REGULATORY AND LEGISLATIVE DRAFTING SPECIALIST X 3

SALARY RANGE: Total Annual Package (CTC) - R814,602.00 - R958,356.00
LOCATION: ICASA (Head Office – Eco Park, Centurion)
POSITION STATUS: 4 (Four) Years Fixed Term Contract
Purpose of the job
To ensure that ICASA adheres to administrative due process in making its decisions; develops lawful and implementable regulations that are both substantively and administratively fair; and to ensure that ICASA executes its regulatory mandate within the parameters of the law.
Key Outputs: The successful candidate will report to the Senior Manager: Regulatory & Legislative Drafting and their responsibilities will include: ● Providing legal guidance to Council (including Council committees) in executing their functions in terms of the ICASA Act ● Providing legal advice to Council, CEO, COO, EXCO/OPCO and Regulatory divisions on regulatory matters ●Drafting regulations and regulatory documents/notices ● Monitoring and providing input, where necessary, regarding draft legislation that may have an impact on ICASA‘s mandate ● Represent ICASA at national & international meetings and forums ● Perform Compliance and Risk Management functions ● Draft Memorandums of Understanding (incl. International/national bilateral agreements) with other regulatory authorities ● Conduct training, workshops or presentations based on the needs of the institution and topical regulatory legal matters.
Qualifications and Experience: ● An Honours or 4 (four) year degree in Law (NQF Level 8) ● Admitted attorney/advocate ● Minimum 4 (four) years practicing as an attorney, advocate, legal specialist and/or paralegal; alternatively minimum 2 (two) years practicing as an attorney, advocate and/or legal specialist with not less than 2 (two) years experience in dealing with ICT regulatory matters ● Experience with handling litigation and drafting contracts/legislation.
Key Competencies and Attributes: ● Results driven and ability to work independently ● Innovative approach to the drafting of legislation, reasons documents, findings documents ● Able to work and make decisions under pressure ● Solid interpersonal skills ● Excellent Communicator (written and verbal/ presentation skills) ● Resilience and influential ● Knowledgeable in Administrative Law ● Knowledgeable in Interpretation of Statutes ● Legislative Drafting experience ● Solid drafting skills.
