Overview
To develop and implement risk management strategies and plans within the Electoral Commission.  The Manager will report to the General Manager in the office of the Chief Electoral Officer (CEO).
 
 
Responsibilities/Duties
Key performance areas:
  • Develop and maintain an integrated Risk Management Framework including policy, strategy and committee charter, as well as a Fraud and Corruption policy, strategy and plan 
  • Research good practices to achieve relevant objectives
  • Develop, monitor and assess implementation plans and processes so as to effectively manage all strategic and operational risks
  • Evaluate and report on compliance with governance and financial regulations
  • Identify key areas for improvement and recommend changes
  • Quantify risk limits
  • Protect the assets and manage the risks of the Electoral Commission through sound financial decisions and business continuity planning
  • Develop reporting protocols for risk management

  • Coordinate and facilitate the risk identification and assessment workshops
  • Develop and implement risk assessment guides
  • Develop action plans to manage identified risks;
  • Maintain the risk registers
  • Collate, aggregate, interpret and analyse the results of risk assessments
  • Create and disseminate risk reports to EXCO, MANCO, risk management committee, and to Commission
  • Respond to Auditor General and Internal Audit findings relating to the management and mitigation of risks within Electoral Commission
  • Monitor and report on progress on risk mitigation activities or plans
  • Facilitate the execution of risk governance processes and practices so as to foster the development of risk governance and facilitation of a risk governance culture in the Electoral Commission
  • Facilitate orientation and training of Risk Management Committee Members as well as Risk Coordinators, managers and employees
  • Provide a secretariat function to the Risk Committee and co-ordinate activities of the committee for statutory compliance on fraud and corruption.
 
Requirements
Basic requirements:
  • An appropriate Bachelor's degree or three-year National Diploma, with a minimum of 8 years' experience in risk oversight roles, with 6 years' experience at middle management level (equivalent of Deputy Manager or Deputy Director in the public service)
  • Risk Management professional certification would be an added advantage
  • Proven experience in implementing an Enterprise Risk Management strategy and governance, and in risk and compliance activities
  • Successful operational and process management within public or private sector
  • Knowledge and understanding of relevant policy, legislation, institutional governance systems and performance management
  • Proven experience in implementing Enterprise Risk Management strategy and governance, risk and compliance activities
  • Extensive knowledge of the public service environment
  • Good planning, project management and implementation skills
  • Good interpersonal and financial management skills
  • Must be prepared to travel extensively and thus be in possession of a valid driver's license.
