Purpose of the job
The Applications Developer is responsible for the development and maintenance of Internal Business Applications by providing support to the MIS Manager with the migration of Legacy systems to the latest technology such as Microsoft SharePoint (ASP.net, JAVA and C#) and Microsoft Dynamic Customer Relationship Management (CRM) as well as the new Advanced Spectrum Management Systems (ASMS).
 
Key Outputs: The successful candidate will report to the Manager: Management Information Systems and the responsibilities include: ● Advise and design solutions to business requirements ● Development of Applications in ASP.Net, SQL or C# coding and SharePoint ● Build and deploy custom build web parts using Microsoft Windows SharePoint ● Build custom workflow using SharePoint Designer ● Build custom reports using SQL Server reporting services and integrated reporting web parts in the portal ● Testing of Applications including the development of test scripts ● User training including training ICASA staff in regional offices; Develop/update training manual; Develop training plan ● On-going support - First line support ICASA MIS systems. 
 
Qualifications and Experience: ● 3-year Diploma/Advanced Certificate in Information Technology or equivalent qualification (NQF L6) ● 3-year Information Technology related degree(NQF L7) would be an added advantage ● 4-6 years working experience ● MCSD/MCAD or MCTS or similar certification would be an added advantage • Additional programming languages would be advantageous ● 5+ years Application Development on HTML,.Net and C# • 5+ years using Microsoft-SQL as a backend database • 5+ years on Microsoft Dynamics CRM (development/support) • 5+ years full-stack web application development • 3+ years on Microsoft SharePoint (development/support) • 3+ years on Microsoft Power BI (Report and dashboard development) • 2+ years on other databases such as Oracle, PostgreSQL and MySQL.

SYSTEMS ADMINISTRATOR

Purpose of the job
Systems Administrator’s role is to ensure stability, integrity and efficient operation of the in-house information systems that support core organizational functions. This is achieved by monitoring, maintaining, supporting, and optimizing all networked software and associated operating systems. The Systems Administrator will organise, install, and support an organisation’s computer systems, including local area network (LAN), wide area network (WANs), virtual network segments, and other data communication systems. 
 
Key Outputs: The successful candidate will report to the Manager: Network Operations and their responsibilities will include: ● Administer and manage a networked server environment comprised of Microsoft and Cisco architecture ● Administer and manage a network infrastructure environment comprised of hubs, switches, routers, intrusion protection systems, internet security systems and end point virus protection systems ● Manage Storage Area Network (SAN) ● Monitor and administer of all centralized services ● Support software and hardware upgrades to network servers, operating systems and applications distribution and deployment ● Plan and coordinate Backup integrity and recovery as well as Managing of Organisational backup environment ● Implement and administer Microsoft Active Directory and Microsoft Exchange ● Monitor and administer Disaster recovery systems ● Provide management information reports ● Monitor and administer Security on servers to ensure compliance ● Monitor and manage Skype for Business IM and telephony infrastructure ● Manage vulnerabilities by continually applying patches to server and network infrastructure ● Support ICASA Systems. 
 
Qualifications and Experience ● National Diploma in ICT (NQF level 6) ● IT Degree (3 years) in Computer Science will be an added advantage ● MCSA\CCNA Certifications ● CCNP, MCSE & Systems Administrator experience will be added advantage ● 3-5 years IT Technical experience in a Microsoft environment and Cisco Environment ● 2+ years Project Management experience ● 2+ years Microsoft Lync experience ● 2+ year LINUX experience will be an advantage ● 2+ years supporting a SQL DB will be an advantage

REGIONAL MANAGER: FREE STATE

Purpose of the job
Overall management of the Regional Office operations and resources. Develop and implement the Regional Operational Plan in line with the Organisational objectives and divisional business plan. Develop strategic alliances and partnerships with all relevant internal and external stakeholders in order to promote and advance the organisation’s vision, mission and mandate. Ensure effective management of the licensing of spectrum for Class broadcasting and radio communications and advise on regulatory and technical matters. Ensure effective management of the licensing of Class Broadcasting, CECS, CECNS and Postal services and advise on regulatory and operational matters.
 
Key OutputsThe successful candidate will report to the Executive: Regions & Consumer Affairs and their responsibilities will include: ● Develop and drive regions business plan ● Direct Regions operations and Strategic Planning and Management ● Engage with stakeholders on ICASA’s effective regulation on radio apparatus impacting on electronic telecommunications ● Resource optimization ● Compile reports ● Organizational performance management ● Ensure effective management of the licensing ● Ensure effective alignment of the Regional budget ● Planning and execution of projects ● Develop and manage risk register for the region/province ● Provide leadership, direction, support, and advice to the staff ● Ensure effective management of compliance with legislation, regulations, ICASA policies and procedures within the province.
 
Qualifications and Experience ● Degree in Engineering / Commerce / Business administration / Law / ICT or equivalent NQF L7 ● Relevant Post Graduate qualification / Honours degree will be an added advantage ● 3–7 years management experience ● 4-10 years relevant working experience ● Engineering / ICT background experience ● Experience in stakeholder engagement ● Sound knowledge on Regulatory environment.

SPECIALIST: PROGRAMME MANAGEMENT

POSITION STATUS : Two year fixed-term contract
 
Purpose of the job
This position is responsible for the overall coordination and management of a suite of projects within the core regulatory function comprising the following Programmes: Licensing & Compliance, Policy Research and Analysis, Engineering & Technology, as well as Regions and Consumer Affairs to ensure their successful completion; ensuring consistency with the organizational strategy of ICASA. Providing services to projects such as facilitation and coordination of projects initiation/conceptualisation, planning, monitoring & control, and reporting. Consistency of processes and integration across projects and programmes and customer satisfaction with the product/solution. 
 
Key Outputs: The successful candidate will report to the Senior Manager: Strategy and Programme Management and the responsibilities include: ● Project Initiation /Conceptualisation - Compile regulatory project ideas decided during the ICASA Council annual planning session ● Project Planning - Coordinate compilation of detailed project plans based on project charters and in line with Project Management Book of Knowledge (PMBOK) principles as outlined in the ICASA project management policy and framework working with Programmes ● Monitoring, Controlling and Reporting - Ensure monitoring and control of projects implementation by project leaders and managers on the basis of the following: Scope, Time, Quality etc. ● Internal Auditing - Interface within Internal Audit for auditing of the quarterly project reports before they are tabled at the Audit Risk Disclosure and Ethics Committee.
 
Qualifications and Experience: ● Degree in Finance, Commerce or Business Administration ● Honours Degree/4 years (NQF L8) in Finance, Commerce or Business Administration will be an added advantage ● A postgraduate certificate in Project Management will be an advantage ● 5 – 10 Project / Programme Management Experience ● 4 – 8 ICT Sector Experience would be an added advantage ● Coordination and Management of a suite of projects ● Project Initiation and Conceptualization ● Planning, Monitoring, Control and Reporting ● Communicating with Heads of Divisions in Written form and orally ● Drafting of Factual Reports and making Presentations ● Drawing up Project Charters and Gantt Charts ● Influencing thought on project management ● Conveyance of information on projects organisation wide ● Leadership of project leaders and managers in project teams on best practice project management ● Input into organisational project management policies ● Finding of solutions through a consultative process with Divisional Heads.
