REGULATORY & LEGISLATIVE DRAFTING SPECIALIST
JOB LEVEL : D1
SALARY RANGE : Total Annual Package (CTC) R728,429.00 - R856,975.00
LOCATION : ICASA (Head Office – Eco Park, Centurion)
POSITION STATUS : Permanent
Purpose of the job
To ensure that ICASA adheres to administrative due process in making its decisions; to ensure that ICASA develops lawful, implementable regulations that are both substantively and administratively fair; and to ensure that ICASA executes its regulatory mandate within the parameters of the law.
Key Outputs: The successful candidate will report to the Senior Manager: Regulatory & Legislative Drafting and their responsibilities will include:● Provide legal guidance to Council (incl. Council committees) in executing their functions in terms of the ICASA Act ● Provide legal advice to Council, CEO, COO, EXCO/OPCO and Regulatory divisions on regulatory matters ● Draft regulations and regulatory documents/notices ● Monitor and provide input, where necessary, regarding draft legislation that may have an impact on ICASA ‘s mandate ● Represent ICASA at national & international meetings and forums ● Perform Compliance and Risk Management functions ● Draft Memorandums of Understanding (MoU) with local and international regulatory authorities (incl. International bilateral agreements) ● Conduct training, workshops or presentations on topical regulatory legal matters.
Qualifications and Experience: ● Honours/4 year degree in Law (NQF Level 8) ● Admitted Attorney/Advocate ● Minimum 3 years managerial experience ● Minimum 5 years professional experience ● Minimum 6 years work experience ● Minimum 4 years’ post-admission experience, alternatively minimum 3 years post-admission experience with not less than 1 year experience in ICT regulatory ● Proven track record with handling litigation and drafting contracts/legislation ● Solid regulatory/ICT acumen (distinct/added advantage).

SPECIALIST: PLANNING MONITORING AND EVALUATION

POSITION STATUS : Permanent
Purpose of the job
The position is responsible for supporting Senior Manager: Strategy & Programme Management on all matters planning, monitoring and evaluation. It works with Programmes to ensure development of the organisational strategic, annual and operational plans in line with relevant government legislative frameworks, policies and guidelines. It monitors and reports on organisational performance against short, medium and long-term pre-determined objectives. It performs ex-ante, mid-term, end-term and impact evaluation of the organisation’s projects working with external service providers. It manages a range of organisational planning, monitoring and evaluation structures, systems, standards, management processes and accountability relationships which enable the Authority to discharge its performance planning, monitoring and evaluation responsibilities effectively. It promotes and inculcates high organisational performance culture in the field of planning, monitoring and evaluation through a number of capacity building initiatives for Programmes within the organisation.
Key Outputs: The successful candidate will have a direct reporting line to the Senior Manager: Strategy & Programme Management and their responsibilities will include the following: ● Support the Senior Manager in the development of the organisational strategic plan ● Ensure that the strategic plan of the organisation is in compliance with all relevant government legislative prescripts (PSA, PFMA, RFSPAPP) ● Work closely with Risk & Compliance and Finance to ensure that all the outcomes risks and finance information necessary to complete the organisational strategic planning is incorporated ● Ensure proper alignment between the organisational Strategic Plan, APP and the OPP • Ensure that all the Programme outputs, baselines, targets (SMART) and Technical Indicators Descriptions are developed in line with the RFSAPP (Templates) and the FMPPI (Nomenclature) • Enable and co-ordinate divisional performance information reporting and assess the adequacy of information provided by verifying portfolio of evidence provided against performance reported • Ensure compilation of quarterly and annual performance information reports for a shared data environment and ensure that the reports are uploaded on the eQPRS after approval by all relevant approving organisational structures working together with Programme Coordinators • Perform all forms of relevant evaluations as prescribed by government’s legislative frameworks that can be used to inform future planning and determine and showcase the worth of the organisation’s projects in making a change in the lives of its target beneficiaries (Ex-ante, Mid-Term, End-Term and Ex-Post Implementation – Impact).
Qualifications and Experience: Academic Degree (NQF Level 7) in Public Management, Economics, Commerce or equivalent ● Postgraduate studies in Monitoring and Evaluation methods will be an added advantage ● 3 years’ experience managing people or 4 years Specialist Experience ● 4 years’ experience in data collection techniques, data analysis and report writing ● Demonstrated practice in qualitative and quantitative evaluation methods ● Experience with management information systems and knowledge management platforms.
