HEAD OF DIVISION: INFORMATION TECHNOLOGY (CIO)
[Paterson Grade D4]
Permanent employment contract
Remuneration package: R1, 307, 218 per annum (Cost to Council)
MINIMUM REQUIREMENTS
- BSc in Computer Engineering/Computer Science or IT related qualification.
- COBIT and/or ITIL Foundation certification
- Project Management Certificate
- 6 + years’ senior management experience.
- 3 – 5 years’ experience in an IT environment in a corporate organisation at a senior level.
- 3 – 5 years’ practical experience in ITIL and COBIT.
- Architectural experience in GIWA or TOGAF.
- PMBOK experience.

- Fluency in Project Management concepts, principles, and methodologies
- Sound knowledge of Corporate Governance & Business Ethics
- Strong knowledge of IT Supply Chain Management (SCM)

- Knowledge of ITIL Processes
- Knowledge of best IT Practices: Models and Methods
- Excellent Information Resources Management and Strategic planning skills
- Excellent advisory and consultation skills.
PRINCIPAL ACCOUNTABILITIES & KEY PERFORMANCE AREAS
- Advice business on strategic integration of technology system and processes to ensure an optimum technology solution and improve efficiencies from Council.
- Define, update, and implement the IT strategy for the organisation.
- Responsible to move the organisation towards cloud-based digital transformation.
- Optimisation of IT operational environment through research and application of best practices and ensure alignment to the overall infrastructure strategy of the HPCSA.
- Develop a change management plan and strategy to manage all technological and system changes in the organisation to ensure a smooth integration or introduction.
- Manage Disaster Recovery capability and ensure that is always in place.
- Perform the role of a data architect and ensure the integration of data to assist with business decisions.
- Leading and overseeing the upkeep of all production and development environments and IT infrastructure, networks and systems underlying the operations environment.
- Manage the relationship with all major vendors, whilst tracking all major vendors against contracts and ring-fencing sustainable savings.
- Regularly generate management reports on planning & progress status, issues and risks associated with the operations.
- Ensure that HPCSA complies with the King IV recommendations that will ensure confidentiality, integrity, and availability of a functioning system.
- Ensure that the IT system and HPCSA information is safeguarded from interference or interception by a third party through COBIT and ITIL to audit the adequacy of the organisation’s information security.
- Championing the organisational mandate and purpose – providing a direct and indirect operational support that will contribute to the divisional output and mandate in HPCSA.
