Overview
Contribute to the formulation of the organisation's strategic direction and formulation and implementation of the provincial business plan.
 
 
Responsibilities/Duties
Strategically manage the development, implementation, monitoring, evaluation and reporting on the Commission's programmes and projects at the provincial and municipal level, including election management; civic education, democracy development and voter education programmes; maintain the national common voters' roll; update the delimitation of voting districts and data on voting stations; manage political party liaison committees; achieve results and performance targets; Foster and maintain sound working relationships with stakeholders (political parties, service providers, government in province and municipalities); Chair the Provincial Party Liaison Committee, represent the Commission on and/or attendance of various forums; Implement an internal and external communication strategy in the province; Financial management and reporting (budgets and expense control); Lead the identification, evaluation, reporting and implementation of risk and compliance programmes for the provincial office and compliance with all relevant legislative frameworks and policies; As a member of Senior Management, contribute to the organization leadership and management of all staff members; Identify and implement staff development and/or training programmes.
 
 
Requirements
An appropriate Bachelor degree or three-year National Diploma, with a minimum of 8 years' experience at management level. Understanding of democratic electoral processes in the country and legislative frameworks; comprehensive knowledge and familiarity with the province and its dynamics; knowledge and understanding of the PFMA, and treasury regulations. Strategic leadership and management within a complex and diverse environment; project management; people and team management; budgetary planning; expenditure reporting; building strategic relationships; problem-solving and decision-making; excellent verbal and written communication skills; good interpersonal skills; liaison and negotiation skills and experience; political and conflict resolution skills.

A South African citizen, who has not had a recent prominent political profile in the last 5 years .  Applications must in all cases be marked with the relevant reference number and be accompanied by an updated comprehensive curriculum vitae (CV) as well as certified copies of all qualification documents and identity document.  Should applicants be in possession of a foreign qualification, it must be accompanied by an evaluation certificate from the South African Qualification Authority (SAQA). All appointments are subject to a probation period of not less than 12 months and successful applicants will be required to enter into a performance contract.
