SENIOR PROGRAMMES MANAGER

The mandate thereof, is to lead, facilitate and manage sustainable job creation and inclusive economic growth and development in the Gauteng City Region through:
- Enabling economic development that is focused on creating sustainable jobs by facilitating delivery of key national and provincial programmes of action.
- Strategically positioning the province into a globally competitive city region.
- Facilitating partnerships and creating linkages across the province to maximise service delivery outcomes.
- Supporting the development of Key Sectors of the economy in line with the economic development and industrial strategies of the province by carrying out:
- Business enablement
- Establishment of capital projects
- Land development
- Trade and investment promotion
The successful incumbent will be reporting to the Group Executive: Enterprise Project Management Office and will be expected to execute the following tasks:
- Delivery of the land as required for development in line with all regulatory framework requirements (e.g., town planning, EIA etc) and the approved programme and budget.
- Attainment of required access and bulk approvals within the approved programme
- Ensure compliance with all necessary processes to facilitate attainment of bulk allocation/development rights required for the land within the approved programme and budget
- Develop terms of reference for the professional teams and/or external service providers to ensure effective implementation of the integrated master development plan
- Provide support for the appointment of the required professional team for the compilation of the integrated master development plan and construction programme, based on the organisational strategy, business plan and budget.
- Management of all professional teams required for the planning, design and delivery of the integrated master development plan and the required infrastructure in line with the business plan and budget.
- Provide technical support on all processes for alternative funding approvals such as PPP to ensure appropriate infrastructure funding, delivery, and uptake as per the integrated master development plan
- Provide technical advice and/or support to ensure attainment of the approved infrastructure uptake to enable attainment of required occupancy levels and returns on investments
- Complete conceptual analysis on potential projects (preliminary feasibility studies)
- Completed and approved detailed feasibility studies & integrated Business Plans documented for prospective projects
- Manage transaction finalization, including development of implementation plans.
- Availability of Economic Impact studies at every key milestone of the project life cycle
- Identify project related risks and recommend/define appropriate measures to mitigate risk
- Appointment and management of appropriate project resources (e.g., service providers and appropriate staff members)
- Project planning and communication, Project Marketing and Consolidate project specific input onto the GGDA business plan
- Identify requirements and provide technical to facilitate funding and/or alternative funding for projects
- Monitor and control project management expenditure and Ensure closure of each project financially
- Foster effective communications and ensure that appropriate relationships are maintained with the relevant stakeholders and agencies, with reference to stakeholder engagement and partnerships linked to each project, to monitor potential risks and maximize project success.
- Manage and oversee the required interaction between the GGDA and the public.
- Managing third-party contributions to the programmes and projects.
- Managing the dependencies and interfaces between programmes and projects
- Harmonious relations with all key stakeholders and Manage stakeholders at subsidiary level
- Compliance with all regulatory framework approvals on land within approved programme and budget to enable commissioning of land development as planned
- Implement measures to ensure project’s compliance with the organization’s SLA’s, Building Regulations and Occupational Health & Safety Legislations and all relevant authorities.
- Ensure compliance to Programme Governance Framework requirements (e.g., Programme Steering Committee, reporting requirements)
- Establish effective control and coordination mechanisms for the Project and take reasonable steps to ensure the integrity of the internal control and management information systems.
- Ensure that all operations and activities of the Project are conducted in accordance with the PFMA, relevant regulations, the GGDA’s Code of Business Conduct and Ethics, sound business practices, and the other policies and practices approved by the Board.
- Foster a high-performance corporate culture that promotes ethical practices and encourages individual integrity, accountability, and social responsibility.
- Facilitate resource availability through effective procurement processes.
- Develop and manage Infrastructure development systems
- Manage and monitor performance of the direct reports against individual performance contracts.
- Monitor and Manage leadership and staff development plans to ensure sound capacity building in the division.
MINIMUM QUALIFICATION:
- Relevant bachelor’s degree in the built environment field plus a project management qualification
- 3 years’ experience in programme and/or project management
- Advanced knowledge of project management
- Understanding of relevant legislation, policies, and procedures
LEVEL OF COMPETENCIES REQUIRED:
- Ability to make high-level business presentations and decisions.
- Knowledge of strategic projects development and implementation
- Collaboration: Actively promotes collaborative work between key stakeholders

- Develop operational processes for the one stop shop interface between GGDA clients and business regulatory departments
- Develop and conclude MoUs and manage SLA’s with Invest SA One Stop Shop Partner Departments, regulatory bodies, National entities, municipalities, and private sector organisations
- Implement automation of processes/procedures for the One Stop Shop to interface with partners and clients
- Establish and maintain relationships with other economic development agencies in Gauteng and other similar agencies.
- Establish and maintain relations with business advisory firms and consultancies based locally and abroad.
- Establish and maintain relations with foreign embassies and trade organizations based in Gauteng and/or South Africa.
- Monitor the budget monthly to ensure expenses are aligned to the budgetary guidelines.
- Formulate stakeholder plans and strategies to optimize the effectiveness of engagement and management.
- Organize and coordinate quarterly engagement sessions with all invest SA Gauteng stakeholders.
- Manage critical relationships with invest SA national (the dtic).
- Develop and oversee a stakeholder relationship framework.
- Foster relationships with key national, provincial, and local government partners to support business facilitation and regulatory enablement.
- Develop standardized processes and interface with partners.
- Develop and maintain interface protocols with partners.
- Manage and monitor implementation of SLAs with Partners
- Develop escalation mechanisms with partners and report monthly progress.
- Establish processes and systems for efficient operations of the Invest SA centre, engage, and host business delegations and investors visiting the Centre amongst other activities.
- Develop operational processes for one stop shop interface between GGDA clients and business regulatory departments
- Develop and implement working guidelines and policies for Invest SA and other operational requirements.
- Implement automation of processes/procedures for Invest SA interface with partners and clients
- Implement and maintain digital client interface system and ensure responses to clients within set frames
- Develop and maintain working protocols with relevant national government departments
- Establish relations with business advisory firms and consultancies based locally and abroad
- Provide technical assistance and support to TIRE facilitation units to engage with Invest SA partners and regulators
- Ensure proper functioning of Invest SA and ensure optimal presence of partner departments
As minimum applicants, should have the following requirements:
- Postgraduate Degree or NQF Level 7 qualification in Commerce, Public Admin, Marketing or related field
- 3 - 5 years of experience with multinational investment government, experience in guiding direct foreign/local investment/Economic Development/IT and/or Process design
- Sound knowledge of the business environment, the relevant role players within the business and their key responsibilities and outcomes

MINIMUM QUALIFICATION AND COMPETENCY REQUIREMENTS:
- Postgraduate Degree or NQF Level 8 qualification in commerce, investments or enterprise-related discipline
- 5 management years of experience in commerce, investments, or enterprise-related environment
- Sound knowledge of the business environment, the relevant role players within the business and their key responsibilities and outcomes
- Understanding of the Foreign & Local Economic development industry
- Sound knowledge of the relevant legislation/governance applicable to the organisation/industry /country

The successful incumbent will be reporting to the GGDA Group Audit and Risk Committee and Group Chief Executive Officer, he/she will be responsible for the following:
- Planning and executing various compliance and operational audits in accordance with the Internal Audit Charter in order to facilitate the achievement of GGDA business objectives.
- Evaluating new or changing services, processes and operations,
- Assist in the investigation of significant suspected incidents of fraudulent activities within the organization and notify management and the Audit and Risk Committee of the findings,
- Developing links and reliance of external audit on the internal audit function,
- Acting as a key relationship officer in respect of the Auditor General,
- Report to the Audit and Risk Committee on internal audit activities,
- Develop Annual Internal Audit Plans for the Group of Companies, for approval by the Audit Committee.
- Develop a three (3) year audit plan and strategy in line with IIA standards for approval by the Audit Committee,
- Develop and maintain an Integrated Combined Assurance Mode (CAM),
- Support Management and the Supply Chain team on probity audits on an ad-hoc basis,
- Conducting internal audit of significant activities of line departments to ensure compliance,
- Compile, manage and control the Internal Audit budget.
- Ensure that the Internal Audit Function is adequately resourced to execute its mandate including managing the co-source partner
- Planning and executing audits which complement the work of the external auditor, Executing detailed audit procedures, including identifying and defining issues,
- Promoting a high level of control awareness throughout the GGDA and assist in the deterrence of fraud by evaluating the adequacy of internal controls in mitigating fraud risks,
- Following up on the progress of implementation of recommendations and monitor the rectification actions taken by the line departments in addressing audit issues.
As a minimum, an applicant should have the following requirements:
- Post graduate qualifications in Internal Audit or Auditing
- Certified Internal Auditor (CIA) or Chartered Accountant CA (SA) Qualification
- 12+ years of auditing experience in private or public sector of which 5 years must be at Senior Managerial level
Level of competencies required:
- Knowledge of the Public Finance Management Act and Treasury Regulations
- Knowledge of the standards for the professional practice of internal audit
- Knowledge of and skills of applying internal audit principles and practices and management principles

- Develop the ICT Master plan for GGDA aligned with the overall strategic objectives of the organisation
- Align GGDA information management (information management systems included) and information technology (as enabler) strategy with the strategic direction, management plans and the business processes of GGDA.
- Manage the information technology function of GGDA and ensure the establishment of sound information systems management.

- Compile and manage the ICT budget

Job purpose

Operational Efficiency and Excellence
- Overseeing the smooth running of the GGDA Group Operations
- Identifying opportunities for operational improvements, implementation best practice to improve efficiencies and delivery
- Collaborate with GCEO/Exco members, Board members and other Stakeholders to develop and implement strategic initiatives that align with the mandate of the GGDA
- Translate strategic initiatives into implementable operational plans
- Ensure accountability/delivery towards GGDA’s strategic and operational plans
- Collaborate with GCFO/GCEO to ensure all programmes/projects are financially viable and sustainable and deliver value for the province
- Collaborate with Risk management to ensure implementation of organisational risk management plan to maintain good risk management practices.
- Provide regular reporting to the AGCEO/Board/Shareholder on operational performance of the Group
- Assist the GCEO to develop monitoring and evaluation tools and processes to continuously assess the plans and performance of GGDA and Subsidiary Companies.
- Reporting regularly to the Group CEO on current activities as well as reporting monthly against department business plans.
- Compile monthly, quarterly and annual reports on the overall progress and results against operating and financial objectives and initiate courses of action for improvement.
- Support the Group CEO and Executive Team with regard to optimization of organizational performance. Lead, mentor and develop a high performing management team to ensure the group is globally competitive
- Ensure that all projects and programmes including infrastructure projects are delivered in time and as budgeted
- Ensure compliance to the PFMA and all Treasury Regulations including BBBEE, PPPFA in implementing operational targets
- Ensure compliance to Corporate Governance Framework such as Companies Act and King III and IV
- Support the Group CEO with institutional transformation programme.
- Building and maintain relationships with government stakeholders, public, private regulatory bodies, chapter 9 institutions, SOEs and international stakeholders to ensure effective coordination of GGDA’s operations,
As minimum applicants should have the following requirements:
- Postgraduate qualification in Management; Business Management; or Business Administration; or Public Administration;
- Masters or MBL or MBA will be an added advantage.
- 10 years + experience in an Executive Management position with a proven track record and credentials in financial, people, operational and strategic management.
- 10 years’ experience serving or supporting Board operations.
- Detailed knowledge of socio-economic aspects relating to the Gauteng Province.
- Detailed knowledge of developments in the global economy.
- Detailed knowledge of national and provincial government priorities and frameworks.
- Good understanding of economic development.
- Good working knowledge in planning, development and implementation of value add of catalyst/high impact projects.
- Good understanding of the relationships between the GGDA Group, shareholder, and strategic external stakeholders.
- Good understanding of State Agencies and how they operate.
- Good understanding and experience of forecasting, budgeting and financial management.

The successful incumbent will be reporting to the Group Chief Financial Officer and will be expected to execute the following tasks:
- Manage finance operations and to ensure development and appropriate implementation of financial reporting systems.
- Provide support to the Group CFO in facilitating consolidation of annual financial statements, financial performance reporting, budget planning, and financial oversight over subsidiaries and ensure that all requirements for internal and external audit are met.
- Provide support to the CFO in the following areas:
- Group performance reporting
- Preparation of monthly, quarterly and annual financial reporting as per financial calendar
- Input to the approval and processing of revenue, expenditure, and control documents, budgets, salary updates, ledger, and account maintenance and data entry;
- Preparation for the audit process;
- Resolution of audit queries and Monitor payroll
- Assist GCFO in financial oversight over subsidiaries
- Support the development of annual capital commitment and expenditure budgets for the Finance and Supply Chain unit to successfully execute strategic plans;
- Monitor and manage annual budget and report major financial commitments, exposures, and risks to the GCFO in a regular and timely basis;
- Support the management of the overall budgets, monitoring the expenditures and costs against benefits that are realised as the programme progresses
- Assist in the development of standardised Finance processes, standards and systems across GGDA Group;
- Establish effective control and coordination mechanisms for all operations and activities of the division and take reasonable steps to ensure the integrity of the internal control and management information systems;
- Ensure that all operations and activities of the unit are conducted in accordance with the PFMA, relevant regulations, the GGDA’s Code of Business Conduct and Ethics, sound business practices, and the other policies and practices approved by the Board;
- Foster a high performance corporate culture that promotes ethical practices and encourages individual integrity, accountability, and social responsibility;
As minimum applicants should have the following requirements:
- B Com accounting degree, Chartered Accountant or Post graduate qualification in Finance/Business
- 10 years in Accounting and/or Finance
- Knowledge and understanding of the Public Finance Management Act, Treasury Regulations and Generally Accepted Accounting Practices
- Knowledge of Auditor General requirements and Auditing and Accounting Practices
- Knowledge of the State Procurement Policies and Practices
- Ability to recognize trends or associations between data. Ability to identify strengths, weaknesses, opportunities and threats associated with service/process/ procedure or products.

- Develop and implement the Annual Board Plan and Calendar with support from the Chairperson and the Chief Executive Officer, which is aligned to the GGDA Calendar and Subsidiary Companies Calendar’s.
- Certify in the annual financial statements that GGDA has complied with all the requirements of the Companies Act and PFMA, as well as ensure that a copy of GGDA financial statement is sent to all
- Liaise with the Directors, Chairman, regulatory officials and other relevant external key stakeholders as
- Support the Office of the Group CEO with the Company Secretary Services for Group EXCO, MANCO, Strategic Planning Sessions, Staff Meetings, and any other meetings, as and when

- The candidates should at least be in a possession of on LLB Degree and admitted as an Attorney or Advocate,
- Must be registered with the Chartered Institute of Secretaries.
