INVITATION TO SERVE ON THE CONSUMER ADVISORY PANEL OF THE INDEPENDENT COMMUNICATIONS AUTHORITY OF SOUTH AFRICA: FOUR (04) POSITIONS
The Independent Communications Authority of South Africa (ICASA) is a Chapter 9 institution established under section 192 of the Constitution of the Republic of South Africa to support and promote democracy. ICASA is enjoined, in terms of the Independent Communications Authority of South Africa Act (No 13 of 2000), read with the underlying statutes, to regulate the electronic communications, broadcasting, and postal sectors in the public interest.
ICASA has established an independent panel of consumer experts to provide advice and recommendations regarding consumer interests, issues, and needs. This is the Consumer Advisory Panel (CAP), as set out in section 71 of the Electronic Communications Act (No 36 of 2005).
ICASA invites applications from suitably qualified and experienced persons to serve on this Consumer Advisory Panel for three (03) years.
Prospective candidates must be South African citizens and have at least five years’ experience in the electronic communications, broadcasting, or postal services sectors; they must have specific exposure to consumer protection, consumer advocacy, consumer research, or the regulation of consumer affairs.
Prospective candidates nominated by public interest or advocacy organisations or representing one or more of the following groups will have an added advantage:
- Women
- Youth
- Persons with disabilities
- Community-based organisations or non-governmental organisations
- SMMEs
The functions of CAP include the following:
- Prepare and submit quarterly and annual advisory reports to the Authority on consumer-related issues from electronic communications, broadcasting, and postal services.
- Identifying critical concerns affecting consumers, mainly persons with disabilities, senior citizens, women, youth, and people living in underserved areas.
- Providing research on issues affecting consumers, and
- Providing a consumer perspective through commentary on relevant draft regulations and regulatory projects when published for public comment.
Disqualification in terms of Regulation 8 of the Consumer Advisory Panel Regulations of 2023 will be applicable:
An applicant may not be appointed as a panel member if he or she is not a citizen of the Republic, is not a permanent resident of the Republic, or is a member of Parliament, a provincial legislature or municipal council, or is an office bearer or employee of a party, movement or organisation of a party political nature, or has a spouse or a partner who has a direct or indirect financial interest in the electronic communications, broadcasting or postal services sector, or has been declared by a court of law to be mentally ill or disordered, or is an un-rehabilitated insolvent, or has been convicted of an offence, after the commencement of the Constitution of the Republic of South Africa and sentenced to imprisonment without the option of a fine, or has at any time been removed from an office of trust on account of misconduct.
All applications should include the following documents:
- Nomination letter.
- Letter of acceptance by the nominee.
- Nominee’s comprehensive Curriculum Vitae, including certified qualification certificates (not less three months); and
- Certified copy of the nominee's South African Identity Document (not less than three months).
