CALL FOR NOMINATIONS OF MEMBERS OF THE PUBLIC TO SERVE AS TRUSTEES ON THE BOARD OF THE INDEPENDENT DEVELOPMENT TRUST (IDT)
The Selection Committee, appointed by the Minister of Public Works and Infrastructure, invites nominations from members of the public for candidates to serve as members on the Board of Trustees of the Independent Development Trust (IDT).
The IDT is a duly registered Trust in terms of the Trust Property Control Act, 1988 (Act No.57 of 1988) and is also listed as a Schedule 2 major public entity of the Department of Public Works and Infrastructure in terms of the Public Finance Management Act (PFMA), 1999 (Act No. 1 of 1999). It was established in 1990 through the Deed of Trust 669/91 with the primary objective to enable poor communities of the Republic of South Africa to access resources, and recognize and unlock their potential so as to continuously improve their quality of life.
Nominees are to familiarise themselves with the IDT Deed of Trust 669/91 for objects of the Trust and the powers and functions of the Trustees as provided under Clauses 3, 4 , 7 and 10.
REQUIREMENTS
The members of the board of trustees when viewed collectively, must:-
Be committed to South Africa’s long-term development agenda as enshrined in the Constitution of the Republic of South Africa (1996);
Possess a mixed set of competencies demonstrated through their qualifications, experience and expertise in any of the following areas: built environment professions; construction sector; development management; accountancy; audit; finance and investment; law; human resources; communications, marketing and community engagement.
Be committed to accountability and the principles of sound corporate governance;
Be strategic thinkers, who are able to determine corporate strategy, make strategic choices, define policies and guide the priorities of the IDT;
Be committed to the IDT’s mandate and its objectives.
The nominees are required to have at least 10 years work experience and a minimum of 5 years in strategic leadership. Previous board membership will be an added advantage. When appointing suitable candidates due consideration will be representation in terms of the gender, race, disability and geographic location.
DISQUALIFICATION
The following persons are not eligible for appointment to the Board of Trustees:
an employee of the IDT;
a public office bearer (i.e. Member of Parliament, both the National Assembly and the National Council of Provinces, or a member of the Provincial Legislature or a councillor in a district or local Government structure);
a person who has been declared insolvent by a competent court;
a person who is not qualified for appointment as a director of a company;
a person who is disentitled in law to hold the office of trustee; and
a person who has been convicted of a criminal offence committed after 27 April 1994 and sentenced to imprisonment of more than one year, without the option of a fine.
TERMS AND CONDITIONS
The term of office of the Members of the Board will be four years and individual Members may be eligible for one re-appointment.
The term of office will commence once approved by Cabinet and upon receipt of letters of authority from the Master of the High Court.
CANDIDATE / NOMINEE PARTICULARS
Nominations should be submitted in writing on a prescribed nomination form and must have the following details:-
1. Full name and address of the person(s) or organization(s) nominating the candidate.
2. The Curriculum Vitae (CV) of the candidate. The CV must include:
The candidate’s full names, ID number and gender. Contact address, telephone and fax numbers, as well as an e-mail address (if any). Experience, knowledge and skills.
Certified copies of academic qualifications and supporting information.
At least two names and contact details of referees.
3. A signed letter of acceptance of the nomination by the nominee.
4. Strict compliance with the nomination requirements is essential.
APPOINTMENT PROCEDURES
The Selection Committee will, after interviewing shortlisted candidates, make recommendations to the Minister of Public Works and Infrastructure on the appointment of candidates to the IDT’s Board of Trustees.
Closing date for nominations is 01 March 2021.

PLEASE NOTE
Persons that have sent their nominations to the Department in response to the previous advertisement in 2018 must consider this as a new board recruitment process and are therefore encouraged to send their nominations afresh in order for the nominees to stand a chance to be considered.
