POSITION STATUS: Permanent
Purpose of the job
To ensure the uninterrupted and cost-efficient provision of materials, goods, works and services in terms of the Supply Chain Management Policy and contemporary and legislative requirements. Management of procedures for the disposal of redundant assets and scrap.
Key Outputs: The successful candidate will report to the Chief Financial Officer, and their responsibilities will include: ● Managing Section Resources - Manage human resources through proper planning, work allocation, training and personal development plans ● Developing, Reviewing, and Maintaining Supply Chain Management Policy and Standard Operating Procedures - Ensure that stakeholders and employees are thoroughly conversant with the Supply Chain Management Policy to ensure compliance ● Providing Advice and Guidance to Stakeholders - Advise stakeholders on the appropriate processes and procedures to be employed ●Management of Procurement According to the Supply Chain Management Policy - Manage the tender invitation process in terms of the SCM Policy and procedures. Manage the request for quotation (RFQ) process in accordance with the SCM Policies and National Treasury Guidelines ● Overseeing the Administration of Contracts - Liaise with ICASA legal services to resolve contractual disputes and contract drafting matters ● Compliance to SCM Policies and Procedures - Ensure all procurement documentation complies with legislation and policy requirements ● Disposal Of Assets - Advise stakeholders on methods of disposals ● Developing, Reviewing and Maintaining the Travel and Subsistence Management Policy and Standard Operating Procedures - Ensure that stakeholders and employees are thoroughly conversant with the Travel and Subsistence Management Policy to ensure compliance ● Travel Management - Approve travel requirements based on the Travel Policy and National Treasury Guidelines ● Reporting On Performance - Submit weekly, monthly, quarterly and annual reports on supply chain and travel activities and the section’s performance as required.
Qualifications and Experience: ● A Degree/Advanced Diploma in Accounting or Supply Chain Management (NQF Level 7) ● Completed SAICA Articles and CTA will be advantageous ● A Postgraduate qualification in Accounting or Supply Chain Management (NQF Level 8) will be an added advantage ● 8 years’ work experience in Supply Chain Management and/or Financial Management in the Public Sector, of which 3 years must be at Managerial level in Supply Chain Management ● A proven track record/experience in engaging and managing various stakeholders; including but not limited to Governance Committees, EXCO, ARC and AGSA ● Knowledge and understanding of the Supply Chain Management Practices in National Treasury and National Government Organisations.

Purpose of the job
To coordinate the flow of tasks and assignments between the Office of the Chairperson, CEO, Councillors, Executive Management and Governance Committees.
Key Outputs: ● The successful candidate will report to the Corporate Secretary, and their responsibilities will include: ● Recording and preparing high quality minutes of meetings ● Ensuring that minutes are adopted/approved and signed by the Chairperson; and filed accordingly for easy retrieval and replacement when needed, with adherence to confidentiality ● Collating and proof reading meeting document packs according to the agenda prior to preparing packs for Council Meetings ● Preparing and disseminating all document packs to members of each meeting ●Drafting, circulation and recording of Resolutions ● Managing the scheduling and logistical preparations of Council meetings, hearings, briefings and workshops ● Providing administrative and logistical support to Council and Executive Management.
Qualifications and Experience: ● Undergraduate qualification in Administration/Law (NQF Level 6/7) / 4-year Law degree ● 2 – 5 years secretariat work experience at Executive or Board level ● Experience in managing complex and highly confidential information ● Computer literacy with proficiency in Microsoft Office ● Affiliate membership of the Chartered Governance Institute of South Africa will be an added advantage.

POSITION STATUS: Permanent
Purpose of the job
To conduct investigation and enforcement activities on radio frequency spectrum users in the telecommunications and broadcasting sectors to ensure compliance with the ICASA Act and its underlying statutes and resolve or mitigate harmful interference complaints.
Key Outputs: : The successful candidate will report to the Regional Manager: KwaZulu-Natal and their responsibilities will include: ● Executing duties of the inspector by monitoring compliance by licensees with license terms and conditions, license exemptions and by investigating and evaluating any alleged or suspected non-compliance by licensees ● Conducting Radio Frequency Interference Investigations ● Conducting high site investigations ● Radio monitoring ● Monitoring compliance to Spectrum License terms and conditions ● Monitoring compliance to Electronic Communications Network Service licenses ● Monitoring compliance to Broadcasting Frequency License Terms and Conditions ● Participating in NATJOC/ PROVJOC events which includes taking enforcement action during such events ● Performing and/or assisting with other duties, tasks and AD-Hoc projects as requested or assigned by the Regional Manager in line with the ICASA mandate and objectives.
Qualifications and Experience: Three-year National Diploma in Electrical Engineering (Light Current) – NQF Level 6 ● BSc or BTech or Bachelor’s degree in Engineering (Electrical, Electronic or Information Engineering) (NQF Level 7/8) is advantageous ● 2 to 5 years relevant work experience in a radio frequency environment within Telecommunications ● Radio frequency interference investigation experience (added advantage) ● Practical experience with electronic communications systems testing and/or monitoring equipment (added advantage) ● Computer literacy/ Proficiency in Microsoft Office ● Non-endorsed driver's license.
