The Information Regulator (Regulator) is a juristic person established in terms of Section 39 of the Protection of Personal Information Act 4 of 2013 (POPIA) which enjoins the Regulator to be independent and impartial and to perform its functions and exercise its powers without fear, favour or prejudice. It is accountable to the National Assembly and has jurisdiction throughout the Republic of South Africa. The Regulator is responsible for the promotion and protection of the right to privacy as it relates to the protection of personal information and right of access to information. In this regard, it exercises its powers and performs its functions in accordance with POPIA and the Promotion of Access to Information Act 2 of 2000 as amended (PAIA). The Regulator consists of five (5) Members namely: the Chairperson and four (4) ordinary Members appointed by the President of the Republic of South Africa for a five (5) year term. The Chairperson and two (2) ordinary Members are appointed on a full-time and the other two (2) Members on a part-time basis. Section 47 of POPIA empowers the Regulator to establish its own administration to assist it in the performance of its functions. In this regard, the Regulator must appoint the Chief Executive Officer (CEO) and other staff members to assist it in the performance of its functions. The Head Office of the Regulator is situated in Woodmead, Johannesburg. INTERNAL/EXTERNAL ADVERT
SENIOR COMPLAINTS AND INVESTIGATIONS OFFICER: PAIA (1 POSITION)
REFERENCE: IR1/10/2025
CENTRE: HEAD OFFICE: WOODMEAD, JOHANNESBURG
SALARY LEVEL: 11
SALARY: R 896 436.00 (all-inclusive package and not negotiable)
The successful candidate will be required to sign a performance agreement annually.
REQUIREMENTS
- Matric certificate plus an LLB Degree as recognised by South African Qualifications Authority (SAQA);
- Minimum Five (5) years post qualifications’ experience in Conducting Investigations, of which three (3) years must be at Junior Management, preferably in a Regulatory environment;
- Admission as a Legal Practitioner will be an added advantage; and
- Driver’s license will be an added advantage.
SKILLS AND COMPETENCIES REQUIRED
Knowledge of Protection of Personal Information Act No. 4 of 2013 and its Regulations, Promotion of Access to Information Act 2 of 2000 and its Regulations, the Constitution of the Republic of South Africa Act 108 of 1996, Promotion of Administrative Justice Act 3 of 2000 and a good knowledge and understanding of the law of evidence.
Candidate must be able to work under pressure, able to work independently and within a team, and able to conduct basic research. Must have good office management, administration skill and good telephone etiquette.
Computer literacy with advanced knowledge of Microsoft packages and good typing skills, time management, analytical skills and pay attention to details, Interpersonal relationship, excellent communication (writing and verbal) skills with proven experience in report writing.
KEY PERFORMANCE AREAS
- Manage investigations and provide guidance to Investigation Officers in relation thereto;
- Manage the implementation of the recommendations contained in the investigation’s reports;
- Quality assures and/or draft investigations’ reports;
- Development of tools, procedures, strategies, and policies for successful resolution of complaints;
- Manage and handle complaints;
- Manage resolution of complaints;
- Support Senior Management in interaction with clients and other relevant stakeholders;
- Effectively and efficiently manage all resources allocated to the Sub-Division;
- Liaise directly with various internal and external stakeholders in the pursuit of ensuring compliance with PAIA; and
- Various other duties as may be determined from time to time by the Regulator.
