APPLICATIONS DEVELOPER

SALARY RANGE : Total Annual Package (CTC) – R660,707.00 - R777,302.00

POSITION STATUS : Permanent
Purpose of the job
The Applications Developer is responsible for the development and maintenance of Internal Business Applications by providing support to the MIS Manager with the migration of Legacy systems to the latest technology such as Microsoft SharePoint (ASP.net, JAVA and C#) and Microsoft Dynamic Customer Relationship Management (CRM) as well as the new Advanced Spectrum Management Systems (ASMS).
Key Outputs: The successful candidate will report to the Manager: Management Information Systems and the responsibilities include: ● Advise and design solutions to business requirements ● Development of Applications in ASP.Net, SQL or C# coding and SharePoint ● Build and deploy custom build web parts using Microsoft Windows SharePoint ● Build custom workflow using SharePoint Designer ● Build custom reports using SQL Server reporting services and integrated reporting web parts in the portal ● Testing of Applications including the development of test scripts ● User training including training ICASA staff in regional offices; Develop/update training manual; Develop training plan ● On-going support - First line support ICASA MIS systems.
Qualifications and Experience: ● 3-year Diploma/Advanced Certificate in Information Technology or equivalent qualification (NQF L6) ● 3-year Information Technology related degree(NQF L7) would be an added advantage ● 4-6 years working experience ● 3 Years Management or 4 Years Specialist Experience ● MCSD/MCAD or MCTS or similar certification would be an added advantage • Additional programming languages would be advantageous ● 5+ years Application Development on HTML,.Net and C# • 5+ years using Microsoft-SQL as a backend database • 5+ years on Microsoft Dynamics CRM (development/support) • 5+ years full-stack web application development • 3+ years on Microsoft SharePoint (development/support) • 3+ years on Microsoft Power BI (Report and dashboard development) • 2+ years on other databases such as Oracle, PostgreSQL and MySQL.

MANAGER: COMMUNICATIONS AND REPUTATIONAL MANAGEMENT

Purpose of the job
The Manager: Communication and Reputational Management is responsible for working across the organisation and its programs to implement the Integrated Communications Strategy with the aim of promoting ICASA amongst its internal and external stakeholders. The Manager: Communications and Reputational Management will also collaborate in the development and promotion of new initiatives to enhance the profile and reputation of ICASA both internally and externally.
Key Outputs: The successful candidate will report to the Senior Manager: Communications and International Relations and the responsibilities include: ● External Communications ● Internal Communications ● Media Relations ● Stakeholder Engagement ● Brand Management ● Content Management ● Management of Divisional Resources ● Reporting.
Qualifications and Experience: ● 3 Year Degree in Communications, Communication Science, Media Studies, Public Relations or Degree in Management (BA/BBA) or equivalent. Relevant Honours/4 year degree or Postgraduate Diploma in Management or equivalent would be an added advantage ● 3 – 5 Years managerial experience ● 4 – 7 Years specialist experience ● 6 – 8 Years working experience ● Public Relations/Creative agency experience an added advantage ● Knowledge of digital media an added advantage ● Previous experience of communications in the public sector an added advantage ● Membership with PRISA an added advantage.
Key Competencies and Attributes: ● Strong command of the English language, both written and spoken with outstanding presentation skills ● Self-driven, assertive, with the ability to take the lead and handle multiple challenges and shifting priorities ● Self-starter ● Passionate about communications and corporate reputation, with validated experience in crafting unique messages for a wide range of audiences ● Possesses outstanding social skills and a positive demeanour to deliver results in a fast-paced environment ● Take pride in delivering on ICASAs promise to the people of South Africa: Regulating the Communications Sector in the Public Interest ● Attention to detail ● Fundamental understanding of the principles of communications, tactics and channels ● Solid experience in internal communications ● Solid experience in the production of print and online publications ● Skilled at content development for multiple communications channels, copywriting and editing especially for earned media ● News-reporting/writing skills ● Editing skills ● Exposure to Design and Layout of online and print publications.

CONTRACT ADMINISTRATOR
JOB LEVEL : C3
SALARY RANGE : Total Annual Package (CTC) – R 412,526.00 - R 485,325.00

Purpose of the job
Administer all the contracts for ICASA. Coordinate contract drafting, maintenance of contracts and the renewal of contracts. Reconcile contracts payments and ensure that all contracts payments are executed on time and according milestones.
Key Outputs: The successful candidate will report to the Supervisor: Bids and Contracts, and the responsibilities will include: ● Contract and Service level Agreement Drafting ● Contract Maintenance ● Contract Extension and Verification ● Contract Payment ● Compliance ● Reporting.
Qualifications and Experience: ● Diploma / Advanced Certificate in Finance/Accounting (NQF level 6) ● B.Com Finance/Accounting will be an added advantage ● 1 Year Supervisory or 1 Year Specialist Experience ● 2 Years relevant working experience will be an added advantage ● Good Knowledge of supply chain management and finance policies, procedures and related Acts (PFMA,ECA, PPPFA, B-BBEE Act, National Treasury Regulation, National Credit Act and PAJA) ● Good knowledge of GRAP, IFRS, CO Act and King 3 Report ● Be able to advise Council, Chief Executive Officer, Chief Financial Officer, General Managers, Managers, and End Users to the best use of Contract management disciplines and approaches within public entity environment.
