PURPOSE OF THE JOB
The primary purpose of this position is to provide support to Projects Manager, Monitoring and Evaluating discretionally projects that Fasset funds. Including monitoring allocated Projects Budgets and coordination to achieve targets as indicated and approved as part of the service level agreement (SLA) with the Department of Higher Education and Training (DHET).
MAIN ACCOUNTABILITIES
▪ Monitor and Evaluate projects according to legislative requirements and internal policies and procedures.
▪ Implements projects by managing the service providers and contractual agreements.
▪ Contribute to the overall Fasset targets as indicated by the service level agreement (SLA) with the Department of Higher Education and Training.
▪ Attend events, project meetings, employer visits and other stakeholder (government, service provider, professional body, institutions of higher learning and related) forums in own capacity or represents the First Line Manager/s.
▪ Provide information necessary for and specific compliance activities related to audits (internal, external audits and Department of Higher Education and Training (DHET) visits) by amongst other things making information readily available during audits.
▪ Coordinate the project payments process and liaises with stakeholders on payment related queries.
▪ Asses and monitor project plans.
▪ Disseminates relevant reports and information to all relevant stakeholders.
▪ Manage the data reporting process to DHET and any relevant institutions.
▪ To develop relationships between public training providers and employers to facilitate work exposure for learners in their respective disciplines especially those participating in Fasset funded programmes.
▪ To support the core function manager/s to achieve targets.
REQUIRED QUALIFICATION
A bachelor degree in Business management or Diploma in business management: NQF level 6
Certificate in Project Management:Will be advantageous
REQUIRED EXPERIENCE
Essential:
▪ 3 - 5 years relevant experience in Projects Management with main focus on Monitoring and Evaluation role.
▪ Experience in the Seta environment advantageous and
▪ Application of procedures relating to Public Finance Management Act (PFMA)
COMPETENCIES REQUIRED AND WORK OUTPUT
Critical Competencies:
▪ Budget/cost conscious and work within these parameters, reducing costs where possible.
▪ Project planning and administration ability.
▪ Planning and coordinating projects Monitoring and Evaluation site visits.
▪ Provide support and/or undertake site visits to monitor the implementation of projects.
▪ Compile data sources, employing collection and analysis of monitoring data.
▪ Review and analyze monthly project reports make recommendations for improvement.
▪ Develop minimum documentation requirements for projects after Monitoring and Evaluation site visits.
▪ Implementation of projects and managing service providers project plans.
▪ Manage and process invoices for payment following PFMA and internal finance policies/procedures.
KNOWLEDGE AND SKILLS REQUIRED
Essential
▪ Solid computer skills: MS Office Suite
▪ Excellent command of English (verbal and written).
▪ Project planning and administration ability.
▪ Ability to work under pressure and meet deadlines.
▪ Good relationship with stakeholders and an energetic approach to work.
▪ Detail and process orientated.
▪ Strong analytical, interpersonal, communication.
▪ Report writing and presentation skills
▪ Ability to work independently and as part of a team;
OTHER REQUIREMENTS
▪ Willingness to travel (nationally).
▪ Valid South African driver’s license and own transportation

Fasset requires applications for a temporary Project Specialist to join the existing team as soon as possible.
Salary
The salary range to be offered for this position is market related.
Assessment
Applicants may be required to take a proficiency test, testing the elements above and will be expected to make a maximum of 3 hours available for both the interview and proficiency assessment.
