INVITATION TO SERVE ON THE INFORMATION TECHNOLOGY REVIEW COMMITTEE (ITRC) OF THE INDEPENDENT COMMUNICATIONS AUTHORITY OF SOUTH AFRICA: ONE (1) POSITION
The Independent Communications Authority of South Africa (ICASA) is a Chapter 9 institution established under section 192 of the Constitution of the Republic of South Africa. Our mission is to support and promote democracy by regulating the electronic communications, broadcasting, and postal sectors in the public interest. We are now inviting qualified individuals to join the Information Technology Review Committee (ITRC).
ICASA invites applications from suitably qualified and experienced persons to support this important mission by serving on its prestigious Information Technology Review Committee (ITRC) for three (3) years.
The ITRC is a governance committee for ICASA with responsibilities delegated to it by the ICASA Council. The role of which is to provide strategic oversight, advice, and guidance in respect of Information Technology and Information Systems at ICASA. This includes the following:
- Review and recommendation of the IT strategy and ensuring the integration and alignment of the IT strategy with ICASA’s strategic and business processes.
- Ensuring protection of intellectual property contained in ICASA’s information systems.
- Ensuring there are adequate business resilience arrangements in place for disaster recovery to support business continuity.
- Ensuring that there are systems in place for the management of information including information security, information management and information privacy.
- Ensuring value delivery on IT and return on investment from significant IT projects.
- Ensuring that ICASA complies with IT related rules, codes and standards including but not limited to the POPIA, ECTA and the Cybercrimes Act.
- Ensuring that there is a process in place to identify and exploit opportunities to improve the performance and sustainability of ICASA through the use of IT.
- Reviewing and recommending key IT investment and architecture, in line with ICASA’s strategy and divisional requirements.
- Promotion of ethical IT governance culture, awareness, and a common IT language.
Requirements: ● A post-graduate degree or equivalent qualification in Information Technology, Information Systems, Computer Science, or a similar field. ● Five years or more working experience at a senior management level within the IT, IS, IT Audit and Risk, or similar environment. ● Experience working at the executive level. ● Certified Director or Chartered Director designation will be an added advantage. ● Previous experience serving as a member of a Steering or Governance or Audit Committee in the field of IT / IS will be an added advantage.
Term of Office: The successful candidate will serve as a part-time member of the ITRC for three (3) years.
Successful candidates will be subject to the ITRC Terms of Reference and other terms and conditions as prescribed by law and the Council of the Authority. As per Treasury Regulation 20 under Government Notice No. R. 225, published in Government Gazette No. 27388 of 15 March 2005, persons employed by state organs or those serving on such Commissions and Committees of Inquiry will not be entitled to additional remuneration or fees payable for partaking in the work of the ITRC. However, this is a unique opportunity to contribute to the governance of ICASA, to gain valuable experience in the ICT sector, and to network with other industry professionals.
Disqualification in terms of section 6 (1) (d) to (l) of the ICASA Act No. 13 of 2000 (as amended) is applicable:
A person may not be appointed if they:
- are a member of Parliament, any provincial legislature or any municipal council;
- are an office bearer or employee of any party, movement or organisation of a party-political nature;
- or any immediate family member has a direct or indirect financial interest in the electronic communications, postal or broadcasting industry;
- or their business partner or associate holds an office in or with, or is employed by, any person or body, whether corporate or unincorporated, which has an interest contemplated above;
- are an un-rehabilitated insolvent;
- have been declared by a court to be mentally ill or disordered;
- have at any time been convicted, whether in the Republic or elsewhere and have been sentenced, after the commencement of the Constitution of the Republic of South Africa, 1993 (Act No.200 of 1993), to a period of imprisonment of not less than one year without the option of a fine; or
- have at any time been removed from an office of trust due to misconduct.
