INVITATION TO SERVE AS MEMBERS OF THE FINANCE AND INVESTMENT COMMITTEE (FINCOM) OF HPCSA
The HPCSA hereby invites applications from suitably qualified and interested individuals to serve on its Finance and Investment Committee. Section 10(1)(a) of the Health Professions Act, 1974 (Act No. 56 of 1974) (“the Act”) empowers the Council to establish such committees as it may deem necessary. Council has, in regard, established a Committee known as “the Finance and Investment Committee of Council” (“the Committee”).
REQUIREMENTS
- Appropriate three-year (NQF L6) qualification
- At least 8 years of management experience gained from either the following: Accounting OR Auditing.
- 5 years of Financial Management experience.
- 3 years of leadership and experience in serving on a Finance/Investment Committees, but not as a political office bearer.
- Knowledge of the Health Professions Act, 1974; KING IV Report on Corporate Governance and International Financial Reporting Standards (IFRS).
- Applicants shall not be in the employment of, do business with, or have a personal relationship with the HPCSA.
- Preference will be given to applicants who are serving as professionals in other Government departments, public entities, private sector institutions, academic institutions or as retired professionals.

THE ROLE OF THE FINANCE AND INVESTMENT COMMITTEE MEMBERS IS TO:
Perform duties in accordance with the approved Terms of Reference for the Committee, such as the following:
- Conduct regular reviews and make recommendations to the Council on revenue collection methodologies, particularly the model used to collect annual fees from the professions under the auspices of the HPCSA.
- Advise Council on the investment of any unexpended portion of its money and on the establishment of any such reserve funds into which such unexpended portions may be paid.
- Oversee the management of investments of Council according to the agreed Council’s investment policies in consultation with financial advisors.
- Ensure maintenance of an appropriate capital structure.
- Advise Council in terms of the applicable legislation.
- Examine and review the annual financial statements before final approval.
- Ensure adherence to all relevant financial policies.
- Continuously institute best practices relating to Corporate Governance Review Compliance, with all applicable regulatory requirements.
Term: The term of office is five years (part-time basis - approximate number of meetings is six per annum (four ordinary and two Extra Ordinary meetings). Successful candidates will be required to enter into a contract with the HPCSA.
