HR CONSULTANT: EMPLOYEE RELATIONS 
Paterson grade D1 
Remuneration package: R823, 264 per annum (Cost to Council)

MINIMUM REQUIREMENTS 
 An NQF L7 undergraduate degree in Law/ HR PLUS a Diploma in Labour Law/ Labour Relations. 
 7 years employee relations and labour relations experience in a unionized environment. 
 3 years CCMA case management experience, on behalf of an organization. 
 3 years Employee Relations Specialist experience. 
 
COMPETENCY REQUIREMENTS 
 Strong knowledge of Labour Law: (BCEA; LRA; SDA; COIDA EEA; Unemployment Insurance Act), etc. 
 Understanding of Collective Bargaining processes 
 Understanding of HR Policy development processes 
 Knowledge of Best Practices (employer of choice) and leading practices in Labour Relations 
 Research skills 
 Computer Literacy (MS Office, and Outlook). 
 
PRINCIPAL ACCOUNTABILITIES & KEY PERFORMANCE AREAS 
 Promote and maintain a healthy & conducive employee relations environment. 
 Ensure compliance with labour legislation, jurisprudence, and HR policy framework. 
 Facilitate the regular consultative interaction and negotiations between management and organised labour. 
 Facilitate Annual Salary Negotiations between Management and organised labour. 
 Ensure implementation and follow through of the Bargaining Forum resolutions and other agreements of the forum. 
 Administration and management of the Disciplinary Code and Procedure. 
 Provide expert advice to Management & Staff on disciplinary matters. 
 Case managing formal disciplinary matters, including those matters referred to the CCMA and the Labour Court. 
 Benchmark with other organizations leading in relevant practices and policies. 
 Prioritise policy development in terms of criticality, financial impact on organisation and honouring relevant agreements with organised labour and HR & Remuneration Committee. 
 Prioritise policy development from resolutions and substantive agreement/s. 
 Draft HR Policy and facilitate process to obtain its approval. 
 Execute the implementation of HR policy through the appropriate protocol; and ensure that all approved policies, have a procedure and policy guidelines are developed for implementation of all policies. 
 Train staff and line management on the new policies and related procedures. 
 Administration and Custodianship of Incapacity Management. 
 Development and continuous updating of the Incapacity management of the HPCSA Incapacity process and adherence to legislative requirements. 
 Provide expert advice to Management & Staff on incapacity and related matters such as poor performance and high rate of absenteeism, incapacity due to ill health.
