Purpose of the job                                                                                                               
To manage and develop strategies, plans, establishment, and operations of ICASA facilities; that includes the following business functions: Security Management, Information and Knowledge Management, Fleet Management, Occupational Health and Safety, Property management (lease agreements, etc.), Office facilities and Administration.
 
Key Outputs: The successful candidate will report to the Executive: Corporate Services and their responsibilities will include: ● Developing and implementing the Facilities Strategy and Strategic long-term Resource Planning ● Ensuring the Authority complies with local health, safety, and environmental regulations ● Conducting regular inspections, risk assessments, and implementing necessary corrective actions to maintain a safe environment for staff, tenants, and visitors ● Managing relationships with service providers and contractors, including negotiating contracts, overseeing service delivery, and ensuring quality standards are met ● Advising and updating the Executive: Corporate Services on facilities issues ● Facilities policy and procedures development ● Creating and maintaining strategic partnerships with internal stakeholders.  ● Overseeing, developing and implementing compliance processes for the facilities business units ● Manage the Department’s budget within the PFMA framework. 
                                         
Minimum Required Qualifications and Experience: ● Post-graduate qualification in Business Administration/ Facilities Management or related field (NQF Level 8) ● A Master’s degree will be an added advantage ● 8 - 10 years’ experience in general and facilities management with at least 3 years experience at management level.

Purpose of the job                                                                                                                
To ensure the uninterrupted and cost-efficient provision of materials, goods, works and services in terms of the Supply Chain Management Policy and contemporary and legislative requirements. Management of procedures for the disposal of redundant assets and scrap.
 
Key Outputs: The successful candidate will report to the Chief Financial Officer, and the responsibilities will include: ● Manage Section Resources - Manage human resources through proper planning, work allocation, training and personal development plans ● Develop, Review And Maintain Supply Chain Management Policy and Standard Operating Procedures - Ensure that stakeholders and subordinates are thoroughly conversant with the Supply Chain Management Policy to ensure compliance ● Provide Advice and Guidance to Stakeholders - Advise stakeholders on the appropriate processes and procedures to be employed ● Management of Procurement According to the Supply Chain Management Policy - Manage the tender invitation process in terms of the Supply Chain Management Policy and procedures. Manage the request for quotation (RFQ) process in accordance with the SCM Policies and National Treasury Guidelines ● Oversee the Administration of Contracts - Liaise with ICASA legal services to resolve contractual disputes and contract drafting matters ● Compliance to SCM Policies and Procedures - Ensure all procurement documentation complies with legislation and policy requirements ● Disposal Of Assets - Advise stakeholders on methods of disposals ● Develop, Review And Maintain Travel and Subsistence Management Policy and Standard Operating Procedures - Ensure that stakeholders and subordinates are thoroughly conversant with the Travel and Subsistence Management Policy to ensure compliance ● Travel Management - Approve travel requirements based on the Travel Policy and National Treasury Guidelines ● Report On Performance - Submit weekly, monthly, quarterly and annual reports on supply chain and travel activities and the section’s performance as required.
 
Qualifications and Experience: ● A Degree in Accounting or Supply Chain Management ( NQF Level 7) ● An Honours Degree in Accounting or Supply Chain Management would be an added advantage (NQF Level 8) ● 4 years’ experience in Finance and Public Sector (National Government)● 3 years’ managerial experience in Supply Chain Management (National Government) ● Experience in Supply Chain Management Practices in National Government Organisations.

INSPECTOR: TECHNICAL

Purpose of the job
To conduct investigations, and enforcement activities on radio frequency users within the telecommunications and Broadcasting sectors to ensure compliance with the ICASA Act, ECA and its underlying statutes and resolve or mitigate harmful interference complaints.
 
Key Outputs: The successful candidate will report to the Regional Manager: Limpopo, and the responsibilities will include: ● Executing duties of the inspector by monitoring compliance by licensees with license terms and conditions, license exemptions and by investigating and evaluating any alleged or suspected non-compliance by licensees ● Conduct Radio Frequency Interference Investigations ● Conduct high site investigations ● Radio monitoring ● Monitor compliance to Spectrum License terms and conditions ● Monitor compliance to Electronic Communications Network Service licenses ● Monitor compliance to Broadcasting Frequency License Terms and Conditions ● Participate in NATJOC/ PROVJOC projects and perform enforcement action against non-compliance.
 
Qualifications and Experience: ● National Diploma/Advanced Certificate in Electrical Engineering (NQF Level 6) ● BSc/BTech/Bachelor’s degree in Engineering (Electrical, Electronic or Information Engineering will be an added advantage (NQF Level 7) ● Three years working experience in a radio frequency environment ● Radio frequency interference investigation experience will be an added advantage ● Computer literacy in Microsoft Office ● Valid driver’s license.

Purpose of the job                                                                                                                
To perform and manage talent sourcing and its advisory services, focusing on the identification, assessment and engagement of skilled worker candidates through proactive recruitment technique, ensuring the clients manpower requirements are supplied with the best available human talent in an efficient, effective and structured manner.
 
Key Outputs: The successful candidate will report to the Manager: Talent Sourcing, and the responsibilities will include: ● Facilitating population of adverts for recruiting managers by extracting job content from the Job Profile, and capturing accurate and informative adverts for publishing ● Identifying and implementing creative means of recruiting qualifying candidates through a variety of talent sourcing strategies ● Ensuring compliance with applicable legislation,  organisational regulations, and HR policies and procedures to prevent and/or minimize potential liability to the company ● Coordination and facilitation of talent sourcing activities from sourcing to appointment ● Finalising offers in accordance with employment and compensation policies. 
 
Qualifications and Experience: ● Diploma in Human Resources (NQF Level 6) ● Bachelor’s Degree in Human Resources or Industrial and Organisational Psychology (NQF Level 7) is advantageous ● Minimum 4 years work experience ● Minimum 3 year’s professional experience in a Talent Sourcing or HR Generalist role managing the full cycle recruitment process.
