The Gauteng Growth and Development Agency (GGDA), as the economic implementation arm of the Gauteng Department of Economic Development, drives sustainable job creation and inclusive economic growth across the province. As part of this mission, the Enterprise Project Management Office (EPMO) of the GGSA serves as a centralized, strategic infrastructure delivery unit, mandated to:
  • Enable partnership-driven project delivery mechanisms.
  • Ensure the prudent appraisal and management of strategic projects.
  • Minimize project risks and implementation delays.
  • Coordinate effective stakeholder engagement.
  • Facilitate the provision of sector-relevant skills aligned to the demands of the provincial economy.
 
KEY RESPONSIBILITIES:
The successful incumbent, reporting to the Senior Program Manager (EPMO), will contribute to this provincial infrastructure vision by:
  • Leading the end-to-end implementation of key economic infrastructure projects aligned with the province’s strategic priorities.
  • Mobilizing and managing project funding, including the identification of alternative financing sources and monitoring project-related expenditures.
  • Ensuring compliance with the EPMO’s Programme Governance Framework, PFMA, and relevant legislation.
  • Facilitating multi-stakeholder collaboration—including with public entities, municipalities, and private investors—to optimize project success and accelerate delivery.
  • Driving risk mitigation strategies to ensure timely, cost-effective, and sustainable outcomes.
  • Providing strategic input into the integration of infrastructure delivery with investment attraction, skills development, and industrial development programmes.
  • Overseeing project controls, reporting, and internal audit requirements to ensure transparency and accountability.
  • Managing multiple high-impact projects from design through to completion and handover, ensuring delivery to scope, quality, time, and budget standards.
  • Ensuring alignment with the provincial roads, energy, logistics, and industrial masterplans, where applicable.
 
MINIMUM QUALIFICATION AND COMPETENCY REQUIREMENTS:
  • Honours Degree/Postgraduate qualification (NQF Level 8 or above) in the Built Environment (preferably Architecture, Civil Engineering, or related field). Professional registration with a recognised Built Environment Council (e.g., SACAP, ECSA, SACPCMP).
  • Certified Project Management Professional (e.g., PMP, PRINCE2, SACPMP).
  • Minimum of 5 years’ experience in infrastructure project management, ideally within the public or development sector.
  • Demonstrated experience in strategic project development, including financial modeling, stakeholder engagement, and risk mitigation.
  • Strong understanding of PFMA, infrastructure procurement frameworks, and engineering contract administration.
  • Proven ability to lead multidisciplinary teams and interface with high-level stakeholders, and Excellent presentation, reporting, and decision-making skills.
  • Knowledge of spatial development planning, SEZ implementation, and public-private partnerships (PPPs) will be an advantage.

The successful incumbent will be reporting to the Group Executive: Trade, Investment and Regulatory Enablement and will be expected to execute the following tasks:
  • Conceptualize a proactive lead generation strategy and oversee its implementation
  • Develop a strategy for investor targeting and source markets
  • Package existing and projected business opportunities to promote
  • Development and implement leads evaluation and control processes and contributes to the facilitation of targeted investment
  • Cultivate and maintain strong relationships with local and international investors, government agencies, financial institutions, and other relevant stakeholders to support the investment promotion activities
  • Curate investment promotion activities and represent GGDA at industry events and forums.
  • Develop cooperation agreements with service organisations to facilitate interaction with potential investments
  • Ensure the effective, efficient, economical, and transparent use of financial and other resources.
  • Establish effective mechanisms for identifying potential investors and promotion of GGDA,
  • Identify and develop business and investment opportunities nationally and internationally,
  • Promote the GGDA locally, nationally and internationally,
  • Establish effective control and coordination mechanisms for all operations and activities of the business unit and take reasonable steps to ensure the integrity of the internal control and management information systems.
  • Identify strategic stakeholders to foster effective communication and ensure appropriate relationships are maintained.
  • Develop appropriate communication strategies, manage and oversee the required interaction between the GGDA and the public.
  • Develop programme with Chambers of Commerce and organised business formations.
  • Build relationships with key national and local government partners, in order to improve investment climate and ease the cost of doing business in the Province.
  • Develop sector strategies aligned to the GGDA mandate
  • Contribute to achieving the companies targets in terms of investment and job creation
  • Identify companies seeking new investment locations internationally and market the region to potential investors
  • Develop and monitor plans to translate opportunities into concrete projects
  • Visit targeted companies overseas on outward missions, promote the region
  • Collaborate with sector relevant bodies, undertake joint events and share sector information with stakeholders
 
MINIMUM QUALIFICATION AND COMPETENCY REQUIREMENTS:
  • Postgraduate Degree or NQF Level 8 qualification in commerce, investments or enterprise-related discipline
  • 5 management years of experience in commerce, investments, or enterprise-related environment
  • Sound knowledge of the business environment, the relevant role players within the business and their key responsibilities and outcomes
  • Understanding of the Foreign & Local Economic development industry
  • Sound knowledge of the relevant legislation/governance applicable to the organisation/industry /country
  • The ability to define, scope, plan and execute projects according project management methodology
  • The ability to communicate effectively and efficiently at all levels in the organisation

The successful incumbent will be reporting to the Group Executive: Legal Advisory Services and will be expected to execute the following tasks:
 
Job purpose
To effectively manage legal risk for GGDA which include but not limited to, contractual, litigation, reputation and intellectual property risk. Provide sound advice on all legal, legislative compliance, interpretation of legal decisions and management of litigation.
 
Responsibilities
  • Draft and manage contracts.
  • Manage litigation in the magistrates, labour, and high courts.
  • Analyse regulatory, commercial, and contractual documentation for legal implications.
  • Monitor and comment on legislation.
  • Represent GGDA in forums where legal representation is required.
  • Monitor the legal requirements of GGDA’s contractual obligations.
  • Monitor and establish a culture that contributes to the overall objective of prudent financial risk management by GGDA.
  • Stakeholder Relationship Management through providing legal advice to the management, Boards and subcommittees of GGDA and advise the executive management on legal matters relating to GGDA rights, obligations and privileges.
  • Examine and analyse regulatory, litigation and contractual risks of GGDA.
  • Ensure compliance with best practices by GGDA regarding legal risk management.
  • Liaise with and advise the executive management and stakeholders of any changes in legal compliance.
  • Perform consultative and advisory work pertaining to legal and commercial processes to protects the rights, privileges and obligation of GGDA.
  • Provide input in the development of internal control policies, processes and procedures in line with any relevant legislation and best practices.
  • Ensure that compliance requirements have been built into policies and procedures of GGDA and into the manuals of GGDA where appropriate.
  • Develop standardized legal processes and standards across GGDA and its subsidiaries.
  • Establish effective control and coordination mechanisms for all operations and activities of the division and take reasonable steps to ensure the integrity of the internal control and management information systems.
  • Ensure that all operations and activities of the division are conducted in accordance with the PFMA, relevant regulations, the GGDA’s Code of Business Conduct and Ethics, sound business practices, and the other policies and practices approved by the Board.

  • Facilitate resource availability through effective procurement processes.
  • Comply with organisation and divisional reporting requirements.
 
MINIMUM QUALIFICATION
LLB Degree, or equivalent qualification in Law and admitted as Attorney or Advocate
  • 5 years’ experience in Legal Services at management level.
  • 5 years post articles experience or post pupilage.
  • Knowledge of Corporate Law and relevant legislation.
  • Knowledge of the Public Finance Management Act and other relevant legislation.
  • A very good understanding of the relationships between GGDA and its shareholder and strategic external stakeholders.
  • Policy formulation.

Strategy Execution/ Develop and Implement Supply Chain Policy
  • Develop Supply Chain Policy and implementation plan for the group.
  • Review the legislative frameworks i.e., Treasury Regulation, Constitution, PMFA, Supply Chain Manual.
  • Draft internal Supply Chain Policy in line with legislation.
  • Submit the policy to the CFO, CEO, and the Board for approval.
  • On approval, implement the policy throughout the organisation:
  • Review the policy on an annual basis and identify amendments to legislation and attach the amendments to the policy.
  • Identify and review appropriate KPIs and measure performance at the beginning of the year.
  • Develop procurement plan for the organisation for the year.
  • Management of the procurement team, including hiring new staff, training, and making sure team performs job efficiently, disciplinary actions and Financial Leadership
  • Lead the annual budgeting process, collaborating with department heads to establish comprehensive and realistic budgets.
  • Monitor financial performance against budgets and provide regular forecasts.

  • Tendering process:
  • Monitoring and managing the entire tendering process to ensure compliance with policies.
  • Ensure appointments of the BID committees are in alliance with the SCM Policy and charters.
  • Ensure execution on the tendering process is in alliance to the approved procurement plan.
  • Ensure that tenders are approved in alliance with the approved delegation of authority.
  • Manage Contracts:
  • Manage the relationships between the consultant and GGDA.

Minimum qualification:

  • At least 5-7 years’ experience in a senior management level/role within SCM environment.

The successful incumbent will be reporting to the Group Chief Executive Officer and will be expected to execute the following:
To provide strategic management, leadership and guidance of Human Capital Department which is responsible for the provision of human capital management within the GGDA and subsidiaries in line with the human capital strategy and to ensure the achievement of the human capital needs of the GGDA and its subsidiaries.
Responsible for the provision of Information and Communications Technology (ICT) and Facilities Management to support the day-to-day operations and activities within GGDA and affected Subsidiaries.
  • Identify the principal risks of the Department and implement appropriate systems to manage these risks.
  • Responsible for the provision of Information and Communications Technology (ICT) and facilities management to support the day-to-day operations and activities within GGDA and affected Subsidiaries.
  • Assist the Chief Operating Officer to develop and implement the GGDA Human Capital Strategy to achieve the human capital needs of the GGDA and its subsidiaries.
  • Assist the Group Chief Operations Officer (GCOO) to develop and implement the GGDA Operations Strategy (pertaining to ICT and Facilities Management) to support the day-to-day operations and activities of GGDA.
  • Develop, execute, review and report on Departmental operational plan aligned to the GGDA Corporate Strategy.
  • Lead and manage the Department in line with the approved policies, applicable laws, and the delegated authority by facilitating resource availability for operational effectiveness.
  • Provide regular report to the GGMF, MANCOM and other structures on the ICT and facilities management activities of the Department.
  • Identify the principal risks of the Department and implement appropriate systems to manage these risks.
  • Develop and lead transformational programmes and organisational development initiatives.
  • Oversee the implementation of human resources development interventions to achieve the set HRD targets to realize and contribute to the National Skills Development Strategy.
  • Oversee the recruitment and selection processes as per the approved staffing plan and workforce planning.
  • Oversee the design, implementation, and review of performance management system in line with the approved performance management framework.
  • Oversee the maintenance of sound employee relations through the implementation of acceptable collective bargaining processes in line with the approved employee relations strategy.
  • Working together with subsidiaries, CEO and HR General Managers oversee the implementation of rewards and benefits scheme within GGDA and subsidiaries in line with the approved Remuneration Framework.
  • Oversee the management of HR operations to ensure that transactional HR services are provided to required quality standards and turnaround time.
  • Oversee the provision of wellness and employee assistance programmes to ensure upkeep of employees.
  • Develop, oversee implementation, review, and update human capital management policies.
  • Ensure that organisational values are reviewed periodically to align with changing strategic needs.
  • Manage outsourced contracts with service providers so that service providers provide contracted services as per signed service level agreements.
  • Oversee the design of the ICT architecture and provision of ICT infrastructure (systems) and solutions to ensure that the ICT activities support the day-to-day operations and the delivery of the Corporate Strategy.
  • Oversee the provision of office equipment and general administration support items e.g., computers, stationery, telephones to all Departments/Offices in the GGDA.
  • Conduct needs analysis of ICT and Facilities Management within GGDA and affected subsidiaries to determine the current and future ICT and facilities management needs.
  • Manage outsourced contracts with service providers (IT, security, cleaning services, and landlords) so that service providers provide contracted services as per signed service level agreements.
  • Ensure compliance with the Occupational Health and Safety Act in GGDA buildings so that the GGDA adheres to the relevant legislation and the occupational health and safety policies and procedures.
  • Develop, oversee implementation, review, and update the ICT and Facilities Management Policies to ensure achievement of Operations Strategy and Plan.
  • Develop and manage/monitor the Department’s budget within the spending approval authority levels approved by the Board.
  • Monitor and manage annual budget and report major financial commitments, exposures, and risks to the Group COO on a regular and timely basis.
  • Ensure compliance with the PFMA and all Treasury Regulations including BBBEE, PPPFA.

The Gauteng IDZ Development Company SOC Ltd (‘GIDZ’ or Gauteng IDZ’) is a Special Purpose Vehicle established by the Gauteng Growth and Development Agency to manage the establishment and operationalization of defined infrastructure programmes at the designated Industrial Development Zone (‘IDZ’) at the O R Tambo International Airport.
The establishment of the Gauteng IDZ was undertaken in support of the IDZ programme initiated by National Government, which programme, amongst others, called for the establishment of dedicated vehicles to manage the IDZ process in designated IDZ areas, of which the OR Tambo International Airport is one such area. The mandate of the Gauteng IDZ is to create an enabling platform for investment opportunities through public/private partnerships and direct development investment.

The intention is for the Gauteng IDZ to drive focused manufacturing and beneficiation programmes whilst helping to position Gauteng as a global city region. Key to delivering this mandate is that these programmes will use international best practices and will increase industrialisation and manufacturing capability in Gauteng. The Gauteng IDZ will support the GGDA in its aim that key Provincial Strategies are supported in a manner that ensures success of those strategies.
 
The successful candidate will report directly to the GIDZ Chief Executive Officer.
 
Position Detail
The successful incumbent reporting to the CEO he/she will be expected to execute the following:
To oversee and provide strategic leadership, support and guidance regarding all finance and related financial management functions of GIDZ, on both strategic, operational financial accounting, statutory, management reporting, supply chain management, contract administration, funding portfolio administration & management, audit and risk management, corporate governance, and compliance.
Reporting to the Chief Executive Officer, actively assist and support the GGDA Group CFO, GIDZ CEO and GIDZ Board on the development of business strategy and any other operational initiatives.

Position Detail
The successful incumbent will be reporting to the CEO he/she will be expected to execute the following:
To oversee and provide strategic leadership, support and guidance regarding all finance and related financial management functions of AIDC, on both strategic, operational financial accounting, statutory, management reporting, supply chain management, contract administration, funding portfolio administration & management, audit and risk management, corporate governance and compliance. Reporting to the Chief Executive Officer, actively assist and support the GGDA Group CFO, AIDC CEO and AIDC Board on the development of business strategy and any other operational initiatives.
 
RESPONSIBILITY
As minimum applicants, should have the following requirements:
 
KEY ROLES:
  • Analyse automotive and related industry and public sector to determine the future trends, strategic direction and pricing strategy.
  • Provide strategic leadership, support and guidance regarding all finance and finance related functions.
  • Support for overall company strategy and developing the financial strategy and roadmap in conjunction with CEO and Board and relate to the Divisional roadmaps to determine the financial direction of the specific areas.
  • Financial risk management and provisioning of adequate, efficient and effective system of financial controls, budget, policies, processes and internal controls systems as prescribed by the PFMA, Treasury Regulations and relevant prescripts in place.
  • Maintaining and ensuring compliance to relevant company policies, procedures and process which incorporate governmental requirements and regulations relating to financial
  • Maintaining complete and accurate accounts and records of the organization financial, treasury, payroll and tax affairs.
  • Maintaining adequate assets management systems to ensure complete, accurate and safekeeping of company assets and investment properties.
  • Maintaining adequate, effective and efficient supply chain management

Supply chain management:
  • Appropriate procurement and provisioning system, which is fair, equitable, transparent, competitive and cost-effective
  • Develop an SCM strategy to assist the company in sourcing services.
  • Oversee the development and implementation of SCM policies and procedures in accordance with legislation, government circulars, guidelines and requirements.
  • Ensure that Procurement Planning takes place, that specifications are developed timeously and that there is compliance with supply chain prescripts.
  • Ensure that the company has an established and effective supply chain management system that includes, sound legislative and operational framework (approved and implemented departmental policies and procedures, and systems):
    • Implementation of effective anti-corruption measures;
    • Approved and implemented delegations of authority that are compliant with the applicable legislative framework and requirements;
    • Responsible for the development of the annual procurement;
    • Approval of procurement requisitions in line with the policy and code of delegations;
  • Continuously give direction on complex supply chain management issues;
  • Develop and Maintain systems of internal control which comply with Audit requirements;
  • Effective bid committees established and managed with clearly defined roles, functioning in accordance with applicable legislative requirements; and
  • Ensuring proper disposing of surplus and/or underutilized assets.
Management, directing and supervision:
  • Effective and efficient finance team with acceptable performance to the organization and management

MINIMUM REQUIREMENTS
  • Compt Hons or B. Com with CTA
  • CA (SA) or CIMA or ACCA will be an added advantage
  • 10 years commercial experience; with a minimum of 5 years in management
  • 6 years in a Senior Management role in a PFMA environment
  • Strong supply chain management experience will be an added advantage
