Remuneration: Inclusive remuneration package of R42,551.00 per month
Overview
Job Purpose: To identify, prevent, mitigate, manage and coordinate conflict resolution programs as the Electoral Commission towards the 2019 National and Provincial Government Elections at provincial/national level.
Responsibilities/Duties
- Assist in the recruitment of Conflict Panellist;
- Co-ordinate training of EPC, Regional Supervisors and Conflict Panellist
- Supervise and coordinate the utilization of the Conflict Panellist(s) assigned and the receipt and verification of their written report;
- Undertake capacitation and training activities both individually and in groups;
- Report of any challenge faced that impedes carrying out his/her responsibilities;
- Document and report on mediation processes so to assist in the development of lessons learnt;
- Report of any challenge faced that impedes carrying out his/her responsibilities
- Monthly or periodic reporting to the supervisor and the National Project Owner including in writing as requested by the supervisor
- Liaising with Electoral Commission counterparts and stakeholders at all relevant levels including Provincial Conflict Coordinators in other provinces;
- Administer the Free and Fair elections programme including the assurance that all contracts are signed, travel claims scrutinised, verified and payments made;
- Identify potential conflict hot spots and map conflicts that may be geographically transversal;
- Monitor and intervene in pre-election, Election Day and post-election conflict or potential conflict situations when deployed by the PEO;
- Observe at a public meetings or rallies of a political party or as deployed on Election Day and/or informally assist at a voting station at the request of the Presiding Officer;
- Attend any meetings determined by the (Provincial Electoral Officer) PEO, including Party Liaison Committee meetings and;
- Submit the necessary report(s) on pre-election, Election Day and post-election conflict incidents or potential conflict situations and resolution or not thereof as well as the close out report and those of debriefing sessions.
Requirements
Minimum Requirements: Matric/N3 + tertiary qualification + 6 years conflict management experience of which at least 4 years must be in a position with supervisory experience.
Other requirements:
- Conflict resolution skills;
- Basic computer literacy skills;
- Communication and report writing skills (speak local languages);
- Understanding the legal framework and core business of the Electoral Commission;
- Ability to work under pressure and challenging situations
- Team co-ordination and supervisory skills;
- Ability to meet deadlines;
- Valid drivers licence and access to a road worthy car that can be used for work purposes
- Access to a cellular phone that can be used for work purposes
No person shall be appointed who -
- is under the age of 18 years
- is not a registered voter
- is not a South African citizen
- has a criminal record, without consulting the CEO
- Is or has been a candidate in an election for the National Assembly, a provincial legislature or a municipal council in the last five years
- has been an office bearer of a political party in the last 5 years
- has been an office bearer of any other organisation or entity that has party political aims during the last 5 years
- is related to an employee of the Electoral Commission in that specific municipality, without consulting the PEO.
- is openly affiliated with one or several political parties or is widely seen as a political activist
More Information
The above position is on a fixed term contract basis, until the last day of the month of the Elections. The Electoral Commission will only correspond with successful candidates and interviews will be conducted with short-listed candidates on a date and time specified by the Interview Panel. The Electoral Commission is under no obligation to fill the positions after advertising it. Although advertised, it may be withdrawn, re-advertised or filled by way of deployment, should it be considered in the interest of service delivery. Applicants for all of the above positions should not have a high party political profile.
