SALARY RANGE : Total Annual Package (CTC)– R368,529.00 - R460,661.00
LOCATION : ICASA (Regional Office – North-West - Mahikeng)
POSITION STATUS : Permanent
Purpose of the job
To monitor and investigate compliance on the Reserved and Unreserved Postal Services (UPS) and its locations to ensure compliance with including Postal Services Amendment Act Electronic Communications Act, ICASA Act, other relevant legislation, applicable regulations and license terms and conditions.
Key Outputs: The successful candidate will report to the Regional Manager: North West, and their responsibilities will include:
Qualifications and Experience: ● Minimum qualification of a National Diploma (NQF L6) in either Public Administration, Finance, Commerce, Law or Business Administration ● (Degree/ Advanced Diploma (NQF L7) an added advantage ● Minimum of 2 - 3 years working experience in either the Regulatory, Inspectorate, Law enforcement or Compliance environment ● Demonstrable experience in conducting investigations, Compliance
Assessments and/or Audit Assessments. (added advantage) ● Practical experience with Costumer Complaints handling & Resolutions. ● Computer literacy and high level of proficiency in MS Office ● Non-endorsed driver license.

Key Outputs: The successful candidate will report to the Regional Manager: North West, and their responsibilities will include:
- Provide support to Complaints Compliance Committee in dealing with non-compliance with relevant legislation, regulations and license terms and conditions.
- Assist with the implementation of Compliance Procedures in ensuring compliance of SAPO and UPS services with the provisions of the Postal Services Act, applicable regulations, and the license terms and conditions.
- Receive and manage complaints and carry out preliminary investigations and reporting accordingly.
- Develop, update, and maintain database matrix of external stakeholders within the Postal Sector by identifying and strengthening relevant stakeholders’ relations.
- Provide Mediation function of postal related disputes involving licensees and the public. Provide assistance with the revision of Postal Sector applicable legislation, regulations and license terms and conditions.
- Conduct meetings with licensees to assist them to comply.
- Produce quarterly and annual compliance reports on SAPO and UPS services.
- Conduct inspections on SAPO and UPS services to assess compliance and compile post-visit reports. Prepare evidence to be lead before the CCC whenever required.

INVITATION TO SERVE ON THE CONSUMER ADVISORY PANEL OF THE INDEPENDENT COMMUNICATIONS AUTHORITY OF SOUTH AFRICA: NINE (09) POSITIONS
The Independent Communications Authority of South Africa (ICASA) is a Chapter 9 institution established pursuant to section 192 of the Constitution of the Republic of South Africa, 1996 (the Constitution) to support and promote democracy in South Africa. ICASA is enjoined in terms of the Independent Communications Authority of South Africa Act, 2000(Act No 13 of 2000) read with the underlying statutes to regulate the electronic communications, broadcasting, and postal sectors in the public interest.
ICASA hereby invites applications from suitably qualified and experienced persons to serve on its Consumer Advisory Panel (CAP) at its Head Office in Centurion for a period of three (03) years.
The function of CAP includes the following:
• Preparation and submission of quarterly and annual advisory reports to the Authority on consumer related issues resulting from the usage of electronic communications, broadcasting and postal services which will include: o Critical concerns affecting consumers with particular emphasis on persons with disabilities, senior citizens, women, youth, and people living in underservices areas.
• Provide research on issues affecting consumers and providing a consumer perspective through commentary on relevant Regulations and regulatory projects when published for public comments.
Prospective candidates must be South African citizens, and have five years’ experience in the electronic communications, broadcasting and/or postal services sector.
The Authority will also consider appointing representatives from organisations that represent the interest of the following groups:
• Women
• Youth
• Persons with disabilities
• SMME and/or.
• Community based organisations or non-governmental organisations
Disqualification in terms of Regulation 8 of the Consumer Advisory Panel Regulations of 2023 will be applicable:
Applicants may not be appointed as panel members if he or she is not a citizen of the Republic, is not a permanent resident of the Republic, is a member of Parliament, a provincial legislature or municipal council, is an office bearer or employee of a party, movement or organisation of a party political nature, has a spouse or a partner who has a direct or indirect financial interest in the electronic communications, broadcasting or postal services sector, is declared by a court of law as mentally ill or disordered, is an un-rehabilitated insolvent, has been convicted of an offence ,after the commencement of the constitution of the Republic of South Africa,1993 (Act No.200 of 1993) and sentenced to imprisonment without the option of a fine or has at any time been removed from an office of trust on account of misconduct.
