HOUSING DEVELOPMENT AGENCY (HDA)
 
The Housing Development Agency (HDA) is a National Public sector development agency that inter alia has the mandate to identify, acquire, prepare and develop suitable land for human settlements. The agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial and local government and municipalities, as well as with communities, developers and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements.

The HDA has the following positions: Six (6) Months Temporary Fixed Term contract position
 
TEMPORARY COMPLIANCE OFFICER
Location: Head Office – Johannesburg
Reporting Line: Chief Audit Executive
Ref: COFF23
Main Purpose: To ensure that the agency complies with its outside regulatory and legal requirements as well as internal policies and bylaws.
 
Key Performance Areas:
1. Compliance management
• Implement a comprehensive compliance programme aligned to organisational planning process.
• Assist management in the design, development and implementation of compliance frameworks.
• Assist in the design, development and delivery of compliance awareness and training interventions.
• Develop or review, advise and create awareness of the role and responsibility descriptions.
• Ensure compliance through best fit compliance practice aligned to regulatory requirements and create awareness with stakeholders to embed a compliance culture.
• Identify, assess and prioritise all the applicable regulatory requirements that the Agency is required to comply with.
• Develop and implement a compliance monitoring plan using accepted standards, methodologies and tools.
• Assist and provide input for the identification, prioritisation and management of compliance risk by developing a compliance monitoring plan.
• Present the monitoring plan to management and governance stakeholders for approval using appropriate monitoring methodologies.
• Determine the governance requirements relating to compliance reporting.
• Determine the compliance reporting requirements to stakeholders and/or supervisors in terms of regulatory organisation requirements.
• Build and maintain communication channels and liaison with stakeholders and regulators.
• Draft policies and procedures to address the management of the relationship with regulators and management.
2. Risk Management:
• Perform effective risk and control assessments periodically.
• Work together with the Manager to conduct risk assessments, analyses risks and assist with the enterprise risk management function.
• To provide continuous support to Business Units on risk and internal control related matters.
• To promote and institutionalise risk awareness culture and compliance in the organisation.
• Develop and track the fraud recommendation action plan to mitigate identified fraud risks of the HDA.
3.Governance:
•​Develop, review, coordinate and facilitate approval protocol and implement policies and procedures within area of responsibility.
•​Monitor and report on compliance with contract SLA’s.
•​Work with Audit Manager to drive initiatives aimed at eliminating waste, improve productivity and reduce operating costs within the area of responsibility.
•​Comply with all legislative requirements, PFMA, Treasury Regulations, BAS, DORA.
•​Ensure sound administrative and governance services.
•​Assist with training and awareness to improve the organisation culture & ethics.
4. Reporting:
• Assist with the preparation of Internal Audit reports with recommendations to communicate audit results in line with the IIA standards.
• Assist with the preparation of the quarterly audit & risk reports for presentation and adoption by the EXCO, Risk and Audit Committee and Board.
• Assist with the reporting of internal audit, risk and compliance reports.
• Report on progress towards implementation of compliance.
 
Requirements:
• Degree or NQF 7 qualification in Law/Internal Audit/Risk Management.
• A minimum of 3-5 years’ experience in Compliance and preferably Auditing.
• Certification in Compliance will be added as advantage.
• Experience in a PFMA Public Entities.
 
 
Valid membership with a IIA professional body
Remuneration: R224 650 – R340 000 for duration of contract (all-inclusive package)
Period: Six months

TEMPORARY OFFICER: SUPPLY CHAIN MANAGEMENT
Location: Head Office – Johannesburg
Reporting Line: Manager: Supply Chain Management
Ref: OSCM23
Main Purpose: To procure goods, works and services which includes sourcing quotations, evaluations and all related
 
Key Performance Areas:
1. Order management
• Daily management of procurement to pay process for all provinces
• Receive and assess requisitions with the purpose of determining the procurement strategy to be used
• Issue and place request for quotations in the relevant media and HDA website
• Evaluate supplier offers in line with the Preferential Procurement Policy framework Act and the HDA Supply Chain policies and procedures
• Identify and analyse commodities with the objective of creating contracts
• Compile monthly purchase order reports
• Report on savings, cost reduction and avoidance
• Keep all documents (Requisitions, quotations, and orders) together for filing purposes
• Provide support to HDA staff in the interpretation, implementation, and procurement policy for purchases under R1 million
2. RFX Management:
• Place adverts in appropriate media for the required time period
• Preparing, issuing of RFX documents
• In conjunction with user departments, evaluate supplier offers and recommend
• Provide guidance to the end users in terms of the RFX procedures
• Confirm SLA’s are in place prior to formal appointment where applicable (i.e., services)
• Compile and prepare SCM report after evaluation of bids
3. Vendor Management:
• Coordinate the loading and updating of vendors into the Sage 300 system
• Manage the rotation of vendors
• Report on non-performance by vendors
4. Contract Maintenance:
• Verify documents received against contract checklist
• Follow-up on outstanding contracts and all relevant documentation
• Report on contracts that are about to expire, and action taken
• Assist with the contracts register
• Safekeeping and filing of contracts
• Draft standard contracts for approval
5. Bid Committees Administration:
• Compile BAC packs after evaluation
• Minutes taking at BSC if required
• Presenting submissions to Quotation Committee
• Serving as a member of the Quotation Committee
6. Administration and Filing:
• Assist with the updating of the HDA website with all adverts, calls for proposals and proposal awards
• Monitor movement of contracts
 
Requirements:
• National Diploma in Purchasing /Logistics
• 2 Years SCM experience​
• Competent in MS Outlook, Excel intermediate, PowerPoint intermediate and Word Intermediate
• Competent at ACCPAC
• Good communication, analytical and administrative skills
• Knowledge of PFMA, PPPFA and National Treasury Regulations, Broad Based Black Economic Empowerment (BBBEE) /specific goals
 
 
Remuneration: R394 200 per annum (all-inclusive package)
