PURPOSE OF THEJOB
The key purpose of this role is to support the Project Specialist in the Administration of the Skills Programmes, Bursaries, Candidacy, AET, Bursary for Youth and Special Project for Workers.
 
KEY PERFORMANCE AREAS - OUTPUTS
 
Worker Programmes: Project Administration 50%
  • Support the applications process with the employers once the Funding Window has been opened.
  • Prepare recommendation letters for signature by Manager/EMO for the successful applicants.
  • Send the signed recommendations to the successful employers.
  • Liaise with the employers to submit the required documentation for validation.
  • Prepare the final allocation letters for signature by Manager/CFO/EMO and Employer.
  • Continuously update and maintain the project dashboard on learning program progress.
  • Quality assures and check performance report for accurate submission.
  • Performance reporting of all beneficiaries
  • Prepare withdrawals and closure letters for signatures and submit to employers.
  • Assist with travel and accommodation arrangements for the division
 
Contract Administration 20%
  • Contract administration and management
  • Liaise with employer’s to submit the required documentation for payment.
  • Payment requisition submitted to Manager for approval.
  • Submit Invoices to Finance for payment in line with the contract deliverables.
  • Communicating proof payment to employers once funds are disbursed.
  • Quality assure Commitment Reports for accuracy periodically.
 
Performance Reporting 20%
  • Follow up with employers for outstanding documents as required.
  • Ensuring that all required documents are received for employers/providers.
  • Ensure that all project files are up to date with all required, updated documents.
  • Ensure that all set divisional targets are met on time.
  • Provide information and documentation as required by DHET and Internal and External Auditors.
 
Stakeholder Expectation Management 10%
  • Represent Projects on first contact including responding to communication professionally and building professional and supportive relationships with employers
  • Resolve employer queries and complaints in a manner that maintains the stakeholder relationships within the defined timeframes.
  • Schedule support visits to stakeholders as required
 
REQUIRED QUALIFICATIONS AND EXPERIENCE
Qualifications
 
Minimum Requirement: Grade 12 or equivalent is required plus any NQF5 tertiary administration/ project administration / business administration or related qualification.
Preferred Requirement: NQF 6 qualification in Administration and Office Management
 
Experience
Minimum Requirement: A minimum of 1 to 2 years relevant experience in administration
Preferred Requirement: Appropriate experience in the Public Sector environment.
 
REQUIRED KNOWLEDGE AND SKILLS
Knowledge
Minimum Requirement: Knowledge and understanding of the PFMA and NT regulations
Preferred Requirement: Knowledge and understanding of the appropriate legislative and regulatory frameworks. (PPPFA, BBBEE etc.)

PURPOSE OF THE JOB
Provides administrative support services to the Acquisition and supply chain management processes at INSETA for all acquisition transactions up to R500 000.
 
KEY PERFORMANCE AREAS - OUTPUTS
 
Administration of Acquisition Processes 40%
  • Submit RFQ’s to suppliers for goods and services in terms of the INSETA Policies, procedures and SOP’s
  • Assess and submit and evaluation report on the received RFQ’s to SCM Manager for approval.
  • If approved the successful bidder is advised to commence the supply process.
  • Advise unsuccessful bidders vie email or mail depending on the value of the services and goods.
  • Create the contract containing the deliverables and submit to all the relevant parties for signature.
  • Report the contract content to NT for all transactions above R100 000.
  • Provide administration support in the closing of bids above R500 000 and conduct bid screening administration
  • Provide administrative support to BSC/BEC/BAC/Disposal Committee and other Bid Committees for bids above R500 000, including meeting coordination and compiling the BEC minutes
 
Compliance and Reporting 20%
Provide administrative support to ensure that the required information and documentation is provided during internal and external audits.
 
Stakeholder Management 20%
  • Advertise bids and RFQs on e-Tender Portal and Government Bulletin
  • Address and resolve Stakeholder engagement queries and concerns
  • Engage re-actively with service providers listed on the supplier database
  • Attend tender briefing sessions with potential service providers as required.
  • Administration of internal supplier database.
  • Communicate with internal- and external service to inform and advise of new developments or information distribution.
 
Records Administration and Support 20%
  • Ensure that filing systems and updated and maintained
  • Provide information from records and database as required by stakeholders.
 
REQUIRED QUALIFICATIONS AND EXPERIENCE
 
Qualifications
Minimum Requirement: A Grade 12 or equivalent plus a financial / SCM / Legal / Business Admin qualification equivalent to an NQF 5 or higher.
Preferred Requirement: NQF 6 qualification in SCM/Procurement
 
Experience
Minimum Requirement: A minimum of 1 to 2 years relevant experience in administration of SCM and payments in a PFMA environment
Preferred Requirement: Relevant experience in the Public Sector environment.

PURPOSE OF THE JOB
  • Responsible to support the Financial Manager in the implementation of INSETA financial processes and policies in achieving INSETA strategic Financial Objectives, in line with the PFMA.
  • Responsible to execute on all Financial Accounting processes including controls within the finance division   including budgeting, transaction processing, recording and reporting, financial performance reporting (internally and externally), Revenue and Expenditure Management in line with PFMA and GRAP.
  • Responsible to identify operational risk indicators within Finance, in line with PFMA regulations and applicable legislation.
 
KEY PERFORMANCE AREAS - OUTPUTS
 
Financial Accounting 60%
General
  • Implement accounting policies in line with the legislative guidelines and the relevant financial reporting framework.
  • Prepare all periodic returns and reports to DHET & National Treasury for review and submission by the legislated dates
  • Implement approved finance policies and operating procedures.
  • Monitor the financial administrator’s compliance with approved financial policies and procedures.
  • Support the review of all accounting records monthly
  • Adhere to document management processes
 
Expenditure and Payables management
  • Support the review of all expenditure transactions ensuring that payments to be made are valid, accurate, complete
  • Implement and execute processes and controls to ensure that payments are made within thirty days
  • Monitor preparation of the administration expenditure supplier invoice register to ensure its completeness and accuracy
  • Follow up and resolve queries on delayed invoice payments
  • First level review of supplier invoices for validity, accuracy before payment
  • Classification of administration and capital expenditure according to the chart of accounts
  • Prepare supplier reconciliations
  • First level review of updates to supplier master data
  • Maintain a schedule of administration related liabilities
 
Revenue, receivables and cash management
  • Review of weekly bank reconciliations
  • Custody of petty cash, cash counts and preparation of related petty cash reconciliations
  • Maintain a schedule of prepaid expenses, staff receivables and other administration related receivables
  • Maintain a schedule of interest received and other administration related income
  • Identify potential cash surpluses or shortfalls
 
Other assets & liabilities management
  • Lead periodic fixed asset verification/s
  • Maintain an up to date fixed assets register
  • Prepare depreciation calculations and relevant journals
  • Reconcile Assets register against TB and GL
 
Budgeting and Reporting 30%
  • Provide input regarding expected administration expenditure and income for future periods as part of the seta wide budget process
  • Implement appropriate reporting practices in line with GRAP and PFMA regulations.
  • Assist with the reporting on Financial Performance to the CFO
  • Compilation and collation of monthly management reporting supporting information
  • Report on monthly administrative expenditure against budgets
  • Prepare and submit information required by National Treasury annually (information on bank accounts, financial statements accuracy, surplus requests)
  • Respond to ad hoc requests from parliament (parliamentary questions)
  • Compilation and submission of annual financial statements and related schedules to relevant stakeholders
  • Assist the finance manager to provide financial information for inclusion in the annual report
  • Progress reporting on action plans against reported internal/ external audit findings
 
People Management 10%
  • Develop and monitor division staff KPA’s and performance management, coaching and mentoring initiatives.
  • Identification of required skills and competency gaps
  • Train and develop individual staff members in terms of the performance improvement plans.
  • Manage disciplinary and grievance procedures/ escalation of incidents involving immediate subordinates
  • Plan and manage immediate subordinates activities to achieve efficiency in meeting all reporting requirements timely
 
REQUIRED QUALIFICATIONS AND EXPERIENCE
 
Qualifications
Minimum Requirement: An NQF level 6 qualification in Financial Accounting, Auditing or equivalent
Preferred Requirement: B.Com Honours in Accounting or equivalent plus completed articles and a Professional registration with an appropriate accounting body (e.g. CIMA, SAICA, SAIPA, IRBA)
 
Experience
Minimum Requirement: 
  • A minimum of 3 years’ experience in financial accounting is required.
Preferred Requirement
  • A minimum of 3 years in financial accounting environment.
  • Applicable experience in the Public Sector environment including knowledge of PFMA and GRAP.
  • Extensive knowledge of Caseware.
  • Knowledge of preparation of Annual Financial Statements.
  • Experience and knowledge in dealing with Auditors (both internal and external).

  • Responsible for the strategic leadership to INSETA and the Insurance sector in line with achieving the objectives of the SDA and the NSDP.
  • Responsible to build and maintain the value proposition to the stakeholders and enable in ensuring that skills development objectives in the sector are achieved.
  • Responsible to provide strategic research informing the INSETA Strategy formulation to achieve the Skills Development Mandate
 
KEY PERFORMANCE AREAS - OUTPUTS
 
Design and implement the INSETA Skills Planning Strategy 20%
  • Develop and implement a Skills Development Framework to advise sector employers on the benefits of partnering with INSETA
  • Integrate the compliance requirements into the Framework to ensure registration of an entity occurs in line with regulations under the Skills development Act
  • Plan the interaction with both Levy paying and non-levy paying stakeholders
  • Engage with key decision makers within the Insurance Sector to promote the skills development mandate.
  • Responsible to ensure that the stakeholder relationships are maintained in line with the INSETA values and business ethos
  • Oversee the implementation of execution standards and procedures in line with the SDR requirements in the Skills Division.
  • Support and guide the organisation in achieving the outcomes of the Regulations related to the Skills Development Act and Skills Development Levies Act.
  • Design, implement and ensure the execution of the quality management systems and processes in the Skills Division.
  • Measure the execution performance via the quality management systems in the Skills Division.
  • Identify and mitigate any related risks in execution of the objectives.
  • Investigate and report on any irregular, unauthorised, fruitless and wasteful expenditure in the Skills Division.
  • Manage the contracts within the division for compliance and execution as well as advise the COO on risks with their mitigations.
 
Manage the Skills planning Performance objectives 25%
  • Set and communicate Divisional Targets and Objectives in support of the Strategic Plan and the APP
  • Measure and define actual vs planned performance on a quarterly basis in the Skills Division.
  • Produce the quarterly report for submission to Executives and MANCO.
  • Establish an action plan based on the feedback to address any performance variance
  • Identify emerging risks which could be causing any variances for risk register updates
 
Responsible to manage the process of developing and implementing the Sector Skills Plan 15%
  • Review and apply the updated DHET framework informing the SSP design
  • Conduct research to inform and develop the SSP
  • Manage Research teams to collect and collate research information for the SSP
  • Liaise with Sector and facilitate focus group interventions with strategic sector role players
  • Produce first draft SSP and present to MANCO, Board and Board Sub-Committees
  • Submit SSP to the DHET on the prescribed deadline date
  • Receive feedback from DHET for consultation and further refinement of SSP
  • Submit final SSP to DHET by prescribed deadline date.
  • Advise the CEO and COO office on research findings
  • Facilitate Strategic discussions with all divisions in relation to the planning of Performance targets in relation to the research findings
  • Ensure alignment between the SSP, SP and APP.
 
Manage the Establishment of the Research Centres of Excellence to inform the Research Strategy 10%
  • Manage the Research Centres of Excellence contracted with INSETA.
  • Develop a measurable service level agreement with all Research Centres to ensure that INSETA derives value for money from the research centres.
  • Establish Research steering committees comprising of all INSETA Research partners from all provinces.
  • Report on all Research partners contribution to the INSETA Research Strategy and Agenda quarterly.
 
Stakeholder Management 10%
  • Give input into the development of the INSETA Strategy, Operations Plan and policies
  • Maintain ongoing relationship with senior officials, Directors, CEOs and Head of Learning within INSETA registered businesses.
  • Establish quarterly stakeholder engagement sessions as part of the Skills Planning mandate to ensure and maintain a strong relationship with registered stakeholders of INSETA
  • Provide advice, support to Employers regarding matters related to WSPs & ATRs and SETA Transfers
  • Address and resolve Stakeholder engagement queries and concerns.
  • Engage with and attend tender briefing sessions with potential service providers to ensure understanding and provide clarity on specific tenders as required.
  • Sitting on BSC, BEC and BAC committees as and when required
  • Representing the organisation within various committee structures as requested by the CEO.
 
People Management 10%
  • Setting and communicating of divisional and individual performance objectives and targets to MANCO.
  • Identification of required skills and competency gaps within the Skills Division.
  • Train and develop individual staff members in terms of the performance improvement plans within the Skills Division.
  • Manage all disciplinary and grievance procedures and incidents in the unit.
 
Financial Management 10%
  • Prepare and manage all operational budgets within the Skills Division.
  • Provide input into variance reports quarterly
  • Manage operational & project budgets within the Skills Division.
  • Prepare an operational plan annually on the management of divisional budgets and submit to MANCO and then COO for approval.
  • Manage budget expenditure and report on any irregularities
 
REQUIRED QUALIFICATIONS AND EXPERIENCE
Qualifications
Minimum Requirement: NQF Level 7 – Bachelor Honours Degree plus a Post Graduate Diploma (Social Sciences/ HR)
Preferred Requirement: Bachelor Honours Degree
 
Experience
Minimum Requirement: Minimum of 10 years’ experience in the Skills Development environment and 5 years in Management.
Preferred Requirement: Applicable Management experience in the Public Sector/Seta environment.
 
REQUIRED KNOWLEDGE AND SKILLS
Knowledge
Minimum Requirement
  • Knowledge and understanding of the SDA, SDLA, Tax Act, SETA Grant Regulations, DHET Guidelines for SETAs,  PFMA and NT regulations
