ANALYST – COST MODELLING 
JOB LEVEL : C4 
SALARY RANGE : Total Annual Package (CTC) R533,797.00 - R667,247.00

Purpose of the job 
To assist the Manager: Cost Modelling in carrying out the necessary functions of the Cost Modelling Unit (Market Regulation). Conducting research and providing an interpretation of regulatory financial interventions imposed in the ICT sector (i.e. telecommunications, postal and broadcasting) to ensure improved social welfare. 
 
Key Outputs: The successful candidate will report to the Manager: Cost Modelling, and their responsibilities will include:• Managing the collection and collation of relevant ICT economic and cost-modelling data • Developing and maintaining ICT cost models and regulatory accounting systems • Managing required cost modelling databases • Provide necessary interpretation of regulatory financial accounts of regulated ICT services • Analyse available public information to disseminate and identify the cost of existing ICT services • Provide recommendations on developing costing models so as to inform regulatory planning and decision making • To assist the Manager in developing a consistent regulatory agenda to promote competition and enhanced economic efficiency of the ICT Sector. 
 
Qualifications and Experience: ● Academic Degree / 3 years (NQF L7) in Accounting, Economics, Finance or Equivalent ● Honours/Postgraduate/Masters/Professional Qualification like CIMA or CA (SA) an added advantage ● At least 3 to 5 years relevant professional or working experience in financial environment ● Proven financial analytical skills ● Proven track record of analysing financial reports ● Proven track record of working with qualitative and quantitative methods ● Proven track record of conducting research ● Ability to engage with stakeholders at all levels.

Purpose of the job
The Applications Developer is responsible for the development and maintenance of Internal Business Applications by providing support to the MIS Manager with the migration of Legacy systems to the latest technology such as Microsoft SharePoint, ASP.net, C#, Microsoft Dynamic Customer Relationship Management (CRM) as well as the new Advanced Spectrum Management Systems (ASMS).
 
Key Outputs: The successful candidate will report to the Manager: Management Information Systems and the responsibilities include: ● Advise and design solutions to business requirements ● Develop applications using C#, ASP.Net and HTML ● Build and deploy custom build web parts using Microsoft Windows SharePoint ● Build custom workflow using SharePoint Designer ● Build and deploy Microsoft Dynamics CRM solutions ● Build custom reports using SQL Server reporting services and integrated reporting ● Testing of Applications including the development of test scripts ● Provide ICASA user training where necessary; Develop/update training manuals; Develop training plans ● On-going ICASA MIS application support.
 
Qualifications and Experience:
Minimum Requirements: ● 3-year Diploma/Advanced Certificate in Information Technology or equivalent qualification (NQF L6) ● 5+ years Application Development on HTML, ASP.Net and C# • 2+ years using Microsoft SQL as a backend database.
 
The following would be an added advantage: • 3-year Information Technology related degree (NQF L7) ● Software Development certification ● Additional programming languages • 2+ years on Microsoft Dynamics CRM (development/support) • 3+ years full-stack web application development • 2+ years on Microsoft SharePoint (development/support) • 2+ years on Report and dashboard development • 2+ years on other databases such as Oracle, PostgreSQL and MySQL.

Purpose of the job 
To provide administrative support in a Councillor’s office. This role undertakes high quality administrative functions to make sure that the office management, operations and business of the Councillor’s office are executed effectively. The Personal Assistant serves as the primary point of contact for internal and external stakeholders on all matters pertaining to the Councillor’s office. 
 
Key Outputs: The successful candidate will report to the Corporate Secretary and Chairperson of Council and their responsibilities will include: ● Secretarial Support ● Diary Management ● Organising of functions and meetings ● Office Management ● Administrative/Office Support ● Operational Planning. 
 
Qualifications and Experience: ● A 3 year National Diploma / Advanced Certificate in administration or a relevant field, from an accredited educational institution (NQF level 6) ● A minimum of 5 years relevant administrative and/or proven secretarial experience, with three years’ operating at an Executive/board-level environment ● Ability to manage complex and highly confidential information ● Solid experience with office management systems at an advanced level (e.g. Enterprise Resource Processes and MS Office) ● Ability to present and analyse data ● Experience in using online calendars and web conferencing (Skype, Teams, Zoom etc.).
