DEPARTMENT: PLANNING ECONOMIC AND DEVELOPMENT
SENIOR MANAGER: ECONOMIC DEVELOPMENT
TASK GRADE : TK17
SALARY SCALE : R 886 214.00 – R1 150 374.00 PER ANNUM Excl. benefits

Requirements: Grade 12, B-degree in Economics/ Management Science/Development Studies or equivalent qualification (NQF Level 6); and Computer Literacy – MS Office
Certificate in Municipal Finance Management or Certificate Program in Municipal Development (CPMD) in line with minimum regulations on competency levels of 2007 will be an added advantage. Valid Code EB driver's license. Eight (8) years relevant experience, minimum of five years at middle management level. Local Government experience will be an added advantage.
Minimum Knowledge: Advanced knowledge and understanding of relevant policy and legislation. Advanced understanding of institutional governance systems and performance management. Advance understanding of Council operations and delegation of powers. Good knowledge of corporate support services including: Rural development, Tourism and Enterprise development. Good knowledge of Supply Chain Management regulations and preferably Procurement Policy Framework Act, 2000 (Act No. 5 of 2000). Knowledge of coordination and oversight of all specialized support functions. Ability to be an innovative and strategic leader. Ability to communicate and negotiate at all levels government and with all relevant stakeholders.
Duties and Responsibilities: Planning, coordinating and evaluating all economic development activities in the district region. Coordinating the development and review of the District Development Strategies. Facilitating the coordination, integration and implementation of 2nd Economies Regeneration Programs in the targeted Rural Villages, Small Towns and Townships. Coordinating and facilitating the necessary institutional arrangements to support LED; including providing of strategic support to SMMEs within the District.
Coordinate the contributions of government departments, state entities and civil society to effect economic development; improve alignment between economic policies, strategies and plans of the district and local Municipalities and other spheres of government, implement economic objectives and mandates; and promote the Municipality’s goal of advancing economic development via the creation of decent work opportunities. Compile and submit quarterly and annual performance reports. Compile and manage departmental budget in line with Council’s, MFMA and SCM requirements.
SENIOR DATA TECHNICIAN
TASK GRADE : TK13
SALARY SCALE : R501 605 – R651 082 PER ANNUM Excl. benefits

Requirements – B. Degree Civil Engineering, NQF level 7 or equivalent qualification accredited for registration as a professional engineering technologist or professional engineer by the Engineering Council of South Africa. 2 -3 Years relevant experience in infrastructure data collection. Code B Driver’s License. Computer Literacy – MS Office Applications.
Key Responsibilities
- Developing potential solutions to problems such as congestion.
- Designing research methods and survey techniques. Modelling traffic flows using scientific techniques and specialist computer applications.
- Analyzing and interpreting data.
- Preparing reports and publications on transport functionalities in the district.
- Researching and giving presentations about available transportation options.
- Staying knowledgeable about government transport and planning policy.
- Manage the delivery of transportation planning projects including network models, urban transport and streetscape strategies, and planning for growth areas.
- Provide expert input to asset management plans and infrastructure programs. Including project identification, prioritization, and business case preparation.
- Evaluate the impacts of new developments and provide feedback and recommendations to the Senior Manager Planning.
- Supervising the collection of data by field workers.
- Providing technical supervision on road infrastructure inspections conducted.
- Analyzing and compiling reports on the data collected in the field.
- Defining/ adjusting the key performance indicators, job design and role boundaries of personnel against service delivery requirements.
- Evaluating the capability of prospective applicants and participating in the interviewing and final selection sessions.
- Conducting appraisals to measure performance and objective accomplishments against agreed targets and, reviewing goals and setting new objectives.
- Monitoring the adequacy of current training interventions supporting personnel development and reporting on workplace impact post training and/ or the need for changes to plans.
- Implementing Human Resources policies and procedures to control/ regulate workplace conflict and/ or instituting corrective measures and consultation processes to address deviations from standards.
- Analyzing statistical information pertaining to staff attendance/ absenteeism, overtime, lost time and downtime and proposing specific remedial measures aimed at improving productivity and reducing personnel related costs.
DEPARTMENT: COMMUNITY AND SOCIAL SERVICES
MANAGER: MUNICIPAL HEALTH SERVICES
SALARY SCALE : R 651 082.00 - R 845 146.00 PER ANNUM Excl. benefits

REQUIREMENTS : B-Tech or relevant tertiary qualification in Public Health or Environmental Health. 10 – 15 years’ experience in Environmental Health Services or Environmental Management at Senior level. Valid code EB (08) driver's license. registration with the Health Professions Council of South Africa (HPCSA). Eligible to be appointed as a Peace Officer (will be an added advantage).
RESPONSIBILITIES : Performs planning, analysis, monitoring, controlling and operational tasks / activities associated with the functionality. Monitoring applications in respect of music entertainment events and advising organizers and sound engineers regarding noise mitigation measures in terms of legislation and by laws. Facilitate and coordinate environmental monitoring, inspection and review of pollution issues and incidents. Facilitate and coordinate programs to prevent outbreaks of vectors in residential and non residential areas. Coordinate compliance to guidelines to minimum standards to operate landfill sites. Facilitate and manages the data base of all facilities producing, storing, transporting, processing and distributing chemicals. Coordinates, analysis and undertake tasks / activities associated with food monitoring and sampling and the inspection of equipment and premises handling / treating / distributing these products through enforcement of the Dairy by law and the provisions of the Foodstuffs, Cosmetics and Disinfectants Act. Plans and coordinates tasks / activities associated with the identification and control of environmental conditions / risks factors that can promote the spread of infectious / communicable diseases detrimental to human health and the environment etc.
Identifying Municipal Health Services targets in line with the national norms and standards. Coordinating resources required in rendering effective and responsive Municipal Health Services. Coordinating the work sequence and programs associated with Municipal Health Services. Coordinating specific administrative and reporting requirements associated with the key performance areas of the Municipal Health Services section. Implementing procedures, systems and controls to regulate specific work sequences and processes dictated to by the environmental health legislation. Coordinating law enforcement in the district.
COMPLIANCE & ENFORCEMENT OFFICER
TASK GRADE : TK11
SALARY SCALE : R377 353 – R489 848 PER ANNUM Excl. benefits

Requirements: Must have completed B degree/National Diploma in Environmental management / Environmental Science and Driver’s License. Applicants from rural areas will be given preference and residence within the Gert Sibande District Municipality area of jurisdiction.
Duties: The incumbent will be exposed to various functions within the Community and Social Services Department, including the following: -
- Monitor and regulate Environmental pollution and waste management.
- Community and stakeholders’ capacity building and empowerment.
- Imputing on Draft Environmental Management Impact reports.
- Draft compliance monitoring and enforcement programs for approval by supervisor.
- Participate in joint strategic inter-governmental compliance monitoring and enforcement activities on Environmental Authorizations, WMLs and AELs issued.
- Support environmental management mitigation, control and environmental pollution prevention programs, policy development and sectoral alignment and promote renewable energy use.
- To conduct inspections and investigations to determine compliance to authorisations /by-laws and statutory legislation;
- Determine acceptability and compliance of facilities or authorised persons to minimum standards or permit or licence conditions;
- Determine level or compliance to issued notices or directives;
- Support local municipalities to implement compliance monitoring and enforcement programs;
- Enforce Environmental Legislation where none-compliance measured in line with delegation of authority / designation / appointments;
- Attending to complaints, non-compliance investigations / inspections findings and referred matters;
- Conduct ad hock surveillances/ monitoring / strategic and follow-up compliance monitoring and enforcement;
- Assessing and analysing the compliance to authorisations issued under environmental law or district by-laws;
- Creating and supporting environmental awareness campaigns on specific environmental legislative requirements for authorization and compliance.
- Provide support and capacity building to community based / non-governmental organizations and schools environ-clubs programs and to key stakeholders to facilitate compliance.
- Capacitate elected office bearers and management on environmental compliance.
- Support local municipality through capacity building to be compliant to Environmental laws and regulations and do compliance and enforcement.
- Participate in IGR forums related to compliance and enforcement matters.
DEPARTMENT OF FINANCE
FINANCE INTERNSHIP X2 FOR 24 MONTHS CONTRACT
Requirements: Must have complete B degree/National Diploma in Accounting/Financial Management N6/Accounting and Internal Audit. Applicants from rural areas will be given preference and residence within the Gert Sibande District Municipality area of jurisdiction.
Duties: The incumbent will be exposed to various functions within the Finance Department, including the following:
- Performing specific clerical tasks associated with the processing of information pertaining to debtors, creditors, income and expenditure.
- Reconciling debtors, creditors and general ledger accounts.
- Assisting with the input of salary information and the control of such data
- Maintaining proper financial records and ensuring access to such records are safeguarded.
- Performing specific functions related to the management of electronic data and records.
- Ensuring the timeous submission of statutory third party financial returns.
- Assisting with the compilation of the annual budgets, SDBIP and financial statements.
- Generating relevant financial reports for the various Management and Committee structures within the Municipality
- Internal Audit functions and processes
- Supply Chain management processes
