Introduction
We are looking for a Senior Manager: Spectrum Licensing to join the team. The purpose of this role is to ensure effective management of the licensing of spectrum for broadcasting and radio communications and advise on regulatory and technical matters.
Duties & Responsibilities
- Oversight of the Broadcasting and Radiocommunication Frequency Coordination functions
- Development and implementation of the Department’s Annual Business Plan
- Development and management of the Department’s allocated budget
- Development, review and implementation of the internal business processes related to the Spectrum Licensing function
- Management of the Spectrum Licensing Department’s administrative function
- Identification and management of the Spectrum Licensing Department’s Risks
- Liaison and communication with internal, external stakeholders
- Providing technical support on spectrum related matters to the Licensing and Compliance Division as well as other internal and external stakeholders as required
- Performing technical coordination with neighbouring countries
- Undertaking research to keep the Authority’s mandate on par with international technological advancements, including participating in International/Regional/National technical fora and Council Committees
- Development, implementation and leadership of projects within the Spectrum Licensing Department.
Desired Experience & Qualification
- Minimum 4-year relevant Academic Engineering degree (B Eng. / BSc. Eng Degree) - NQF level 8
- Master’s degree (advantageous)
- Registration in the appropriate Engineer category with the Engineering Council of South Africa will be an added advantage
- 3 – 7 Years Managerial Experience or 4-6 years Specialist experience
- 6+ years relevant working experience
- 5+ Years’ ICT sector experience (advantageous).

Introduction
To conduct investigation and enforcement activities on Radio Frequency Spectrum users within the Telecommunications and Broadcasting sectors, to ensure compliance with the ICASA Act, Electronic Communication Act and its underlying statutes and to resolve or mitigate harmful Radio Interference complaints.
Duties & Responsibilities
- Investigating and implementing an appropriate action to resolve or mitigate harmful radio frequency (RF) interference.
- To conduct technical investigations on radio equipment installed at high sites.
- To conduct Type Approval inspections in identifying and preventing the use of unauthorized electronic transmitting equipment’s and devices.
- To monitor and ensure compliance to Electronic Communications Service licensees, Broadcasting Licensee terms and conditions and to Spectrum Licensee terms and conditions.
- Participate during the special National and Provincial events by monitoring and resolving possible harmful radio frequency interferences.
- Conduct enforcement activities on issued radio frequency spectrum licensees.
- To monitor the Quality of Service (QoS) from network and broadcasting license holders.
Desired Experience & Qualification
- Three-year National Diploma (NQF L6) in Electrical/Electronic Engineering (Light Current)
- BSc or BTech or Bachelor’s degree (NQF L7) in Electrical/Electronic Engineering (Electrical, Electronic or Information Engineering (added advantage)
- 3 years working experience in radio frequency environment
- Radio frequency interference investigation experience (added advantage)
- Practical experience with electronic communications systems, electronic communication testing and/or monitoring equipment
- Good understanding of Radio Frequency (RF) propagation and interference hunting techniques. Computer literacy and high level of proficiency in MS Office

Introduction
We are looking for a Postal Inspector to monitor and investigate compliance on the Reserved and Unreserved Postal Services (UPS) and its locations to ensure compliance with including Postal Services Amendment Act Electronic Communications Act, ICASA Act, other relevant legislation, applicable regulations and license terms and conditions.
Duties & Responsibilities
- Provide support to Complaints Compliance Committee in dealing with non-compliance with relevant legislation, regulations and license terms and conditions.
- Assist with the implementation of Compliance Procedures in ensuring compliance of SAPO and UPS services with the provisions of the Postal Services Act, applicable regulations, and the license terms and conditions.
- Receive and manage complaints and carry out preliminary investigations and reporting accordingly.
- Develop, update and maintain database matrix of external stakeholders within the Northern Cape Postal Sector by identifying and strengthening relevant stakeholders relations.
- Provide Mediation function of postal related disputes involving licensees and the public. Provide assistance with the revision of Postal Sector applicable legislation, regulations and license terms and conditions.
- Conduct meetings with licensees to assist them to comply.
- Produce quarterly and annual compliance reports on SAPO and UPS services.
- Conduct inspections on SAPO and UPS services to assess compliance and compile post-visit reports. Prepare evidence to be lead before the CCC whenever required.
Desired Experience & Qualification
- Minimum qualification of a National Diploma (NQF L6) in either Public Administration, Finance, Commerce, Law or Business Administration
- Degree/ Advanced Diploma (NQF L7) an added advantage
- Minimum of 2 - 3 years working experience in either the Regulatory, Inspectorate, Law enforcement or Compliance environment
- Demonstratable experience in conducting investigations, Compliance Assessments and/or Audit Assessments. (added advantage)
- Practical experience with Costumer Complaints handling & Resolutions.
- Computer literacy and high level of proficiency in MS Office
