Synopsis
JOB PURPOSE
  • The Just Energy Investment and Implementation plans (JET-IP) for New Energy Vehicles (NEVs) were approved and presented at COP 27 and 28 respectively in 2022 and 2023. The plans outline the need for investment in NEVs and the associated value chains and to support economic growth, industrialisation, decarbonisation of industries and products, job creation and export potential.
  • The IDC has been tasked with implementing the JET-IP NEV implementation plans over the period (2023 – 2027/8) and establishing a JET Programme Office at the IDC. The IDC has the responsibility to deliver the JET NEV Portfolio, and to lead two of its workstreams.
  • The IDC is seeking a highly experienced and accomplished industry leader to provide technical expertise and industry knowledge to the JET NEV Programme Office at the IDC and to the Industry Planning Unit.
  • The successful candidate will have a demonstrable track record of experience, an extensive network and expertise to drive the growth and competitiveness of South Africa's NEV and Battery value chain.
  • This is a high-impact role that will require a strategic thinker and a strong leader who can build and maintain relationships with key stakeholders in the public and private sectors.
  • The position will report to the Head of the Industry Planning Unit and will work closely with the NEV Lead for the IDC and the JET NEV Programme Director.
 
Job Description
MAIN DUTIES AND RESPONSIBILITIES
Internal / Operational Processes
  • Provide input into the JET Workstreams for NEV and related initiatives debates and strategy development relating to NEVs, the Battery Value Chain, transportation, infrastructure etc.
  • Provide technical expertise to the securing of new grants and concessional loan financing from global and domestic sources to drive NEV mobility and public transport project implementation
  • Provide technical and industry expertise and knowhow to enable local NEV-focused programmes and specialist support entities to scale to deliver significant support to the NEV value chain in South Africa.
  • Support the IDC NEV Lead to identify potential NEV industry investment opportunities or project development and support for early-stage project opportunities.
  • Support the IDC NEV Lead with project preparation initiatives to strengthen the development of business cases and the evaluation of investment opportunities in NEV-related projects, businesses and initiatives related to the NEV pipeline.
  • Recommend potential strategic partners, both local and foreign, in critical components of the value chain. These could include investors and funders; technology developers; OEMs, manufacturers; project sponsors and investors where IDC and JET projects can leverage assistance.
  • Use existing networks from private sector companies (in South Africa and the rest of the world), government agencies, industry associations, research institutions, to ensure alignment and collaboration across the value chain and create additionalities for projects, enterprises and workstreams.
  • Provide industry insights on emerging trends and technologies in the NEV value chain and use this knowledge to inform strategic decision-making.
  • Collaborate with internal and external stakeholders to identify and address regulatory and policy barriers that may impact the growth and competitiveness of the NEV value chain and liaise with government stakeholders in finalising government actions relating to policy.
  • Participate in industry research in conjunction with R and I, and other external sources and agencies.

Qualification and Experience
QUALIFICATIONS
  • Bachelor's degree in engineering, or
  • Honour’s degree in science, business, or a related field
  • Master's, Ph.D. or MBA, an advantage
 
SELECTION CRITERIA
  • Minimum of 8 to 10 years of experience in developing and executing strategies/strategic action plans, ideally within the automotive, NEV and manufacturing environment.
  • Notable experience in NEV and/or e-mobility projects, an added advantage.
  • Minimum of 7 years of experience in project development, business case development, project planning and project execution.
  • Previous roles in a leadership position within the automotive industry, an added advantage.
  • Demonstrable understanding of global automotive and NEV supply chain and technology (inc. battery value chain, charging infrastructure, public transport, heavy transport equipment).
  • Demonstrable practical experience working in an automotive environment.
  • Good understanding of the Just Energy Transition in South Africa and the global transition towards decarbonisation of industrial pathways.
  • Excellent networks in both the public and private sectors.
  • Experience in working with industry organisations to drive regulatory and policy changes as needed to support the development of South Africa’s NEV value chain.
  • Experience leading technical working groups and steering committees and being part of technical advisory committees.
  • Evidence of Thought Leadership in the Automotive or NEV / e-mobility, an added advantage

Job Description
The Information Specialist will support the monitoring and evaluation team within the Corporate Strategy and Innovation department of the IDC. The primary objective of this role is to ensure efficient data management, knowledge sharing, and information dissemination to support evidence-based decision-making and strategic planning.

Job Description
To partner with the Business Unit/s and become part of the core client assessment team with an aim to bring diversity of skills, disciplines and experiences in the onboarding and early assessment of credit risk and investment that deliver on the IDC mandate.
To deliver value -added skills and advisory services to the early-stage due-diligence process by appropriately co-identifying the risks being taken and proposing mitigating factors in line with the organization’s risk appetite frameworks and applicable standards.
To package and offer suitable solutions and mitigations that are aligned to the risk appetite of the Corporation thereby improving the quality of credit submissions and enhancing quicker turnaround, while maintaining an independent view.

Qualification and Experience

Roles and Responsibilities
  • Participate in Due Diligence investigations with the SBUs & Regional Offices, provide advice on risks to be assumed, mitigating factors and assessing viability of projects.
  • Preparing preliminary SWOT analysis and ensuring application of Credit policies and credit appetite framework utilizing approved standard templates.
  • Participation in Basic Assessment processes and presenting the Credit Risk Opinion and obtain CEM participation and indication of final credit structure requirements.
  • Assist in risk identification and mitigation, ensuring compliance to credit policy and spreading of financials (if not undertaken by business) and provide SBU with “indicative risk grade and pricing”.
  • In collaboration with the Legal Services Department seek for the adoption of a consistent approach in the drafting of standardized finance documentation across Group Counterparties as appropriate to ensure adoption of consistent credit terms.
  • Encourage adherence to the organization’s stated Risk Appetite levels to the front line and encourage conduct to be within such stipulated appetite levels.
  • Ensure credit submissions are undertaken in strict compliance with the official Credit and Investment submission templates of the Corporation.
  • As part of the integral team dealing with applications, ensure that SBU completed applications are reviewed and edited to ensure fit-for purpose assessment and appropriate risk lens on structure /tenor/products and shareholder contribution using approved IDC Credit Templates.
  • Provide input into the review and enhancement of the IDC Credit & Investment Template as required.
  • Facilitate constructive working relations and healthy working morale between the Credit Risk Department and relevant SBUs.
  • Provide appropriate guidance and support during deal development and structuring phases and act as a sounding board throughout the credit on-boarding process.
  • Identification and mitigation of project and/or counterparty risks– including the development of a project risk matrix in conjunction with the relevant SBUs.
  • Ensuring that the terms and conditions of credit committee approvals are well documented and executed in the legal agreements and draw documents.
  • Participate in the draw-down process and provide independent credit sign-off as required from time to time.
  • Attend and participate in client and/or deal structuring meetings prior to Deal Development Forum and provide advisory credit and structuring services on potential transactions after being cleared for any potential conflict of interest.
  • To co-ordinate and share information with Credit Evaluation Manager (“CEM”) in the processing of the new transaction and ensure an option is provided for CEM to attend client meetings if and as required.
  • Ensure timely submission of completed and comprehensive final report pack to CEM ahead of submission into the formal Credit and Investment sanctioning process.
  • Work with the deal team and Legal Services Department to ensure deal closure post Committee approval and support applications requiring waivers and/or changes of approved credit & investment terms, as and when necessary.
  • Ensure adherence to the principle of “need to know” by ensuring all information shared is aligned and limited to the credit origination process.
  • Perform credit checks and deed searches on prospective and existing clients.

Job Description
Responsible for Credit and investment risk assessments within the organisation through:
• Processing of credit proposals, compilation of autonomous Credit Submission Reports that form part of the funding applications disseminated to Credit Committees.
• Conduct evaluation of assessments that include thorough and rigorous testing of the base case assumptions provided by the client or client facing teams and provide the necessary independent attestation on the merits of the business case.
• Where necessitated, requesting amendments to proposed terms such as gearing/leverage requirements, default covenants, cash sweep mechanisms, as well as tenor increase/decreases.
• Being able to address issues within the disciplines of the credit management cycle, including ensuring that annual reviews are undertaken at least annually by CSG, and risk grades updated and pro-actively assisting clients ahead of distress, improving the portfolio credit quality and avoiding concentrations, thereby improving earnings and growth to ensure the integrity of the IDC portfolio and instil an effective and appropriate risk management culture

Roles and Responsibilities
  • Provision of independent credit & investment assessments and evaluation on credit submissions to approval committees; exercise credit judgment; and make sound credit recommendations within stipulated Service Level Agreement;
  • Performing risk grading of Business Partners through application of in-house credit risk tools and models and give constructive view on the output;
  • Ensure adherence to credit policies and procedures as well as team alignment to the Credit Risk Appetite Strategy, taking into account group counterparty concentration guidelines;
  • Responsible for the final sign-off of all risk ratings within the IDC, including accountability for a consistent rating approach for all entities and application of overrides;
  • Seek to obtain/enhance collateral to reduce the impact of loss given specific default (“LGD”);
  • Provide appropriate guidance and support during Deal Development Forums (DDF) and act as a sounding board throughout the credit process;

  • In collaboration with Legal department seek for the adoption of a consistent approach in the drafting of standardized finance documentation across Group Counterparties as appropriate to ensure consistency of credit terms;
  • Assist origination in ensuring, prior facility draw-down, that all key and specific credit conditions, such as default ratios, re-pricing terms, information provision conditions, etc, are correctly and clearly documented and properly defined in the relevant facility agreements;
  • Standing Invitee and participant at Investment Monitoring Committee and Portfolio Monitoring Technical Committee and any other portfolio monitoring forums as established by the Corporation from time to time, which would include the management of early distress, watchlist and non-performing clients;
  • Oversight on the Collateral Management process, ensure that collateral is maintained and managed in accordance with the IDC Credit Policy and Collateral Valuation Guidelines and ensure that the support of Credit Department is obtained prior to any release or amendment of collateral terms;
  • Partner with Risk Governance and Portfolio Management to provide insights on client conduct and lessons learnt when required;
  • Formulate tools, systems and to better service the portfolio;
  • Facilitate constructive working relations and healthy working morale with internal stakeholders;
  • Providing constructive input to the development and enhancing of credit policies and procedures;
  • Ensure on-going compliance with Credit Policy and other relevant regulatory requirements;
