JOB PURPOSE
The purpose of the position is to provide technical support to the Audit Product Champion (PC) within the Audit Business Unit (ABU), disseminate information, ensure quality in the application of technical processes, provide technical support to auditors and facilitate technical training.

Strategic Function
  • Provide support to the PC in the implementation and monitoring of the business unit (BU) Balance Score Card (BSC) initiatives.
Product Management
Technical Support:
  • Provide support to the PC to address technical queries and escalate queries where necessary and disseminate the information to the relevant stakeholders.
  • Participate in meetings or any other forums to provide technical support and stay abreast of developments with regards to technical committees.
  • Review and coordinate ABU commentary on draft technical documents prior to submission to the PC for final review and sign off.
  • Coordinate the BU approach to quality management for all audits in consultation with the PC.
  • Review and monitor reporting to ensure a basic level of consistency exists to allow for the consolidation of information for general reporting.
  • Coordinate the consolidation and review of BU information for general report and provide support to the PC in the finalisation of the general report final draft prior the central review.
  • Provide assistance to the PC with internal quality and peer reviews.
Technical Training:
  • Provide support in the process of identifying BU training neds as well as monitoring of the delivery of training for the BU.
  • Compile the annual ABU technical training plan.
  • Conduct practical training sessions for audit business units on the AGSA methodology.
  • Provide inputs into the budgeting for all technical training events.
  • Facilitate the scheduling of annual training events in consultation with the relevant internal BUs.
  • Participate, where possible in the delivery of training and evaluation of training material.
Research and Development:
  • Conduct research, review and analysis of legislation, auditing and accounting standards and various internal processes.
  • Apply research outcomes in the formulation of relevant initiatives, project charters and make appropriate recommendations to the PC in accordance with stakeholder requirements and best practice.
  • Formulate technical procedures and guidelines to be followed by the audit staff and develop improved ways of executing the audit.
  • Conduct practical training sessions to the ABU on the new or amended accounting standards and practices.
Learnership Programme Support:
  • Provide assistance to training officer (TO) if separate from PC.
  • Provide support to the training offer in the coordination of the learnership programme.
  • Provide support to the TO with the overview of work management relating to trainee auditors.
  • Monitor trainee’s progress and experience and ensure prompt corrective action in ABU.
  • Respond to management information system (MIS) provided by external “process management” capacity relating to study support.
  • Provide support to the TO with the management of the academic progress requirement and coordinate study support interventions for the trainee auditors.
  • Address trainee auditor queries in conjunction with administrative support and escalate to the TO where appropriate.
  • Provide a channel for the dissemination of information from the internal BUs on matters relating to trainees, in conjunction with administrative support.
  • Assist with the induction of trainees as and when required.
Stakeholder Management
  • Build and maintain positive relationships with internal and external stakeholders such as Trainee Auditor Forum (TAF).
  • Provide technical support and guidance to internal stakeholders on technical matters in order to ensure alignment with the relevant guidelines.
  • Support the PC on the various engagement with stakeholders.
  • Communicate technical processes and requirements to internal stakeholders and ensure understanding of these by all relevant stakeholders.
  • Attend and participate in technical sessions or meetings and upon request by the PC.

GENERAL REQUIREMENTS
Formal Education
  • A minimum qualification of CA (SA) or RGA or ACCA.
Experience
  • A Minimum 5 years’ experience with at least 2 years’ experience operating at an assistant/junior management level.
  • Added advantage: Incumbent currently occupying an Audit Manager role.

Roles & Responsibilities
 
Strategic Function
Support the implementation of the business unit balance score card.
Product Management
  • Information Technology Support:
  • Initial setup of desktop computers with application software of the AG.
  • Setup of desktop computers on AG network for BUMPL users to access AG’s network to be able to receive email and do printing.
  • Create images of different desktop platforms for ease of future installations.
  • Maintain images of desktops with all updated AG software.
  • Reinstallation of software on laptops and desktop computers.
  • Fault finding and fixing.
  • Repairs where applicable.
  • 3rd party engagement (HP, ITECH SA).
  • Installation, diagnostics, troubleshooting any errors.
  • Report any hardware errors to 3rd party (ITECH SA) End User support.
  • Support BUMPL users with any software and hardware related problems reported e.g. Teammate, Windows, 3G Connectivity. Maintenance.
  • Security systems, camera and CCTV monitoring, video recording when required.
  • Access control system Management. 
Asset Management:
  • Ensure that all assets are recorded and barcoded in the asset register. 
  • Issue and replace laptops
  • Perform physical assets verification and submit monthly reports. 
  • Advise staff on proper handling of the assets. 
  • Manage the transfer of the BU assets. 
  • Follow up on missing and damaged assets to ensure they are counted for. 
  • Organize and monitor assets register.

JOB PURPOSE
The purpose of this role is to ensure value for money acquisition and distribution of assets and inventory within the tactical sourcing section in a timely manner and in collaboration with procuring business units. The procurement specialist is responsible to provide and receive, store and issue stationary, laptops and other items from stockroom. To facilitate the disposals. To keep records and compile stock reports. collaboration with procuring business units and to ensure the whole supply chain processes are cost effective, of high quality and in compliance with the SCM policy and procedures.
This position will also support a variety of tactical sourcing transactions by closely working with internal stakeholders to understand the needs of the business to provide appropriate procurement support.

Roles & Responsibilities
 
KEY PERFORMANCE AREAS (KPA’s)
Record keeping

 ¿ Keep records on the use or damage of stock handling equipment.
 ¿ Assist buying team with vouchering and record keeping of the items bought within the BU.
 ¿ Compile inventory register both manually and electronically.
 ¿ Examine and inspect stock items for wear or defects, reporting any damage to supervisor.
 ¿ Update the bin cards as and when receipts and issues are processed. 
 ¿ Keep records of items that are due for disposal and obtain approval for all disposals.
 ¿ Consolidate issues for journal purposes on a monthly basis. 
 ¿ Assesses opportunities to improve and / or innovate on how we remain relevant in our function and what new processes can be explored to improve our value  proposition to the organisation.
 ¿ Ensures compliance to SCM policies on tactical transactions to improve process efficiencies.
Dispatching
 ¿ Process the requests from Business Units in line with SCM policy and procedures.
 ¿ Receive orders of goods and ensure efficient distribution to the relevant business unit.
 ¿ Liaise with other procurement BU counterparts and other internal stakeholders for administration of RFQs.
 ¿ Supports the preparation of the business requirements in line with approved sourcing initiatives. 
 ¿ Ensures effective cost management through challenging supplier pricing where appropriate and improve on system costs.
 ¿ Ensures completeness of documentation, scores of shortlisted suppliers, compliance with respect to scoring and changes / amendments if any are made in    accordance with the policy / procedures.
 ¿ Assist in creating the stock expiry reports and assets disposal schedule. 
 ¿ Assist the Stores and Asset and Logistics Manager with the preparation for disposal plan.
 ¿ Physically remove all items identified and prepare them for disposal collection.
 ¿ Keep record of all items that have been disposed.

 ¿ Provides support in the supply chain processes within own functional area.

Strategic Function
Provide support with the implementation of the BSC initiatives within the BU.
Product Management
Compliance with all the requirements of international standard on auditing and AGSA methodology which include but not limited to;
Audit Planning:
¿Conduct research in order to gain an understanding of the auditee’s business environment including identification of audit risks and mitigation thereof.
¿Manage the audit objectives, audit approach, focus areas and criteria with the audit team in line with AGSA audit strategy
¿Identify the resources required and recommend to SM the relevant audit team including appointment of specialist staff or contract out.
¿Plan and scope the audit assignment effectively and ensure that appropriate audit components/sections are allocated to the audit team in line with their skill level and areas for development.
Audit Execution:
¿Regular review of the audit working papers in line with the audit methodology and standards and conducting on the job training/coaching training for staff members at lower levels.
¿Review errors identified during the audit and any other relevant audit documents and ensure that adequate reporting on uncorrected misstatements by lower levels.
¿Liaise with the management of the auditee on a regular basis through audit steering committee and ensure timely communication of audit findings to the auditee
Audit Reporting:
¿Review reporting working papers, audit and management report to ensure that it is written in compliance with relevant audit and quality standards and discuss findings with SM
¿Accurate capturing of the audit outcomes and populate the required information for the general report.
Stakeholder Management
Build strategic partnerships with key stakeholders in the auditees to ensure support during the audit process.
¿Ensure a clear understanding of auditees’ business and update the SM with any potential problems identified.
¿Update stakeholder information.
¿Assist in the preparation of presentations on audit reports to SCOPA and parliamentary committees.
People Management

Audit

The purpose of this role is to lead and manage Employee Relations in the AGSA. To develop, drive and monitor strategic employment equity programmes, projects and initiatives for AGSA through the provision of advice to all business units regarding the employment equity strategy and associated legislation, policies, procedures and guidelines.

Roles & Responsibilities
 
Management of Employee Relations and Employment Equity
•    Scan the environment and identify relevant trends and developments;
•    Undertake regular research into new developments in the employment relations field; 
•    Proactively assess and analyse the potential impact of new developments in ER within AGSA, and in collaboration with the management, develop and recommend appropriate responses; 
•    Establish and maintain contact with external ER related organisations and professional bodies
•    Participate in the organisation’s and People Portfolio strategic planning process;
•    Review or where appropriate develop appropriate ER policies and procedures;
•    Perform diligently on all duties assigned by the Business Executive: People Operations.
Provide strategic advisory service, on all employee relations and employment equity related policies, agreements, strategies, procedures and legislation
•    Provide strategic and operational oversight of the Employee Relations strategy for AGSA; 
•    Provide expert and specialist advice to management on HR and ER legal and regulatory compliance including inter alia the LRA, BCEA, Employment Equity, AGSA and applicable conditions of services and the organization’s HR and ER policies and procedures; 
•    Advise senior management on complex Employee Relations matters and on the appropriate approach to effectively dealing with instances of labour unrest;
•    Establish and maintain sound relations within AGSA;
•    Comply, maintain, review and recommend ER Policies and processes;
•    Communicate and guide employees on relevant ER policies and procedures; 
•    Advise on disability and absenteeism management; 
•    Ensure compliance with Occupational Health and Safety Act, COIDA and other relevant Acts; 
•    Participate in various projects as identified in the People Strategy;

Provide a professional dispute resolution
•    Ensure that the AGSA is always well represented at relevant forums, e.g. CCMA, Labour Court;
•    Represent the organisation in dispute resolution processes including mediation, arbitration and negotiation; 
•    Undertake legal analysis and risk evaluation of potential disputes and disputes that are declared to determine the appropriate management strategy:
a.    Conciliation / mediation / settlements 
o    Determining management strategies and options during conciliation and mediation proceedings; 
o    Assisting or representing management in statutory conciliation/mediation/ advisory arbitration proceedings;
o    Assisting the Corporate Legal Services with applying for court orders in the event of non-compliance with settlement agreements by other parties;
o    Assisting the Corporate Legal Services Team in opposing applications for court orders in the event of AGSA’s not complying with settlement agreements due to interpretation or other reasons.

b.    Arbitration and pre-dismissal arbitration 
o    Evaluate disputes and disciplinary cases to determine, in consultation with the Corporate Legal Services, to whom the dispute or pre-dismissal arbitration should be assigned to present management’s case;
o    Assist in the preparation of AGSA’s case, heads of argument and pleadings; 
o    Represent AGSA or actively oversee and advise legal counsel during statutory and non-statutory arbitration or pre-dismissal arbitration proceedings; 
o    Analyse, evaluate and implement arbitration and pre-dismissal arbitration awards to determine possible grounds for rescission or review.
Provide training and development to HCBPs and management of AGSA
•    Analyse internal and external environmental trends and developments, determining related training needs; 
•    Liaise with the POE’s Learning and Development centre in developing and implementing appropriate training strategies on ER based on the outcome of the needs analysis 
•    Ensure continuous training of line managers on policies, procedures and relevant legislation;
•    Provide training to line on ER procedures including how to manage grievances and misconduct, dispute resolution, chairing of disciplinary processes and giving evidence at CCMA
•    Provide training on ER Policies and Procedures for HCBPs

Responsible for the strategic direction and control of the employment equity functionality
•    Undertakes research, benchmark and develops policies and strategy in line with the employment equity and implement EE best practice
•    Provide strategic advice and specialist input where required in order to facilitate appropriate and faster decision making
•    To provide a specialist consultancy service to various business unit leaders and HCBPs on the development and implementation of Employment Equity plans and related policies
•    Responsible for the annual EE statutory reporting
•    Lead establishment and facilitation of the Employment Equity Forum
•    Proactively staying abreast of legislative changes, national and international best practice and ensure employer legislative compliance
•    Represent the AGSA in gathering / meetings convened by the Department of Labour and make contributions on behalf of the AGSA in developing new proposed Employment Equity legislation, amendment and recommendations.
Manage performance and develop Employee Relations and Employment Equity staff members
•    Capacitate the centre by ensuring that the operational team structure is maintained, and the team is appropriately recruited and selected; 
•    Provide opportunities to develop, and adequately train staff members through completion of Personal Development Plans; 
•    Manage individual’s staff performance through the development of performance contracts and through provision of regular performance reviews, based on the contracted performance targets.
Monitoring, Evaluation, Budgeting and Reporting
•    Report to the Head of People Operations on a regular basis on the activities of the ER centre and on matters of substantial importance to ER and EE 
•    Coordinate and prepare quarterly and annual reports on the progress of the centre
•    Maintain accurate records on ER and EE matters and submit high quality reports as required to management and other governance structures 
•    Prepare risk registers for the centre and ensure mitigation of all risks identified 
•    Manage the audit process of the centre with internal and external auditors 
•    Participate in management structures or relevant AGSA committees where required 
•    Provide an oversight role in the management and evaluation of performance by the service providers of the centre
•    Project manage all initiatives and programs within each functional area to ensure on-time and on-budget delivery.
