in Monitoring and Evaluation field
  • Preferred Requirement:  5 years supervisory experience in the Public Sector environment.

PURPOSE OF THE JOB
  • Responsible for managing the implementation of relevant and applicable legislative compliance framework as well as INSETA financial policies and procedures in achieving strategic Organisational and Financial Objectives.
  • Responsible for managing the execution of operational financial management internal controls, processes and procedures within the finance division including financial planning and budgeting, financial accounting and reporting, performance reporting (internally and externally) , Management and Accounting for Assets, Liabilities , Revenue and Expenditure in line with PFMA and GRAP reporting framework.
  • Responsible for the risk management including implementation of risk mitigation plans within the Finance Division
  • Reporting financial performance and position to the relevant internal and external governance structures.
 
KEY PERFORMANCE AREAS - OUTPUTS
 
Financial Management 50%
General
  • Review and implement accounting policies in line with the legislative guidelines and the relevant financial reporting framework. Manage statutory compliance through submission of all periodic returns and reports to DHET & National Treasury by the legislated dates.
  • Manage the implementation of approved financial policies and procedures.
  • Preparation of interim and annual financial statements
  • Daily, weekly, and monthly review of all accounting records
  • Oversee effective document management processes.
Expenditure and Payables management
  • Review of all expenditure transactions ensuring that payments to be made are valid, accurate and complete
  • Designing processes and controls to ensure that payments are made within reasonable timeframes
  • Review of payments for correct classification of between the 3 segments of administration, discretionary and mandatory grants and/ or capital expenditure
  • Calculate, process and pay mandatory grants within agreed timelines
  • Reconciliation of grant payments to levies received per top employer/ linked employer and submission of same to the employers
  • Engagement with employers regarding all administration or mandatory grant related enquiries (query resolution)
  • Review of mandatory grant payments for accuracy, completeness and validity
  • Monthly review of payroll reports in preparation for salary payments
  • Preparation of monthly payroll journals for recording in the general ledger
  • Monthly review of supplier reconciliations and weekly review of aged listing to prevent transactions from ageing beyond thirty days
  • Review of updates to supplier master data
Revenue, receivables and cash management
  • Calculate all levy and mandatory grant related receivables monthly for updating the accounting records
(Exempt employers, Current & Prior scheme year provisions, Bad debts, Inter-Seta)
  • Review of monthly levy income reconciliations
  • Identification and follow up of small companies
  • Review of weekly bank reconciliations and petty cash count reconciliations
  • Determining cashflow forecast requirements.
Other assets & liabilities management
  • Overseeing fixed asset verification and update of fixed asset register
  • Review of monthly inventory counts
  • Identifying all assets to be disposed/ scrapped/ written off and making recommendations to the CFO for onward communication to relevant committees and the Board
  • Review of all asset and liability reconciliation/s to the accounting records
  • Calculation of payroll related liabilities and receivables
Budgeting
  • Responsible for compilation of the INSETA medium term budget in support of the organisational Annual Performance and Strategic plans
  • Responsible for the annual INSETA budget process, managing alignment of the budgets to the financial strategy and objectives of INSETA
  • Responsible for monitoring and reporting on utilisation of administration budgets through the administration budget variance analysis report submitted as part of monthly management accounts
  • Development of Medium-Term Revenue and Expenditure Budget, cash flow forecasts, Capex budget.
 
Risk Management 5%
  • Identification and assessment of operational risks within the division
  • Design and implement controls to address identified risks and reduce the residual risk ratings 
  • Determine and implement corrective action/s in response to reported internal and external audit findings.
 
Reporting 20%
  • Implement appropriate reporting practices in line with GRAP and PFMA regulations.
  • Support the analysis and interpretation of financial results
  • Report on Financial Performance to the CFO through preparation and submission of monthly management accounts
  • Report on monthly administrative expenditure against approved budgets
  • Review the quarterly financial performance reports to National Treasury and DHET and any other ad hoc financial reports requested from Inseta
  • Prepare and submit information required by National Treasury annually (information on bank accounts, financial statements accuracy, surplus requests)
  • Manage the compilation and submission of interim and annual financial statements and related schedules to relevant stakeholders.
  • Provide financial information for inclusion in the annual report
  • Prepare financial performance reports for submission to Governance Committees through the Office of the CFO
  • Progress reporting on action plans against reported internal/ external audit findings
 
Stakeholder Engagement 5%
  • Responsible for resolution of stakeholder concerns and queries limited to accounts payable and receivable to/from those stakeholders
  • Build INSETA’s credibility and reputation in the sector.

People Management 20%
  • Provide input to the development of an optimal divisional structure
  • Contribute to the optimal design of the organisational structure
  • Develop and monitor division staff KPA’s and performance management, coaching and mentoring initiatives.
  • Identification of required skills and competency gaps
  • Train and develop individual staff members in terms of the performance improvement plans.
  • Manage disciplinary and grievance procedures and incidents.
  • Plan and manage finance staff activity to achieve efficiency in meeting all reporting requirements timely
 
REQUIRED QUALIFICATIONS AND EXPERIENCE
 
Qualifications
Minimum Requirement:
  • Grade 12 or equivalent and an NQF level 7 qualification in Financial Accounting or similar field.
  • Preferred Requirement: BCom Honours in Financial Accounting or equivalent similar qualification plus articles in accounting completed and a Professional registration with an appropriate accounting body (e.g. CIMA, SAICA, SAIPA, IRBA)
 
Experience
Minimum Requirement: 
  • A minimum of 5 years’ proven experience in Financial Management and Accounting at Management level is required.
  • A minimum of 5 years Caseware experience.
  • Applicable experience in the Public Sector environment including knowledge of PFMA and GRAP reporting framework
  • Preferred Requirement: A minimum of 8 + years in financial management and financial accounting level at management level is preferred.
